AGENDA S 2
MEMORANDUM
TO: Honorable Mayor and Members of the City Council
-
FROM: Habib Motlagh, City Engineer
DATE: May 20, 1999
SUBJECT: BATH WELL TREATMENT PLANT / SLUDGE FACILITIES -
ENGINEERING CONTRACT
RECOMMENDATION:
Authorize City Manager to sign the contract agreement.
BACKGROUND:
EMWD has put the City on notice that our backwash water test result indicates that we are
not complying with the Manganese Standards. For this reason we have a short time frame
to provide the sludge handling facilities similar to the facilities recently installed at Grand
Well Site. Krieger & Stewart Engineering Consultants are very familiar with this type of
project and they understand our time constraint. Their attached proposal dated May 5,
1999, and their contract service agreement is submitted for Council review and approval.
Because of the time constraint and since this is a specialty type of service I am not able
to issue a request for proposal and solicit other firms.
Also enclosed, please find a copy of EMWD letter dated March 15, 1999.

Subject: Proposal to Provide Engineering Services for
Bath Street Water Treatment Plant Sludge Handling Facilities
Dear Mr.Motlagh:
We appreciated the opportunity to meet with City staff, visit the project site, review existing sludge
handling facilities at the Grand Avenue Plant, and to submit this proposal. Engineering services
requested by the City consist of preparation of contract documents for the construction of sludge handling
facilities for the Bath Street Iron and Manganese Removal Water Treatment Plant. We understand
0 Eastern Municipal Water District will no longer permit discharge of plant sludge to the sewer system. As
a result, the City is proposing to construct sludge handling facilities similar to those at the Grand Avenue
Plant for the Bath Street Plant.
Sludge handling facilities at the Grand Avenue Plant include the following: bolted steel sludge/recycle
tank with cover and cone shaped bottom, booster pump to recycle decanted water to the plant inlet, tank
bottom drain for sludge blowoff to a below grade holding tank, and below grade holding tank for
additional decant and sludge settling. City is also planning to construct concrete lined sludge drying bed.
Per City staff, the sludge handling facilities at the Grand Avenue Plant operated satisfactorily for
approximately nine months until the well was taken out of service for repairs.
The facilities desired at Bath Street are similar to those at Grand Avenue. We find these facilities to be
similar to other iron and manganese sludge handling facilities being operated satisfactorily by other
agencies, and we agree with the facilities the City is proposing.
We propose to provide the following engineering services to the City for the design and preparation of
contract documents for competitive bidding and construction of the sludge handling facilities:
1. Coordinate with City Staff and City Engineer.
2. Coordinate with Eastern Municipal Water District (District) relative to project schedule. Upon
authorization to proceed, we will review the time required to fabricate the recycle tank and
construct the facilities and will develop a project schedule for submittal to the District.
. 3. Prepare topographic of the site for purposes of locating facilities and preparing site piping,
Psurvey
site electrical, and grading plans. We will utilize existing monumentation at the Bath Street site.

4. Coordinate with plant treatment equipment manufacturer (Hungerford & Terry, Inc.) to confirm
recycle rate and back wash quantities, to verify suitability of recycling with the well (Bath Street)
"on" or "off'.
5. Design recycle tank foundation and piping.
6. Prepare specifications for the recycle tank and appurtenances.
7. Design recycle pump and piping, and evaluate use of a single two speed pump or two pumps (one
small pump and one large pump) for recycle with the Bath Street Well either "on" or"off'.
8. Design the below grade sludge holding tank(review utilizing the existing plant's recycle tank).
9. Design sludge drying bed(s).
10. Design recycle tanks and pump(s) electrical and controls including conduit and conductors
. connecting to existing well controls and power center.
11. Prepare contract documents (drawings and specifications) for the required facilities.
12. Provide bidding services including distributing contract documents to bidders, maintaining plan
holders list, responding to bidders questions, preparing addenda as necessary, evaluating bids, and
preparing recommendation of award.
We propose to submit preliminary drawings showing layout and sizing of facilities for City staffs review
prior to proceeding with final design.
We understand City staff will perform necessary utility verification (potholing) at the plant site if
necessary, contract administration, and inspection. We have included an estimated fee to review shop
drawings and to assist City staff during startup.
Preliminary project schedule, presented in attached Table I, shows three weeks to complete the survey
and submit preliminary design with five weeks thereafter (including two weeks City review) to complete
contract documents. We have included five weeks for bidding and award, three weeks for shop drawing
review and approval, six weeks for tank and pump fabrication and delivery, and two weeks thereafter for
project completion.
Our estimated cost of engineering services for design and contract document preparation is $9,850, for
bid phase services is $2,974 (includes 20 sets of contract documents at $50.00/set), $1,870 for shop
drawing review, and $1,134 for startup assistance, as shown on attached Table II. We will bill the City of
San Jacinto in accordance with the attached fee schedule. We understand that the City will provide
recommendations from a soil engineer for tank foundation design, including any requirements for
overexcavation and recompaction of soil beneath the tank foundation.

AGENDA 7
STAFF REPORT
TO: Honorable Mayor and Council Members
FROM: L. Michael Hanavan, City Manager/Chief of Police
DATE: May 20, 1999
SUBJECT: Esplanade Traffic Study
RECOMMENDATION: Follow the recommendations of the traffic engineer to
increase police traffic enforcement, install additional rumble strips, and remove
shrubbery on the north side of Esplanade near Commonwealth.
BACKGROUND: At the April 1, 1999 City Council Meeting, staff was given
direction to develop a specific traffic enforcement plan for the area of Esplanade
between Hewitt and Old Mountain. Local citizens had complained about the
excessive speed through the area and right of way violations at the school
crossing at Esplanade and Commonwealth. Direction was also given to
complete a traffic study of the area.
The firm of RKJK and Associates conducted a review of the intersections of
Esplanade and Villines and Esplanade and Commonwealth to determine what
changes or improvements could be made to resolve the traffic problem. Their
report is attached.
The findings of the review indicate neither intersection is close to meeting the
warrants for either traffic signals or all-way stop signs. The 85th percentile speed
is 46 mph on Esplanade through the area of the review. This would normally
allow a posted speed limit of 45 mph. However, due to the accidents that have
occurred at Esplanade and Commonwealth, the current speed limit of 40 mph
would be appropriate.
RKJK reviewed relocating the school crossing currently located at Esplanade and
Commonwealth to Las Rosas to the west and Villines to the east. Both of these
intersections are still located in a curved portion of Esplanade and would require
two crossing guards instead of one. There did not appear to be any advantage
to moving the school crossing.

STAFF REPORT: Esplanade Traffic Study
Page 2 May 20, 1999
Increased police enforcement, including the use of the radar trailer;
Remove shrubs along the sidewalk on the northerly side of Esplanade
near Commonwealth to improve pedestrian visibility;
Consider installing additional rumble strips on Esplanade in advance of
the two intersections.
The Police Department will begin immediately to assign officers to dedicated
traffic enforcement in the area of concern. Officers will be assigned to work the
designated areas for traffic violations for three-hour periods during their regular
shifts. The assigned officers will be our motor officer and our COPPS officer
initially. The actual hours of the detail will vary daily to provide enforcement
throughout the day. There will be emphasis on the morning and afternoon
commute times and the start and end of the school day, but will include other
periods also. Only one officer will work the detail at any one time, but with the
two officers assigned, there will be coverage throughout the week. Other officers
working the beat on night shifts will occasionally be assigned to work the area on
a dedicated basis. There will not be any overtime costs required for this
increased enforcement. Additionally, all officers will be encouraged to take
enforcement action in the area at any time they have the opportunity.
Non-emergency calls for service in the assigned officer's beat will be held until he
is clear from the traffic enforcement detail. The Police Department will document
the number of calls received and the length of time they are held to determine the
impact of this detail on overall police services.
FISCAL ANALYSIS: The cost of installing additional rumble strips would be
approximately $600 to $1000, depending on the type of Botts dots used. The
removal of shrubbery would be handled by landscape maintenance at no
additional cost.

