REQUESTED BY: Tom Prill, Deputy City Manager
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Ordinance No. 25-10 Second Reading - CFD 2003-1 Annex 74 Monte
Vista 38509
RECOMMENDATION:
Staff recommends that the City Council conduct the second reading and adopt Ordinance No.

FACILITIES DISTRICT NO. 2003-1, INCLUDING
CERTAIN ANNEXATION TERRITORY IDENTIFIED AS
ANNEXATION NO. 74 INTO SAN JACINTO
COMMUNITY FACILITIES DISTRICT NO. 2003-1.
DISCUSSION:
At the September 16, 2025, City Council meeting, the City Council adopted Resolution No.
4096, declaring their intention to annex territory, residential development commonly known as
Monte Vista Tr 38509, into Community Facilities District 2003-1 (CFD 2003-1), based upon a
petition from the property owners.
On October 21, 2025, the City Council held a public hearing and conducted the Special
Annexation Landowner Election. Upon conducting the election, one affirmative vote was
received from the property owner, and Annexation No. 74 was complete. The City Council also
introduced Ordinance No. 25-10, authorizing the levy of special taxes in CFD 2003-1, including
the newly annexed area. This second reading and adoption of Ordinance No. 25-10 is required to
allow for the levy of special taxes related to this newly annexed area in the future.
FISCAL IMPACT:
The revenue received from the special tax will assist in offsetting the cost of increased police
protection and fire protection, and suppression services necessitated by development of the
annexed territory. As applicable, special taxes are collected and increased annually based on the
percentage change in the Consumer Price Index, with a maximum annual increase of six percent
(6%) and a minimum annual increase of two percent (2%) per fiscal year thereafter. Failure to
approve Ordinance 25-10 would result in the inability to collect the annual special taxes, and the
public safety costs of the territory would have to be borne by the City’s General Fund.

RECOMMENDATION:
Staff recommends that the City Council conduct the second reading and approve Ordinance No.
25-11, Authorizing the Levy of Special Taxes of Community Facilities District No. 2020-1:
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SAN JACINTO AUTHORIZING THE LEVY OF SPECIAL
TAXES IN A COMMUNITY FACILITIES DISTRICT,
INCLUDING CERTAIN ANNEXATION TERRITORY
IDENTIFIED AS ANNEXATION NO. 18 (TAX ZONE NO.
19), INTO SAN JACINTO COMMUNITY FACILITIES
DISTRICT
DISCUSSION:
At the September 16, 2025, City Council meeting, the City Council adopted Resolution No.
4095, declaring their intention to annex territory, residential development commonly known as
Monte Vista Homes Tract 38509, into Community Facilities District 2020-1 (CFD 2020-1),
based upon a petition from the property owners.
On October 21, 2025, the City Council held a public hearing and conducted the Special
Annexation Landowner Election. Upon conducting the election, one affirmative vote was
received from the property owner, and Annexation No. 18 was complete. The City Council also
introduced Ordinance No. 25-11, authorizing the levy of special taxes in CFD 2020-1, including
the newly annexed area. This second reading and adoption of Ordinance No. 25-11 is required to
allow for the levy of special taxes related to this newly annexed area in the future.
FISCAL IMPACT:
The revenue received from the special tax will assist in offsetting the cost of services including,
but not limited to, the maintenance of landscaped areas, parkways, and median improvements
throughout the CFD and the maintenance and servicing of streetlights, traffic signals, and
appurtenant facilities necessitated by development of the annexed territory. Based on fiscal year
25/26 estimates, it is anticipated that the maximum special tax revenue would be $35,559 based
upon full project buildout and, if applicable, $26,325 in Contingent Special Tax revenue.

DISCUSSION:
The City Council and Planning Commission have identified the need for a financing mechanism
for maintenance and services on improvements related to new development within the City. In
response to the need for additional funding for such maintenance and services, the City Council
formed Community Facilities District 2020-1 (the "CFD") and approved the levy of special taxes
therein. The CFD provides funding for services including, but not limited to, the maintenance of
landscaped areas, parkways, and median improvements throughout the CFD and the maintenance
and servicing of streetlights, traffic signals, and appurtenant facilities (the "Services"). The Rate
and Method of Apportionment ("RMA") of the CFD defines multiple types of property that may
be levied a special tax and utilizes tax zones to allow future development to annex to the CFD
rather than forming a new CFD for each new development. The RMA also defines a Contingent

The City will utilize the CFD as a tool to tax new development for the direct costs associated
with the Services. The use of the CFD provides additional funds to mitigate the added cost of
providing the Services to new development. Based upon a petition from the property owner, the
City Council declared its intention to annex this territory – commonly known as the site of

The City Clerk has received the ballots necessary to declare the results of the Special Election.

