Findings of Fact. The City Council of the City of San Jacinto hereby makes the following findings for the proposed map amendment to change the Zoning from RLD – Residential, Low-Density to CG – Commercial General: A. The proposed Change of Zone is consistent with the General Plan, in that the Community Commercial General Plan land use designation provides for a variety of retail and service-oriented business activities, including office uses, at various intensities to serve the local community and population, as well as the broader market area. The Project is consistent with the General Plan land use designation, and it is not located within a Specific Plan. B. The proposed Change of Zone and Project promotes the growth of the City consistent with the City’s Development Code and General Plan. The Change of Zone will facilitate commercial development along Sanderson Avenue, as envisioned by the General Plan. As the project is conditioned, it will not adversely affect the public convenience, health, interest, safety or general welfare. C. The site is physically suitable for development, as it is generally f lat, rectangular, of adequate size for commercial development, and can utilize the signalized intersection at Sanderson Avenue and Seventh Street. Adequate City infrastructure exists to support the project site and projects will be conditioned to ensure that their design accommodates and provides for public and emergency vehicles including solid waste haulers, City crews, and other service and utility providers, as not to constitute a hazard. Section 4. That the official Zoning Map of the City Council is hereby amended by adding thereto Zone Change 17-03 rezoning, the certain properties as described in Attachment “A” attached hereto from RLD – Residential, Low- Density to – CG – Commercial General. Section 5. That this Ordinance shall become effective on the 31st day following its adoption. Section 6. That an environmental analysis has been conducted which evaluated information and impacts based on the specifics of this proposed project. This analysis determined that, although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because revisions in the project have been made by or agreed to by the project proponent and other effects will be mitigated to a level of less than significant impact. Therefore, a Mitigated Negative Declaration and its associated Mitigation Monitoring Plan is recommended. The City Council finds that pursuant to State CEQA Guidelines section 15074.1, that as edited Mitigation Measures TRAF-1, TRAF-2, and TRAF- 3.A.4.a Packet Pg. 62 Attachment: ORDINANCE 18-07 (Second Reading of ORD 18-07: Rancho Estudillo Plaza) Page 3 of7 3 are equivalent to the previously written Mitigation Measures in mitigating the Project’s impacts relating to traffic and circulation. Page 2 of7 Section 3. Findings of Fact. The City Council of the City of San Jacinto hereby makes the following findings for the proposed map amendment to change the Zoning from IL – Light Industrial to BP – Business Park: A. The proposed Change of Zone is consistent with the General Plan, in that the Business Park General Plan land use designation provides for single-tenant and multi-tenant offices that include primarily employment generating uses such as research and development, corporate headquarters and offices, high technology, product development, and general business. The Project is consistent with the General Plan land use designation, and it is not located within a Specific Plan. B. The proposed Change of Zone and Project promotes the growth of the City consistent with the City’s Development Code and General Plan. The Change of Zone will facilitate development along Esplanade Avenue, as envisioned by the General Plan. As the project is conditioned, it will not adversely affect the public convenience, health, interest, safety or general welfare. C. The site is physically suitable for development, as it is generally flat, rectangular, of adequate size for commercial development, and can utilize the signalized intersection at Esplanade Avenue and Palm Avenue. Adequate City infrastructure exists to support the project site and projects will be conditioned to ensure that their design accommodates and provides for public and emergency vehicles including solid waste haulers, City crews, and other service and utility providers, as not to constitute a hazard. November 6, 2018 TO: City Council REQUESTED BY: Habib Motlagh, City Engineer APPROVED BY: Robert A. Johnson, City Manager SUBJECT: Esplanade Avenue Widening Phase 1 RECOMMENDATION: Staff recommends that the City Council authorize the City Manager to sign the Professional Services Contract with ESA for sum of $74,610 plus 15% contingency for environmental services associated with Esplanade Avenue Widening Phase 1, Sanderson to Warren Road. DISCUSSION: The Esplanade Avenue Widening Project from Warren Road to State Street is a Transportation Uniform Mitigation Fund (TUMF) project. Due to the length and complexity of the project, staff will be implementing the project