Intersection Review
Dear Mr. Motlagh:
INTRODUCTION
The firm of RKJK & ASSOCIATES, INC. (RKJK) is pleased to submit this review of the
Esplanade Avenue at Commonwealth Avenue and Villines Avenue intersections in the
City of San Jacinto. The analysis location is shown in Exhibit A.
According to our discussions, there have been complaints with respect to vehicles
speeding on Esplanade Avenue, vehicles not stopping for pedestrians at the cross-
walk located across Esplanade Avenue at Commonwealth Avenue and high accident
rates within the study area. Based upon a conversation with Ms. Jeanie Buistermars,
who is the secretary to the principal at Parkhill Elementary School, the primary
concern is related to speeding on Esplanade Avenue. Also, many drivers do not stop
when the crossing guard and children are in the crosswalk. Five accidents have
occurred at the study area intersections within the past three years. School staff
have indicated in the past that stop signs on Esplanade Avenue might be helpful in
correcting these problems.
The purpose of this analysis is to develop recommendations to further improve current
operations at the two intersections. The analysis will determine if a traffic signal or
an all-way stop will be warranted at the intersections of Commonwealth Avenue at
Esplanade Avenue and Villines Avenue at Esplanade Avenue, based upon existing

traffic conditions. Also, a review of the accident history for these intersections has
been conducted.
EXISTING CONDITIONS
Exhibits B and C illustrate the existing geometric configurations at the intersections
of Commonwealth Avenue at Esplanade Avenue and Villines Avenue at Esplanade
Avenue. Esplanade Avenue is a four-lane divided roadway and both Commonwealth
Avenue and Villines Avenue are a two-lane undivided residential streets. At the
intersection of Commonwealth Avenue at Esplanade Avenue, the Commonwealth
Avenue approach is stop-controlled and the Esplanade Avenue approaches are
uncontrolled. At the intersection of Villines Avenue at Esplanade Avenue, Villines
Avenue is stop controlled and Esplanade Avenue is not controlled.
There are currently advance flashing yellow beacons and overhead pedestrian crossing
signs and flashing yellow beacons on both approaches to Commonwealth Avenue on
Esplanade Avenue. There are cross-walks with flashing yellow beacons across the
intersection. Before and after school, a crossing guard is also on duty.
Based on our field observation, the westbound sight distance on Esplanade Avenue
is approximately 385 feet from the crosswalk, which is adequate for a stopping sight
distance speed of approximately 46 mph. However, the shrubs along the sidewalk
on the northerly side of Esplanade Avenue are blocking the pedestrians standing at the
crosswalk from the view of the westbound traffic. The existing 85`h percentile speed
at this location is 46 mph.
At the intersection of Villines Avenue and Esplanade Avenue there is no crosswalk and
only a minimal level of pedestrian traffic crossing the street. Villines Avenue is posted
with a 25 mph speed limit sign. The southbound approach on Villines Avenue
intersects Esplanade Avenue on the inside of a horizontal curve. The sight distance
towards the west is approximately 41 feet. This corner sight distance is adequate for
a design speed of 40 mph. The existing 85`h percentile speed at this location is 46
mph.
The existing traffic volumes for the study area intersections are shown in Exhibit C
and the traffic count sheets are included in Appendix "A". These traffic counts have
been compared to nearby intersection traffic volumes provided by the City of San
Jacinto, and the through traffic volumes on Esplanade Avenue are similar between the
two sources.
The posted speed limit on Esplanade Avenue is 40 miles per hour, but it is 25 miles

