A RESOLUTION OF THE CITY COUNCIL OF SAN
JACINTO AUTHORIZING THE IMPLEMENTATION OF THE
SOLARAPP+ PROGRAM
WHEREAS, the State of California, through Senate Bill 379 (SB 379), mandates
that local jurisdictions streamline the permitting process for solar installations to expedite
the adoption of solar energy; and
WHEREAS, SB 379 requires local agencies to implement an online, automated
permitting platform for residential solar energy systems consistent with the system
parameters and configurations of SolarAPP+; and
WHEREAS, various state laws, including Assembly Bill 2188 (AB 2188), Senate
Bill 7 (SB 7), and Assembly Bill 1054 (AB 1054), require local jurisdictions to provide over-
the-counter approval for certain types of solar projects, aiming to simplify and expedite
the permitting process for small-scale solar installations; and
WHEREAS, in response to this legislation, the Department of Energy (DOE)
launched SolarApp+, an online platform designed to simplify and standardize the
permitting process for rooftop solar installations, providing a streamlined process for
permitting solar projects while ensuring compliance with all relevant building codes and
regulations; and
WHEREAS, SolarApp+ provides local governments with a standard portal for
receiving and processing permit information for residential solar and solar+stor age
systems, conducting an automated permitting review for safety and code compliance, and
enabling instant approval of solar permits for code-compliant residential PV systems; and
WHEREAS, SolarApp+ offers a simple integration and standalone implementation,
providing jurisdictional flexibility, and is available to city and county permitting
departments free of charge; and
WHEREAS, the implementation of SolarApp+ will enhance efficiency, reduce
administrative burdens, and encourage the widespread adoption of solar energy within
our community while ensuring compliance with state laws requiring over-the-counter
approval for certain projects;
NOW THEREFORE, BE IT RESOLVED, determined, and ordered by the City
Council of the City of San Jacinto, California as follows:

SECTION 1. Authorization to Implement SolarApp+ Program . The City Council hereby
authorizes and directs staff to implement the SolarApp+ program for processing solar
permit applications in the City of San Jacinto.
SECTION 2. Implementation Process. Staff is authorized to configure San Jacinto
Connect Online, the City’s one-stop portal for projects and permits, to accept and process
over-the-counter SolarApp+ projects. Applicants interested in utilizing the SolarApp+
solution shall follow a two-step process: (1) submit plans using the SolarApp+ portal and
pay a nominal processing fee; (2) submit the approved plans to the City via San Jacinto
Connect Online, pay the permit and inspection fees, and receive a permit in real time.
SECTION 3. Environmental Review. The proposed project is exempt from environmental
review under the California Environmental Quality Act (CEQA) pursuant to State CEQA
Guidelines Section 15061 (b)(3) – Common Sense Exemption, as it can be seen with
certainty that there is no possibility that the project may have a significant effect on the
environment.
SECTION 4. Effective Date. This resolution shall take effect immediately upon adoption.

7th day of May 2024 by the following vote:
