A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JACINTO, CALIFORNIA, ADOPTING THE 2025
URBAN WATER MANAGEMENT PLAN
WHEREAS, the Urban Water Management Planning Act, California Water Code
section 10610 et seq., requires urban water suppliers providing water for municipal purposes
to more than 3,000 customers or supplying more than 3,000 acre feet of water annually to
prepare, update, and adopt an Urban Water Management Plan at least once every five years;
and
WHEREAS, the City of San Jacinto, City, is an urban water supplier providing water
for municipal purposes to more than 3,000 customers and is subject to the requirements of
the Urban Water Management Planning Act and the Water Conservation Act of 2009,
California Water Code section 10608 et seq.; and
WHEREAS, the purpose of the Urban Water Management Plan is to evaluate current
and projected water supplies and demands within the City water service area during normal
year, single dry year, and multiple dry year conditions, and to identify water management
strategies to support efficient use of water resources and supply reliability; and
WHEREAS, the City has prepared the 2025 Urban Water Management Plan in
accordance with the requirements of the California Water Code and the California Department
of Water Resources 2025 Urban Water Management Plan Guidebook; and
WHEREAS, the 2025 Urban Water Management Plan includes updated information
regarding the City water service area, population projections, water use, water supplies, water
service reliability, drought risk assessment, demand management measures, plan adoption,
submittal, and implementation; and
WHEREAS, the City coordinated preparation of the 2025 Urban Water Management
Plan with appropriate agencies, including Eastern Municipal Water District, and provided
notice to required agencies in accordance with applicable California Water Code
requirements; and
WHEREAS, the City has made the draft 2025 Urban Water Management Plan
available for public review and has conducted a properly noticed public hearing regarding the
plan; and
WHEREAS, the City Council has reviewed and considered the 2025 Urban Water
Management Plan, together with all written and oral comments received prior to and during
the public hearing.
NOW, THEREFORE, BE IT RESOLVED, determined, and ordered by the City Council
of the City of San Jacinto, California as follows:
SECTION 1. The City Council hereby adopts the City of San Jacinto 2025 Urban Water
Management Plan.

SECTION 2. The Public Utilities Superintendent, or designee, is hereby directed to
include a copy of this Resolution in the City of San Jacinto 2025 Urban Water Management
Plan.
SECTION 3. The Public Utilities Superintendent, or designee, is hereby directed, in
accordance with the requirements of the Urban Water Management Planning Act and
applicable California Water Code provisions, to electronically file and submit the 2025 Urban
Water Management Plan with the California Department of Water Resources within thirty
days after adoption and no later than July 1, 2026.
SECTION 4. The Public Utilities Superintendent, or designee, is hereby directed to
submit the 2025 Urban Water Management Plan to the California State Library and to any
city or county within which the City provides water supplies within thirty days after adoption,
and to submit the plan to any other required agencies in accordance with applicable
requirements.
SECTION 5. The Public Utilities Superintendent, or designee, is hereby directed to
make the 2025 Urban Water Management Plan available for public review at the City offices
during normal business hours and on the City website, as applicable, within thirty days after
filing a copy of the plan with the California Department of Water Resources.
SECTION 6. This Resolution shall take effect immediately upon its adoption.

the 16th day of June 2026, by the following vote:
AYES: Sanchez, Ayala, Ledezma, Vandever
NAYS: None
ABSENT: Ruiz
ABSTAIN: None