per hour when children are present. Based upon the speed survey performed on April
15, 1999, the 85th percentile vehicle speed on Esplanade Avenue is 46 miles per
hour. Since the 85th percentile speed is above 40 miles per hour, Esplanade Avenue
is considered a rural street for the purposes of the traffic signal warrants and all-way
stop analysis. The speed survey worksheets are included in Appendix "C".
Accident reports were provided by the San Jacinto Police Department (see Appendix
"D"). These statistics are summarized and presented in Table 2, based upon the
following formula:
Accidents per No. of Accidents * 32,877
Million Vehicles = ADT * No. of Months
As shown in Table 1 , the calculated accident rate for Commonwealth Avenue at
Esplanade Avenue is significantly higher than the expected rate for the similar types
of intersections. The accident rate at the intersection of Villines Avenue at Esplanade
Avenue is approximately equal to the state average for this type of intersection.
According to the San Jacinto Police Department records, there have been three
accidents within the last 3 years and none within the last 12 months at the
intersection of Commonwealth Avenue at Esplanade Avenue. Additionally, there have
been two accidents within the last 3 years and none within the last 12 months at the
intersection of Villines Avenue at Esplanade Avenue. The types of accidents include
"failure to yield-broadside" and "ran off roadway (speeding)".
TRAFFIC SIGNAL WARRANT ANALYSIS
The intersection of Commonwealth Avenue at Esplanade Avenue and Villines Avenue
at Esplanade Avenue have been evaluated for a traffic signal using Caltrans' eleven
traffic signal warrant criteria. The following warrant criteria are applicable for the
existing traffic condition:

Since the 85th percentile vehicle speed on Esplanade Avenue is above 40 miles per
hour, both the study intersections have been evaluated using the rural area condition
criteria.
Neither the intersection of Commonwealth Avenue at Esplanade Avenue nor Villines
Avenue at Esplanade Avenue currently meet the warrants for a traffic signal based
upon the warrant analysis. The traffic signal warrant worksheets for existing traffic
conditions are included in Appendix "E".
ALL-WAY STOP WARRANT
The intersections of Commonwealth Avenue at Esplanade Avenue and Villines Avenue
at Esplanade Avenue have been evaluated for an all-way stop warrants. All-way stop
warrants are based upon the Manual of Uniform Traffic Control Devices (MUTCD)
criteria. The following criteria are applicable for the existing conditions:
• Minimum traffic volumes
• Traffic signal warranted
• Accidents
Based on the above mentioned criteria, an all-way stop is currently not warranted at
the intersection of Commonwealth Avenue at Esplanade Avenue nor at the
intersection of Villines Avenue at Esplanade Avenue. The all-way stop warrant
worksheets for existing traffic conditions are included in Appendix "F".
RKJK conducted a traffic review of the intersection of Commonwealth Avenue at
Esplanade Avenue in November, 1997. At that time the Middle School at 1202 7th
Street in San Jacinto was not open. Since that time, the Middle School has opened
and the new traffic data reflect the activity since the school has opened. The traffic
volumes on Esplanade Avenue and Commonwealth Avenue have increased over
9
previous conditions. However, they have not reached the level that would warrant
a traffic signal or all-way stop.
Neither the intersection of Commonwealth Avenue at Esplanade Avenue or Villines
Avenue at Esplanade Avenue are close to meeting traffic signal or all-way stop
warrants. The implementation of these traffic control devices when not warranted
could cause other traffic problems, such as increased rear-end collisions and vehicles
violating either the traffic signal or stop sign. Therefore, all-way stops and traffic
signals at these two (2) intersections are not recommended at this time.
It does appear that the accident history at the intersection of Commonwealth Avenue
at Esplanade Avenue greater than what would be expected given the type of roadway.
Along Esplanade Avenue east of Commonwealth Avenue, only 25% of the driver's are
driving at or below the posted 40 mile an hour speed limit during non-school hours.
Along Esplanade Avenue east of Villines Avenue only 45% of the drivers are driving
40 mph or less at that location. Under normal circumstances, this roadway should
be posted with a 45 mph speed limit, given the fact the 85th percentile speed is 46
mph. However, given the accidents that have been happened at the intersection of
Commonwealth Avenue and Esplanade Avenue, a reduction to 40 mph would be
deemed appropriate.
In order to mitigate current conditions, RKJK would recommend increased police
enforcement in this area during both school hours and other times. Also, utilizing a
portable radar speed trailer would be useful along Esplanade Avenue from Los Rosas
Drive to east of Villines Avenue.
RKJK also reviewed relocating the school crossing of Esplanade Avenue from
Commonwealth Avenue to Las Rosas Drive to the west and Villines Avenue to the
east. These intersections are equal distance to the west and east of Commonwealth
Avenue. These locations are still located on a curved portion of Esplanade Avenue
and would also require two crossing guards during school hours in the morning and
the afternoon. There do not appear to be significant advantage to these two
crossings as opposed to the existing Commonwealth Avenue crossing which is
located in close proximity to the Park Hill Elementary School. Any relocation of the
school crossing should be discussed with the school district staff.
CONCLUSIONS
Based upon the analysis of existing conditions, the intersections of Commonwealth
Avenue at Esplanade Avenue nor Villines Avenue at Esplanade Avenue currently do
not meet the warrants for a traffic signal or an all-way stop. This includes both the
volume of vehicles and pedestrians. However RKJK, has developed several other
recommendations for the City of San Jacinto to consider to better improve traffic
10
operations at this intersection.
RECOMMENDATIONS
More police enforcement should be requested at this intersection. The greater
presence of police at this intersection would enforce the pedestrian right-of-way
regulations within the intersection. At the present time, vehicles are speeding through
the school zone. A greater police enforcement at this location would minimize this
problem. Additionally, the City's radar trailer can be periodically placed on Esplanade
Avenue to reinforce the speed limit.
It is recommended that the shrubs along the sidewalk on the northerly side of
Esplanade Avenue be removed to improve pedestrian visibility.
City of San Jacinto may also want to consider installing additional rumble strips on
Esplanade Avenue in advance of the two intersections. The overall recommendations
are summarized in Exhibits D and E.
RKJK is pleased to provide this review for the intersection of Commonwealth Avenue
at Esplanade Avenue and Villines Avenue at Esplanade Avenue. If you have any
questions regarding this analysis or need any further information, please do not
hesitate to give us a call at (949) 474-0809.

