Mayor Valerie Vandever called the meeting to order at 6:30 p.m.

City Clerk Julia Espinoza conducted the roll call:
Present: Mayor Valerie Vandever, Mayor Pro Tem Alonso Ledezma, Councilmember
Crystal Ruiz, Councilmember Phil Ayala, and Councilmember Clarisa Sanchez

Councilmember Ruiz gave the invocation.

Councilmember Ayala led the Pledge of Allegiance.

Mayor Vandever recused herself from item 3.A.4. due to a conflict of interest.

4. PUBLIC HEARING
4.1. Public Hearing for the Adoption of the 2025 California Building Standards Code
and 2025 California Fire Code
Deputy City Manager Travis Randel presented the staff report.
Mayor Vandever opened the Public Hearing at 7:10 p.m. There were no public
speakers. Mayor Vandever closed the Public Hearing at 7:11 p.m.

M/S/C (Ruiz/Ledezma) made a motion to adopt Ordinance No. 25-08, approving
the 2025 California Building Standards Update. Motion carried 5/0.
Ayes: Ayala, Ledezma, Sanchez, Ruiz, Vandever
Nays: None
Absent: None
Abstain: None
M/S/C (Ayala/Ledezma) made a motion to adopt Ordinance No. 25-09,
approving the 2025 Fire Code Updates. Motion carried 5/0.
Ayes: Ledezma, Sanchez, Ruiz, Ayala, Vandever
Nays: None
Absent: None
Abstain: None
5. CITY MANAGER UPDATE
6. FUTURE REQUESTS FROM CITY COUNCIL TO CITY MANAGER
With no further business before the City Council, Mayor Vandever adjourned the meeting at 7:29
p.m. with a moment of silence in honor of Mark Carnevale, former Mayor of Cathedral City, who
passed away on November 16, 2025.
