RESOLUTION NO. 3857
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JACINTO
ADOPTING AN AMENDED AND UPDATED EMERGENCY OPERATIONS
PLAN
WHEREAS, the City of San Jacinto was founded in 1870 and incorporated on
April 9, 1888, and
WHEREAS, the City Council recognizes its responsibilities to mitigate the effects
of natural, man-made, or war -caused emergencies which result in conditions of disaster
or extreme peril to life, and resources of the City, and generally to protect the health,
safety and welfare of people and property in the City of San Jacinto; and
WHEREAS, the City of San Jacinto shall be responsible for developing and
maintaining an emergency operations plan, which shall provide for effective mobilization
of all resources of the City, both public and private, to meet any condition constituting a
local emergency or disaster, state of emergency, or state of war emergency, and shall
provide for organization, powers and duties, services, and staff of the emergency
organization; and
WHEREAS, the City of San Jacinto Emergency Operations Plan establishes the
emergency organization, assigns tasks, specifies policies and general procedures, and
provides for coordination of the City's response to emergencies consistent with the
California's Standardized Emergency Management System and National Incident
Management System; and
WHEREAS, the City of San Jacinto Emergency Operations Plan is an extension
of the County of Riverside Operational Area Emergency Operations Plan and the State
of California Emergency Plan. It will be reviewed, exercised periodically, and revised as
necessary to meet changing conditions.
WHEREAS, the City Manager, acting as the Director of Emergency Services,
has caused the preparation of an amended and revised San Jacinto Emergency
Operations Plan and that plan has been submitted to and considered by the City
Council.
NOW, THEREFORE, the City Council of the City of San Jacinto hereby finds,
determines, and resolves as follows:
SECTION 1. The City Council hereby adopts the Emergency Operations Plan
attached hereto as Exhibit "A" and gives its full support to this plan and urges officials,
employees and citizens, individually and collectively, to do their share in the total
emergency effort of the City; and.

SECTION 2. The adopted Emergency Operations Plan supersedes previously
adopted plans; and
SECTION 3. That the Director of Emergency Services (City Manager) be
empowered to supplement and make minor modifications to the EOP as deemed
necessary to strengthen and carry out the basic
SECTION 4. A copy of the Emergency Operations Plan is on file with the City
Clerk and on the City's website.
