1. ORGANIZATION
Mayor Utz called the Regular City Council meeting to order at 6:35 pm.

City Clerk Angela Walton conducted the roll call:

Absent: Kotyuk, Lopez
1.2. Invocation
Pastor Juan Rosas of San Jacinto Assembly of God Church gave the invocation.
1.3. Pledge of Allegiance
The Pledge of Allegiance was led by Girl Scouts of America Troop #601.

City Council presented retiring City Engineer Habib Motlagh with a plaque and thanked him
for his twenty-three years of service to San Jacinto.

4. PUBLIC HEARING
4.1. A Proposal of Soboba Band of Luiseno Indians for the Luiseno Village
Project: An ordinance of the city council of the City of San Jacinto, California
approving change of zone 17-05, a zone change from commercial neighborhood to
commercial general located on the west side of Ramona Expressway extending between
Main Street and Donna Way (APN #s 433-160-024, 027, 028, 029, 032, 033, and 034).
City Manager Robert Johnson reported that staff is requesting a continuance of the Public
Hearing to November 5, 2019.
M/S/C (Ruiz/Ledezma) moved to approve the continuation of Public Hearing for a Proposal of
Soboba Band of Luiseno Indians for the Luiseno Village Project to November 5, 2019.
Motion carried 3/0.

5. DISCUSSION ITEMS
5.1. SB 2 — Planning Grant Program Update — Permits Plus, Replacement

Travis Randel, Community Development Director, presented the staff report.

There were none.
7. ADJOURNMENT
With no further business before the City Council, Mayor Russ Utz adjourned the Regular
Meeting of the City Council at 7:59 prn in honor of the Sandalwood fire victims.