in two phases: Phase I will widen Esplanade Avenue from Sanderson Avenue to Warren Road. Phase I consists of widening Esplanade from two lanes to four lanes to provide two lanes of travel in each direction. The widening will take place mostly on the north side of the street, within San Jacinto city limits. Phase II will widen Esplanade from Sanderson Avenue to Palm Avenue from two to four lanes to provide two travel lanes in each direction. The Western Riverside Council of Governments (WRCOG) and the City of San Jacinto have fully executed the TUMF funding agreements covering the environmental, design, and right-of- way acquisition phases. With the funding in place, staff requested proposals from three environmental firms, resulting in two environmental firms submitting a proposal to the City, ESA and LSA, respectively. ESA is the environmental firm working for EMWD on the San Jacinto Valley Raw Water Facilities with similar project limits to the Esplanade Avenue Widening Phase I. The cost proposal received for the preparation of the environmental work is $74,610. LSA is an environmental consulting firm familiar with the San Jacinto Valley due to the work completed under RCTC for the Mid County Parkway. The cost proposal received for the preparation of the environmental work is $123,240. Both proposals were evaluated by the engineering staff and it was determined that ESA and LSA are qualified to complete the environmental document needed to move forward with the acquisition of right-of-way and the design phase. However, it is more advantageous for the City to contract with ESA due to the fact that the environmental studies completed for EMWD for the San Jacinto Valley Raw Water Facilities can be utilized for the Esplanade Avenue Widening, 3.A.6 Packet Pg. 73 thereby reducing cost. FISCAL IMPACT: Capital Improvement Project 06-145 provides adequate TUMF funding to pay for the environmental studies. Johnson, City Manager SUBJECT: Lake Park Well Rehab RECOMMENDATION: Staff recommends that the City Council approve the Rehabilitation of the Lake Park Well for an estimated cost of $250,000 dollars. DISCUSSION: The Lake Park Well has the largest production capabilities of the City’s four wells. It can produce approximately 2,500 gallons per minute. The City relies on its production, especially with the aging infrastructure of the City’s Well system. When the Lake Park Well is offline, the rest of the system must run at capacity to meet the water demands of the system. After the most recent earthquake, Department of Water and Power staff noticed excessive vibration f rom the Well shaft and pump components, and on October 1, 2018 the Well was shut down for inspection. Staff immediately gathered informal bids per the City’s guidelines and contracted with Layne Pump Company to pull and evaluate the condition of the Lake Park Well, including any Well casing damage and pump equipment issues. Upon removal of the pump equipment, a video inspection of the Well was performed. The condition of the pump equipment was determined to be severely damaged and beyond repair. A full replacement of the entire pump, column, tube and shaft components is warranted. Thankfully, video inspection of the Well casing showed no visible signs of any casing damage. The video also revealed moderate scaling of the Well casing perforations that will require cleaning. The Scope of work for the rehabilitation of the Lake Park Well will include:  Removal of motor and pump equipment by Layne Pump Co.  Initial video inspection of well and casing  Tear down and inspection of pump equipment  Reconditioning and replacement of worn and damaged pump equipment  General cleaning of well casing via mechanical brushing and bailing  Conduct final video inspection of well and casing  Inspection and maintenance of well motor by Brithinee Electric  Reinstallation of pump equipment/motor and start up  Estimated total cost for rehabilitation is $250,000 4.1 Packet Pg. 105 Intent of this rehabilitation:  To determine the cause of vibration, repair and/or replace all worn or damaged pump equipment and preform preventative maintenance on Well motor.  Determine condition of Well casing and perform routine cleaning of Well casing  To ensure efficient reliable use of the Well to meet current and future water demands of San Jacinto residents and businesses. Barring any other issues, Staff’s goal is to return the Lake Park Well to production by January 2019. FISCAL IMPACT: The total estimated cost to fully rehabilitate the Lake Park Well is $250,000 and is identified as follows: - Removal & inspection of pump equipment and video inspection of the Well – $26,595 - Inspection and maintenance of Well motor by Brithnee Electric – $8,000 - Replacement of worn or damaged pump equipment – $175,000 - Routine Cleaning of Well casing – $25,000 - Reinstallation and startup of Well – $15,405 The Water Enterprise Fund has reserve funds available to complete the work, but will require a budget adjustment to #050-9000-450-3330 (R&M-Equipment) of $250,000. 4.1 Packet Pg. 106