SUBJECT: Report - Use of ARPA Funds CY 25 Q3
RECOMMENDATION:
Staff recommends that the City Council receive and file the report of the ARPA funds.
DISCUSSION:
The American Rescue Plan Act (ARPA) was signed into law by the President on March 11,
2021. The Fiscal Recovery Funds are intended to provide support to State, local, and Tribal
governments in responding to the impact of COVID-19 and in the efforts to contain COVID-
19 in communities, residents, and businesses. One of the most notable amendments that the
Secretary of the Treasury has adopted as the final rule (published May 17, 2021) enables
recipients to claim a standard allowance for revenue loss of up to $10 million dollars. The
provisions in this final rule are effective April 1, 2022.
On July 13, 2021, the City received its first of two installments of the $11,773,274 in ARPA
funds allocated to the City. The second installment was received on July 21, 2022.
On August 17, 2021, the City Council approved an initial project list for the use of ARPA
funds. The initial projects were designed to meet specific categories in the final rule to
maximize community benefit while prioritizing community desires (as documented by
Measure V Community Survey results).
On January 16, 2024, the City Council approved the final project list, which ultimately
consisted of 15 projects. The ARPA funding has been spent down on all but one remaining
project, the Bath Well Treatment Plant. The construction contract for the Bath Well Treatment
Plant was awarded in January 2024. Construction began in April 2024 and is anticipated to be
completed in June of 2025. SLFRF funding continues to be spent down rapidly during this
timeframe.
During the reporting period of July 1, 2025, through September 30, 2025, ARPA expenditures
totaled $159,469.41. Total ARPA expenditures increased from 84.95% in the previous
reporting period to 86.30% in the current period. This increase is primarily due to payments
made for construction management services and treatment plant construction.

Packet Pg. 34
ARPA funds have been fully obligated by the December 31, 2024, deadline. The final
remaining project is on course to have all ARPA funds expended by the December 31, 2026,
deadline.
FISCAL IMPACT:
There is no fiscal impact related to reporting the use of ARPA funds.

TO: City Council
REQUESTED BY: Tom Prill, Deputy City Manager
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: JCFA Approval - CFD 2024-2 SJUSD-DRHorton-COSJ
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 4108, approving the Joint
Community Facilities Agreement as to form between San Jacinto Unified School District, DR
Horton, and the City of San Jacinto, for Community Facilities District No. 2024-2 Improvement
Area 1
DISCUSSION:
The San Jacinto Unified School District (SJUSD) has established Community Facilities District
No. 2024-2, Improvement Area No. 1 (CFD 2024-2, IA-1), pursuant to the Mello-Roos
Community Facilities Act of 1982. The SJUSD Governing Board adopted a Resolution of
Intention for CFD 2024-2, IA-1 on November 11, 2024, and held a public hearing regarding the
types of public facilities and services to be financed on December 19, 2024.
CFD 2024-2, IA-1 is planned to support the development of single-family residences within
Tract No. 38339. The district is geographically situated southeast of Cottonwood Avenue and
South Kirby Street, and northwest of Oostam Drive and Ivy Crest Drive, as illustrated in the
Boundary Map attached hereto as Exhibit A.
The property owner, DR Horton, in coordination with SJUSD, has requested that the City of San
Jacinto (City) enter into a Joint Community Facilities Agreement (JCFA) with SJUSD pertaining
to CFD 2024-2, IA-1. DR Horton is the sole owner of the property within the district boundaries.
The CFD will be structured in accordance with the City’s land-secured financing policy,
ensuring that the overall effective tax rate does not exceed two percent at the time of bond
issuance. The CFD will finance both SJUSD fees and City development impact fees. The City
may assume ownership and operational responsibility for any City facilities financed through this
CFD. SJUSD has further agreed that the City’s name shall not appear on the property tax roll for
any parcels within CFD 2024-2, IA-1.
Resolution No. 4108, attached hereto as Exhibit B, approves the JCFA (Exhibit C) in
substantially the form presented and authorizes the Mayor and City Clerk to execute and deliver
the agreement on behalf of the City.
FISCAL IMPACT:
None.

constitutes a joint community facilities agreement, within the meaning of Section 53316.2 of the
Act, by and among the City, the Property Owner, and the School District, pursuant to which the
CFD, when and if formed, will be authorized to finance the acquisition and/or construction of all
or a portion of the City Fee Facilities. As authorized by Section 53316.6 of the Act,
responsibility for constructing, providing for, and operating the City Fee Facilities delegated to
the City.
I. The Parties hereto find and determine that the residents residing within the
boundaries of the City, the School District, and the CFD will be benefited by the construction
and/or acquisition of the School Facilities and the City Fee Facilities, and that this Agreement is
beneficial to the interests of such residents.
AGREEMENT
NOW, THEREFORE, in consideration of the mutual promises and covenants set forth
herein, the Parties hereto agree as follows:
1. Recitals. Each of the above recitals is incorporated herein and is true and
correct.
2. Definitions. Unless the context clearly otherwise requires, the terms defined in
this Section shall, for all purposes of this Agreement, have the meanings herein specified.
(a) “Act” means the Mello-Roos Community Facilities Act of 1982, as
amended, Chapter 2.5 (commencing with Section 53311) of Part 1 of Division 2 of Title 5
of the California Government Code.

(b) “Advance” or “Advances” means an amount advanced by the Property
Owner to the City for City Fee Facilities in lieu of payment of City Fees prior to the
availability of sufficient Bond Proceeds. Advances shall be deemed payment of City
Fees to the extent sufficient Bond Proceeds are not received by or made available to the
City.
(c) “Bond Proceeds” or “Proceeds of the Bonds” shall mean those net funds
generated by the sale of the Bonds and investment earnings thereon, net of costs of
issuance, reserve fund, capitalized interest and administrative expenses and may
include net funds generated by the levy of Special Taxes and investment earnings
thereon; provided however, that in the event that proceeds of the Authority Infrastructure
Bonds are used to directly finance City Facilities, Bond Proceeds shall as the context
requires mean such net funds generated by the sale of the Authority Infrastructure
Bonds and investment earnings thereon, net of costs of issuance, reserve fund,
capitalized interest, and administrative expenses.
(d) “Bond Resolution” means that resolution, resolution supplement, fiscal
agent agreement, indenture of trust or other equivalent document(s) providing for the
issuance of the Bonds.
(e) “Bonds” “ shall mean bonds issued by the CFD secured by Annual
Special Tax A revenues (as defined in the Rate and Method; such Bonds being defined
in the Rate and Method as “Tax A Bonds”), as authorized by the qualified electors within
the CFD; provided however, that in the event that proceeds of the Authority
Infrastructure Bonds are used to directly finance City Facilities, Bonds shall as the
context requires mean such Authority Infrastructure Bonds.
(f) “City Fee Facilities” means those City capital improvements eligible to be
financed with City Fees.
(g) “City Fees” means fees for those capital improvements authorized to be
financed with City development impact fees (“DIF”) and all components thereof, imposed
by the City as a consequence of development of any portion of the Property to finance
City Fee Facilities as further described in Exhibit “C” hereto. For the purposes of this
Agreement, DIF is limited to those categories described in Exhibit “C” hereto. City Fee
Facilities financed with Bond Proceeds pursuant to this Agreement may include City
capital improvements from a single DIF category or multiple DIF categories at the
discretion of the City.
(h) “Disbursement Request” means a request for payment relating to City
Fee Facilities in the form attached hereto as Exhibit “D.”
(i) “Other Facilities Account of the Improvement Fund” means the fund,
account, or sub-account of the CFD (regardless of its designation within the Bond
Resolution) into which a portion of the Bond Proceeds may be deposited in accordance
with the Bond Resolution to finance City Fee Facilities and which may have
subaccounts.
(j) “Party” or “Parties” shall mean any one or all of the parties to this
Agreement.

