November 16, 2000 AGENDA ITEM 4.1
TO: The Honorable Board of Directors
FROM: Jake Wager, City Manager
SUBJECT: Old Second Street - Rejection of Bids Received for Sewer Improvement Projects
and Approval of Amendment No. 1 to Owner Participation Agreement with the
Habitat for Humanity - Hemet/San Jacinto Chapter
RECOMMENDATION:
By motion, 1) reject all bids received for Old Second Street Sewer Improvements; and 2) approve
Amendment No. 1 Owner Participation Agreement with the Habitat for Humanity - Hemet/San
Jacinto Chapter, and authorize the expenditure of an additional $5,500.00 for the installation of a
septic system for Habitat for Humanity residence.
BACKGROUND:
On April 6, 2000 the Redevelopment Agency Board approved an Owner Participation Agreement
(OPA) with Habitat for Humanity - Hemet/San Jacinto Chapter to reimburse them for the cost of the
off-site improvements and fees related to the construction of their new home on Old Second Street.
The estimated cost of the improvements was approximately $17,000, and contemplated connection to
an EMWD sewer line. However, after further investigation it was determined that the closest sewer
line is in Hewitt Street, more than 400 feet west of the property.
On September 6, 2000, staff recommended that the Redevelopment Agency amend the OPA by
increasing the amount of assistance by $5,500.00, for a total of $22,500.00
The Agency Board however, directed staff to secure a bid for the installation of a main sewer line on
Old Second Street with the eventual hook up of the residence being constructed by the Habitat for
Humanity group. On September 13, 2000, following a shortened bid process, the Agency rejected
the informal bid in the amount of $88,783 submitted by Trautwein Construction, and staff was
directed to conduct a formal bid for the installation of the main sewer line. On October 24, 2000,
three bids were received ranging from $89,494.00 to $113,777.00, with the Allison Company being
the low bidder for an amount of $89,494.00
Considering whether it is cost effective to expend approximately $90,000 for the immediate benefit
of a single residence, staff examined a program that would encourage 100% participation by the
twenty other residences on Old Second Street. This option (which could include either a grant a zero
interest loan or a combination of the two, to each of the twenty or so property owners on Old Second
Street), would entail the expenditure of nearly $230,000 (see attachment). Staff however is not
recommending this approach since it would create a precedent, which in the long term could prove to
be quite expensive. A direct example of this possibility is the installation of a sewer line in the
Camino Los Banos area, which will serve approximately fifty homes. In sharp contrast to the Old
Second Street, this project is being urged on by Camino Los Banos property owners who continue to
indicate septic tank failures.
Given the above and the delays already experienced in the completion of the Habitat Project, staff is
recommending that the Agency amend the OPA in the amount sufficient to install a septic tank.
JUSTIFICATION:
The cost to install the septic system is less than the cost to extend the sewer from Hewitt Street.
Additionally, the time frame to let a public works contract for the sewer line extension would
substantially delay the project and leave the site in a partial state of construction for an unreasonable
length of time.
BUDGETARY IMPACT:
Redevelopment Housing funds can be utilized to fund this project.

SPECIAL MEETING
SAN JACINTO REDEVELOPMENT AGENCY
September 13, 2000
Immediately Following the Regular City Council Meeting
SJUSD
2045 S. San Jacinto Avenue San Jacinto, California
1. ORGANIZATION
Agency President Williams called the special meeting of the San Jacinto
Redevelopment Agency to order at 6:05 p.m., with the following members
present: Good, Conner, and Williams. Absent: Ayres and Carlson Buydos
1.1 Old Second Street Sewer Line — Habitat for Humanity
Agency President called on City Engineer Motlagh who summarized his staff
report dated September 13, 2000, and reported a proposal from Trautwein
Construction had been received and had been included with the staff report
distributed to Council. Trautwein Construction is the engineering contractor
currently installing the water main on San Jacinto Avenue. The bid submitted by
Trautwein for the installation of the sewer main on Old Second Street was in the
amount of $88,783. He also commented City staff had distributed flyers to the
residents of Old Second Street to determine if there was interest in the connection
to the public sewer. Only a few residents responded positively. The reason for
the residents not favoring the sewer connection may be associated to the cost
involved.
Agency Member Good asked that the mathematical corrections be made to the
exhibit included from Habitat for Humanity requesting additional funds. The
figures do not total correctly. She further pointed out that if the sewer is installed
in the street, these residents might be able to connect at any time.
City Engineer Motlagh responded if the Agency approved the project, the
contractor would provide the cutting of the pavement, and the extension of the
lateral to 632 E. Old Second Street. This work would save the resident having to
hire a contractor later on to do the street connection.
Agency Member Conner noted the contractor is currently working in the City and
is ready to do the work. However, the Agency should follow the bidding
procedure and go out to bid for the project.
City Engineer Motlagh favored the installation of the septic system in order to
save the Agency some money.
Agency Member Good concurred with Agency Member Conner in going out to
bid for the project, and the deletion of the septic system.
Agency President Williams called on Sharon Desgro and asked of her when
would the residence be ready for occupancy.
Ms. Desgro responded the residence is scheduled to be occupied by
Thanksgiving. She further added that if the Agency approves the installation of
the public sewer system, Habitat for Humanity would not proceed with the
installation of the septic system.
Agency President Williams responded the Agency was not in a good position to
approve the project, however, the Agency favored the installation of the sewer
system, and would authorize staff to go out to bid for the construction of the
project, hoping to see a price drop when bids are received.
Agency Member Conner informed Ms. Desgro she would be notified when the
bids are received.
2. ADJOURNMENT:
There being no further business to conduct, Agency President Williams adjourned
the Redevelopment Agency special meeting at the hour of 6:18 p.m.

5. CONSENT CALENDAR
5.1 Approve Professional Service Agreement - Gaudet Design Group Lake
Park Drive Bridge Monument Sign and Landscape Design.
Planning Director Hults summarized his staff report dated October 5,
2000 and reported Gaudet Design Group has prepared a number or
preliminary designs for the bridge. The scope of the contract work
includes a preliminary design and final construction drawing for the
work.
Agency Member Ayres asked how much time the Agency has to review
and comment on the preliminary design work.
Planning Director Hults responded after the contract is awarded, the
conceptual drawings can be submitted to the Agency for their review.
Agency President Williams asked to whom the Council should turn their
comments or ideas of the preliminary design for the Millennium Bridge
at Soboba.
Agency Member Ayres asked if there was a way these types of
professional service contracts can be approved administratively by the
City Manager.
Interim Finance Director Kaenel responded that the City's Purchasing
Ordinance needs to be amended to increase the authorization of
professional service contracts to $25,000, if the Council/Agency
concurs.
Finance Director Simon suggested bringing back a revised purchasing
Ordinance to the Council with a comprehensive report recommending an
increase in the contract amount to be approved at the discretion of the
City Manger.
Agency Member Good asked what system would be used by staff to
notify the Council of the contracts being awarded.
Agency Member Ayres believed the City Manager would continue
reporting to the City Council through the General Information Memos
distributed to Council on a weekly basis.
Agency Member Carlson Buydos asked that the staff report to be
presented to the Council include the criteria to be used by staff for the
authorization of contracts.
Agency Member Conner commented it would be best for the Council to
continue with authorization of contract for services, thus, giving the
Council the opportunity to review and select the best candidate for the
services sought.
M/S/C (CARLSON BUYDOS/AYRES) to approve the contract for
Gaudet Design Group in the amount of $6,950 to prepare conceptual and
construction drawings for the monument at the Lake Park Bridge and