AGENDA ITEM 70 02-
STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Habib Motlaghr, City Engineer
DATE: May 20, 1999
SUBJECT: LANDSCAPE MAINTENANCE CONTRACT - BID 99-3
RECOMMENDATION
Adopt the specifications prepared by Community Design Group, a landscape architecture
firm from Riverside and authorize the City Clerk to proceed with the bid advertisement.
BACKGROUND
Community Design Group has prepared the specifications to start the advertisement for
the maintenance contract. Some key issues identified in the specifications include the
following items:
1. The City has the option to award the contract to three different contractors.
2. Ray Sanchez has identified some locations that require initial clean up. Pending the
cost to do these clean ups, the City has the option to authorize the work or elect to
use its own forces or other means to do this work.
3. There are no requirements to pay prevailing wage.
4. Perhaps the most important change is the fact that the architect has inserted the
language for interested contractors to indicate in the bid sheet how many hours per
month they are proposing to maintain certain areas. This of course will give the City
the ability to compare bids and also monitor contractor's work while they are on the
job site.
5. The term of the contract is for two years with a twelve month optional extension.
We are anticipating the award of the contract(s) in July and the start of the new
contract by August 1, 1999. The architect has been working with the City Attorney's staff
to insure the specifications are legally sufficient. Due to more restrictive work schedule,
as specified in the contract documents, we are anticipating higher bid(s) to provide an
average (not exceptional) level of service.
A copy of the specifications is available at the City Clerk's office for your review.
Also, for your information I am enclosing copies of bid schedules A, B, C and P.

DATE: May 20, 1999
SUBJECT: Contract Services Agreement For Public Works Consulting Services
RECOMMENDATION:
1. Approve attached contract for Public Works Consulting Services
2. Do not approve attached contract for Public Works Consulting Services
BACKGROUND:
Recently the City's Utilities Supervisor accepted employment with another agency. Staff
interviewed three potential candidates for a replacement and feels fortunate to have found an
individual with twenty-six years experience in the field, from entry level to top management to fill
that vacancy. Because he is a PERS retiree the City and Robert Lavin have entered into a
contract of consulting services. It is the same contract, except for Scope of Services, that was
previously approved by the City Attorney's office for the City's Financial Consultant, George
Kaenel.
FINANCIAL IMPACT:
The contract will cost a maximum of$54,080, per year. This will be a savings of
approximately $6,000 over salary and benefits previously paid.