(k) “Rate and Method” means the Rate and Method of Apportionment of the
Special Tax authorizing the levy and collection of Special Taxes pursuant to proceedings
undertaken for the formation of the CFD pursuant to the Act.
(l) “School District Representative” means the Superintendent of the School
District, the Assistant Superintendent, Business Services of the School District, or a
designee of the Superintendent or Assistant Superintendent, Business Services.
(m) “School Facilities” means those public improvements to be owned,
operated, or maintained by the School District identified in proceedings to form the
Improvement District that are eligible to be financed with Bond Proceeds.
(n) “Special Taxes” means the special taxes authorized to be levied and
collected within the Improvement Area pursuant to the Rate and Method.
(o) “State” means the State of California.
3. Formation of the CFD. The School District has undertaken to analyze the
appropriateness of forming the CFD to finance the City Fee Facilities. The School District has
and will retain, at the expense of the Property Owner, the necessary consultants to analyze the
formation of the CFD.
4. Sale of Bonds and Use of Bond Proceeds. In the event that the CFD is formed
and Bonds are issued, the School District and the Property Owner shall determine the amount
of Bond Proceeds to be deposited in the Other Facilities Account of the Improvement Fund and
each subaccount thereof. The Board of Education of the School District (the “Board”), acting as
the legislative body of the CFD, may, in its sole discretion, finance City Fee Facilities by issuing
one or more series of Bonds. Prior to the issuance of a series of Bonds that finance City Fee
Facilities, the School District shall notify the City of such issuance. The City has determined
that it is unable to comply with tax-exempt requirements for use of the proceeds of the Bonds
and requests that the School District issue the portion of the Bonds, if any, allocable to the
financing of the City Fee Facilities on a taxable basis. To the extent that the CFD and the
Property Owner determine that Bond Proceeds are available to finance City Fee Facilities, the
School District shall notify the City of the amount of such Bond Proceeds deposited in the Other
Facilities Account of the Improvement Fund that is available to finance City Fee Facilities.
There is no assurance that City Fees will not increase in the future and available Bond
Proceeds may be less than anticipated such that Bond Proceeds are not sufficient to fund the
anticipated amount of City Fee Facilities in an amount equal to the aggregate total of the City
Fees. As Bond Proceeds are transferred to the City and reserved to fund City Fee Facilities as
described in Section 5 below, the Property Owner pursuant to clause (i) or (ii) above, shall
receive a credit in the amount transferred against the payment of City Fees with respect to the
Property identified by the Property Owner. Nothing herein shall supersede the obligation of an
owner of the Property to make an Advance or otherwise pay City Fees to the City when due.
The purpose of this Agreement is to provide a mechanism by which the CFD may issue the
Bonds and levy Special Taxes to provide a source of funds to finance all or a portion of the City
Fee Facilities in lieu of the payment of all or a portion of the City Fees. In the event that Bond
Proceeds, including investment earnings thereon, are not available or sufficient to satisfy the
obligation, then the Property Owner shall remain obligated to make an Advance for which it will
receive no reimbursement (except to the extent Bond Proceeds later become available to the
City) or pay City Fees to the City as required by the City in accordance with applicable law.

The Bonds shall be issued only if, in its sole discretion, the Board determines that all
requirements of State and federal law and all School District policies have been satisfied or
have been waived by the School District. Nothing in this Agreement shall confer upon the City
or any owner of the Property, including the Property Owner, a right to compel the issuance of
the Bonds or the disbursement of Bond Proceeds to fund City Fee Facilities except in
accordance with the terms of this Agreement.
5. Disbursements for City Fee Facilities.
(a) Upon the funding of the Other Facilities Account of the Improvement Fund with
funds reserved to fund City Fee Facilities, the Property Owner, as set forth in section 4(i) or 4(ii)
above, shall notify the City of the amount of Bond Proceeds reserved to fund City Fee Facilities
and the Property Owner and the City may execute and submit a Disbursement Request for
payment to the School District or the CFD requesting disbursement of an amount equal to all or
a portion of Advances from the Other Facilities Account of the Improvement Fund to the extent
that Bond Proceeds are available in the Other Facilities Account of the Improvement Fund for
such purpose. Upon the City’s receipt of funds pursuant to such Disbursement Request, the
Property Owner shall receive reimbursement of the Advances from the City. To facilitate the
City’s bookkeeping, the City may direct, in a Disbursement Request, that all or a portion of a
payment be made directly to the Property Owner as reimbursement for Advances made by the
Property Owner. In the event of a reimbursement to the Property Owner pursuant to the
preceding sentence, the City shall account for an equivalent amount of Advances previously
received from the Property Owner in accordance with Section 5(c) below. Advances shall be
reimbursed in full before any prepayment of fees to the City. The Advances shall be reimbursed
in the order in which the Advances were made, beginning with the earliest, and the right to
reimbursement hereunder shall vest based on the date and time of the Advances (unless
otherwise agreed to in writing by the vested party).
(b) From time to time following the funding of the Other Facilities Account of the
Improvement Fund, the City may request a disbursement from the Other Facilities Account of
the Improvement Fund to fund City Fee Facilities by executing and submitting a Disbursement
Request. Upon receipt of such Disbursement Request completed in accordance with the terms
of this Agreement, the CFD shall wire transfer or otherwise pay to the City (or upon the City’s
written direction pay to the Property Owner or a City contractor) such requested funds to the
extent that Bond Proceeds are then available, or subsequently become available, in the Other
Facilities Account of the Improvement Fund for such purpose. Upon such notice and the City’s
receipt of such disbursement (or upon payment to the Property Owner or a City contractor in
accordance with directions from the City relating to City Fee Facilities), the Property Owner shall
be deemed to have satisfied the portion of the City Fees with respect to the number of dwelling
units or lots for which the City Fees would otherwise have been required in an amount equal to
such disbursement.
The City agrees that prior to submitting a Disbursement Request requesting
payment from the CFD it shall review and approve all costs included in its request and will have
already paid or incurred such costs of City Fee Facilities from its own funds (which may include
Advances from the Property Owner, subsequent to the date of this Agreement, or will disburse
such amounts to pay the costs of the City Fee Facilities following receipt of funds from the CFD.
(c) Subject to Section 5(e) below, the City agrees to maintain adequate internal
controls over its payment function and to maintain accounting records in accordance with
generally accepted accounting procedures. The City will, upon request, provide the School

