RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO, CALIFORNIA, AUTHORIZING THE SUMMARY VACATION
OF LORENE LANE, ROADRUNNER ROAD AND A PORTION OF
ODEL STREET BETWEEN 7TH STREET AND ESPLANADE AVENUE
AS DEDICATED UNDER PARCEL MAP 12765, PMB 69/63 -64
WHEREAS, the City of San Jacinto has received a proposal by LGI Homes to
summarily vacate Lorene Lane, Roadrunner Road and a portion of Odel Street between
7th Street and Esplanade Avenue consisting of 8.2 acres of undeveloped and excess
right-of-way, in the City of San Jacinto, California, as described in Exhibit “A” and
depicted in Exhibit “B”, attached hereto and incorporated herein by reference (“the
Property”); and
WHEREAS, the Property, for a period of five consecutive years, has been
impassable for vehicle travel; and
WHEREAS, no public money was expended for maintenance on the Property for
a period of five consecutive years; and
WHEREAS, the Property is excess right-of-way and is not required for street or
highway purposes; and
WHEREAS, the access to the adjoining properties and public service easements
will not be affected by the vacation of the Property; and
WHEREAS, Section 8334 of the Streets and High ways Code provides that the
legislative body of a local agency may summarily vacate the Property that is excess
right-of-way and not required for street or highway purposes; and
WHEREAS, the City Council wishes to proceed under the provisions of Section
8330, et seq., of the Street and Highways Code to summarily vacate the Property; and
WHEREAS, the vacation of the Property conforms to the City’s General Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San
Jacinto:
SECTION 1. Recitals. The Recitals set forth above are incorporated herein by
this reference.

SECTION 2. The vacation of the Property is undertaken pursuant to the
provisions of Chapter 4 (commencing with Section 8330) of Part 3 of the Streets and
Highways Code of the State of California.
SECTION 4. The City Council finds and determines as follows:
(a) The Property is excess right-of-way and is not required for street or highway
purposes.
(b) The vacation of the Property will not cut off all access to adjoining properties
and will not affect any public service easement.
(c) The Property has been closed and impassable for vehicular travel, and no
public funds have been expended on its maintenance as such for the last five (5) years.
SECTION 5. The proposed summary street vacation project is exempt from the
provisions of the California Environmental Quality Act pursuant to Section 15061 (b) (3)
of the Guidelines for Implementation of the California Environmental Quality Act (Title
15, California Code of Regulations, commencing with Section 15000) as it can be seen
with certainty that there is no possibility that the activity will have a significant effect on
the environment.
SECTION 6. The City Council hereby orders the Summary Vacation of Lorene
Lane, Roadrunner Road and a portion of Odel Street (from 7th Street to Esplanade
Avenue) consisting of 8.2 acres of excess right-of-way, as more particularly described
and described in Exhibit “A,” and depicted in Exhibit “B” attached hereto and
incorporated herein by this reference.
SECTION 7. Effective Date. This Resolution shall take effect immediately upon
its adoption. The City Clerk is hereby authorized and directed to take such other actions
necessary to carry out this Resolution.