District and the Property Owner, with access to the City’s records related to the City Fee
Facilities and expenditure of Advances and will provide to the School District its annual financial
report certified by an independent certified public accountant for purposes of assisting the
School District in calculating the arbitrage rebate obligation of the CFD, if any.
(d) At the City’s discretion, the City may elect to satisfy the tracing and accounting of
Bond Proceeds requirements set forth in this Section 5 of this Agreement by selecting and
depositing unexpended Bond Proceeds with a commercial bank, savings bank, savings and
loan association, or other financial institution, which is authorized by law to accept, hold, trace,
and account for deposits of money (the “Deposit Institution”). The Property Owner shall pay
for all costs and expenses associated with such Deposit Institution and shall pay said costs and
expenses as provided in the written direction of the City.
(e) The School District and the CFD agree to maintain full and accurate records of all
amounts, and investment earnings, if any, expended from the Other Facilities Account of the
Improvement Fund and expenditure of Advances. The School District or the CFD will, upon
request, provide the City and/or the Property Owner with access to the School District’s or the
CFD’s records related to the Other Facilities Account of the Improvement Fund.
(f) As a condition to receiving Bond Proceeds, the City agrees that it shall provide to
the School District a certificate substantially in the form attached hereto as Exhibit “E.”
6. Ownership of City Fee Facilities; Payment of Administrative Fees. The City Fee
Facilities, once acquired, shall be and remain the property of the City.
7. Indemnification.
(a) Indemnification by the School District. The School District shall assume
the defense of, indemnify and save harmless, the City and its respective officers,
employees, and agents, and each and every one of them, from and against all actions,
damages, claims, losses, or expenses of every type and description to which they may
be subjected or put, by reason of, or resulting from, any act or omission of the School
District with respect to this Agreement, formation of the CFD and the issuance of the
Bonds; provided, however, that the School District shall not be required to indemnify any
person or entity as to damages resulting from negligence or willful misconduct of such
person or entity or their officers, agents, or employees.
(b) Indemnification by the Property Owner. The Property Owner shall
assume the defense of, indemnify and save harmless, the School District, the CFD, and
the City, their respective officers, employees, and agents, and each and every one of
them, from and against all actions, damages, claims, losses, or expenses of every type
and description to which they may be subjected or put, by reason of, or resulting from,
any act or omission of the Property Owner, with respect to this Agreement; provided,
however, that the Property Owner shall not be required to indemnify any person or entity
as to damages resulting from the negligence or willful misconduct of such person or
entity or their officers, agents, or employees.
(c) Indemnification by the City. The City shall assume the defense of,
indemnify and save harmless, the School District, the CFD and their respective officers,
employees, and agents, and each and every one of them, from and against all actions,
damages, claims, losses, or expenses of every type and description to which they may

Facilities constructed by the City; provided, however, that the City shall not be required

misconduct of such person or entity or their officers, agents, or employees.
8. Allocation of Special Taxes The entire amount of any Special Taxes levied by
the CFD to repay Bonds, or to fund other obligations, shall be allocated to the CFD.
9. Amendment and Assignment. This Agreement may be amended at any time but
only in writing signed by each Party hereto. This Agreement may be assigned, in whole or in
part, by the Property Owner to the purchaser of any parcel of land within the Property, provided,
however, such assignment shall not be effective unless and until the City and the School District
have been notified, in writing, of such assignment and the assignment specifies whether the
Property Owner or such assignee is authorized to execute disbursement requests and whether

reimbursed at the time of such notice.

November 4, 2025
TO: City Council
REQUESTED BY: James Burton, Captain
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: San Jacinto DFR Drone Program
RECOMMENDATION:
Staff recommends that the City Council approve the San Jacinto DFR Drone Program.
DISCUSSION:
The Riverside County Sheriff’s Office (RSO) conducted a drone pilot program at the San Jacinto
Station from July 7 to August 15, 2025. Attached is a presentation made to RSO with data about
how the pilot program was a successful “force multiplier.”
Based on this success, Captain Burton is requesting approval to buy equipment and start and
maintain an ongoing drone program, operated by existing staff. The attached order form details
the equipment, services and software being purchased for an estimated $820,095, payable over
the next five fiscal years.
RSO seems impressed enough with the pilot program to recommend this drone program for all of
its contract cities. Each drone program would be added to RSO’s “real time crime center” with
an as-of-yet unknown cost addition to the City’s regular invoice for contract public safety
services.
FISCAL IMPACT:
The costs for the drone program were not known or included in the FY 2025/26 Adopted Budget,
so $185,628 for the first year would affect the General Fund. However, based on the first three
months of invoices, projected savings on RSO contract services would absorb these additional
costs. The future costs would be included in the proposed Budget each year.

DRAWBACKS OF DFR PROGRAM
•Battery life.
•A flight time of roughly 40 min (normally less) made on scene time of the drone somewhat limited on calls
for service that were 2 ½ miles from the dock.
•Had to do an unplanned landing due to battery life.
•How to resolve this drawback
•Changing the mindset of the pilot from constant surveillance to first on scene with drone.
•The DFR platform quickly gets drones on scene to relay critical information to responding units.
•If constant surveillance is needed, a trunk drone (portable drone) is more applicable.
•Multiple drone docks placed throughout the city.
•Two docks on the roof of the Sheriff Station will give ability to launch a 2nd drone upon
return of the 1st drone, if more intel is needed at a critical scene.
•One dock placed on a county asset building on the west end of the city will bring coverage
to the 1/3rd of the city that a drone from the station can not safely reach due to battery
limitations.

DRAWBACKS OF DFR PROGRAM
•Connection issues.
•Several times flights were cancelled and drone returned due to connectivity issues.
•Cell and GPS connection dropped a few times.
•How to resolve this drawback.
•Since Flight deck software is website based and utilizes an internet connection.
•A strong internet connection is necessary to maintain connectivity and solve any latency issues.
•A dedicated computer, with wired internet connection, used strictly for drone program would
fix issues.
•Computer we were initially using at the station had limitations that hindered the
performance with latency issues. San Jacinto acquired a new computer which solved the
issue.
•The added antenna that Skydio provides with the dock system helped tremendously with
cellular and GPS issues we had during crew-based flights, causing less connection losses.

•Operating drone simultaneously with STAR-9.
•One time during flight, STAR-9 was in the area and the drone would not regain
altitude after STAR-9 left the area. Drone had to land in a parking lot.
•How to resolve this drawback
•Flight issues pertaining to STAR-9 and other manned aircraft.
•Skydio has been very responsive with issues that arose during trial period.
•Software updates were released quickly and appeared to solve issues.
•Pilot situational awareness of other aircraft and providing right of way to those
aircraft.
•Could not replicate the issue after Skydio was informed of issue.

14
DRAWBACKS OF DFR PROGRAM
•Technology is rapidly changing.
•New drones are being manufactured that have longer battery life and
longer flight times.
•How to resolve this issue.
•Skydio has a built-in option with their program that refreshes the fleet 2 years
into the program. This will be beneficial for keeping up with technology.
•New drones haven’t gone through the same field testing and real-world
scenarios like Skydio has with their drone program.
•Have to think like computers and vehicles. The moment you walk out of the
store and/or drive off the lot, the item you purchased is already outdated.
CONCLUSIONS
•Skydio DFR program is going to be a game changer in our responses
to critical calls for service as well as routine calls with the ability to
give real time information from a deputy who knows what to look for.
•Being first on scene will be beneficial in relaying any possible threats
and unusual circumstances to responding units.
•Overall, the impressions of the pilots that used the program were
positive and they are all looking forward to the program going live.
•Station command staff was impressed with the ability to view the
footage in real time using the DFR link (QR Code).
