Dear San Jacinto City Council ( Agenda Item 4.4)
I have been a resident of San Jacinto for 9 years. I have observed traffic
steadily increasing along Ramona Express Way, in particular Eagle and
Ramona Express Way. With new housing being built further east this
intersection can not properly handle this amount of traffic. The intersection is
not stripped correctly there is only a left hand turn lane, and east bound traffic
continues through while any traffic wanting to turn right has to hug the
shoulder hoping no one hits you from behind! A right hand turn lane is way
over due. I urge funds be set aside to correct this problem before its to late.
Thank You
William E. Booth

November 16, 2000 AGENDA ITEM 3. 1
TO: The Honorable City Council
FROM: Tim Hults, Planning Director
SUBJECT: Amendment of Article 17.02 (C), Article 17.04 (C)(4) and Article 17.04 (C)(5) of
Ordinance No. 340, to require the approval of a conditional use permit prior to
allowing for the sale of alcoholic beverages.
RECOMMENDATION:
By motion, introduce the attached Ordinance, waive the full reading of the Ordinance and read by
title only, to amend Article 17.02 (C), Article 17.04 (C)(4) and Article 17.04 (C)(5) of Ordinance
No. 340, the Zoning Ordinance.
BACKGROUND:
Currently, the zoning ordinance does not require the issuance of a Conditional Use Permit for uses
that offer the sale of alcoholic beverages. As a result, such uses can be established without any
discretionary review of the use or the development of standards ensuring that the use does not
generate problems for surrounding properties or impact City services. Furthermore, due to some
problems from some of our existing establishments that sell alcoholic beverages, the Council
directed Staff to develop an alcoholic beverage control ordinance.
After consulting with the City Attorney, it was recommended that the City amend the Zoning
Ordinance to establish a discretionary review process and performance standards for all uses that
offer the sale of alcoholic beverages. The proposed process involves the issuance of a Conditional
Use Permit and the development of specific findings to be made by the Planning Commission for
each case. The Planning Commission reviewed and approved the proposed standards on October
11, 2000.
JUSTIFICATION:
The proposed amendment will require an entitlement review of all uses that seek the sale of
alcoholic beverages. This review will allow for public input of future requests for establishments
that seek the sale of alcoholic beverages. Furthermore, the proposed amendment will develop
standards to ensure that such establishments are properly regulated to alleviate potential
neighborhood impacts
BUDGETARY IMPACT:
None anticipated.

ORDINANCE NO.
A ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO, CALIFORNIA, ADDING SECTION 17.02(C),
SECTION 17.04(C)(4) AND SECTION 17.04(C)(5) TO PART 1 OF
ARTICLE 17 OF THE SAN JACINTO MUNICIPAL CODE
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN JACINTO
HEREBY ORDAINS AS FOLLOWS:
SECTION 1. General Plan Consistency Findings. The City Council of the City of
San Jacinto hereby finds and determines:
A. Based on the entire record before the City Council and all written and oral
evidence presented, the City Council finds the Text Amendment is consistent with the General Plan
of the City of San Jacinto because it provides specific guidelines for the consideration of alcoholic
beverage permits. Thus, the Text Amendment helps to promote and achieve the following General
Plan policies:
1. Land Use Policy 6A(14). Buffering to prevent potential land use
incompatibilities between industrial and commercial areas and other land uses shall
be given special consideration. The proposed ordinance establishes specific
guidelines for granting conditional use permits for the sale of alcoholic beverages.
Moreover, it authorizes the Planning Commission to impose conditions that are
reasonably related to the proposed impacts of the used, including conditions to buffer
the proposed use from other land uses.
2. Land Use Policy 7(d)(3). Measures to reduce potential land use
incompatibility between commercially designated areas and all other plan areas will
be given special consideration. Specific features could include increased setbacks,
walls, berms, and landscaping. The proposed ordinance establishes specific guidelines
for granting conditional use permits for the sale of alcoholic beverages. Moreover,
it authorizes the Planning Commission to impose conditions that are reasonably
related to the proposed impacts of the used, including conditions to buffer the
proposed use from other land uses. Such conditions may, in appropriate
circumstances include conditions related to increased setbacks, walls, berms, and
landscaping.
B. Based on the entire record before the City Council and all written and oral
evidence presented, the City Council finds this Text Amendment is reasonably related to the public
welfare of the citizens of the City of San Jacinto and the surrounding region because it establishes
RVPUB\MXM\580865
standards for the approval of conditional use permits for the sale of alcoholic beverages in order to
ensure that such uses are operated in a manner that does not adversely affect the welfare of the
citizens of the City of San Jacinto and the surrounding region.
SECTION 2. Section 17.02(C) is hereby added to Part 1 of Article 17 of the San
Jacinto Municipal Code to read as follows:
"C. A conditional use permit shall be required for all on-site and off-site sales of
alcoholic beverages. Approval or denial of a conditional use permit for the
sale of alcoholic beverages shall be subject to Section 17.04(C)(4)."
SECTION 3. Section 17.04(C)(4) and 17.04(C0(5) are hereby added to Part 1 of
Article 17 of the San Jacinto Municipal Code to read as follows:
"(4) Alcoholic Beverage Findings
The Commission shall make the following findings before granting a
conditional use permit for the sale of alcoholic beverages whether on-site or
off-site:
(a) The proposed use complies with all requirements as set forth in
Section 17.04(C)(3) for the issuance of a conditional use permit;
(b) The proposed use will not be detrimental to surrounding properties
and neighborhoods, including, but not limited to, assuring the use does not
contribute to loitering, public drunkenness, noise, obstructing pedestrian and
vehicular traffic, parking, crime, interference with pedestrian corridors used
by children, defacement and damage to structures;
(c) The proposed use will not lessen or impact the suitability of adjacent
commercially zoned properties for commercial uses;
(d) The proposed use will not adversely affect the welfare of residents in
the area or result in an undue concentration in the neighborhood of
establishments dispensing alcoholic beverages, including beer and wine. For
purposes of this subsection "undue concentration" shall be defined as
provided in California Business & Professions Code §23958.4.
(e) Notwithstanding subsection (d), above, the Planning Commission may
grant a conditional use permit despite an undue concentration of alcoholic
beverages, as defined in California Business & Professions Code §23958.4,
if the public convenience and necessity would be served by the issuance of the
conditional use permit and the use otherwise meets the findings required by
RVPURNIXM\580865 2
this section.
(5 )
The Planning Commission may establish conditions it deems reasonably
necessary to carry out the purposes of this chapter, including, but not limited
to, restricting the hours of operation, requiring adequate security and safety
measures, lighting, parking and noise buffers."
SECTION 4. The City Council hereby finds and determines that it can be seen with
certainty that there is no possibility that this Ordinance may have a significant adverse effect on the
environment. Thus, the adoption of this Ordinance is exempt from the requirements of the California
Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines. Staff
is directed to file a Notice of Exemption with the Riverside County Clerk's Office within five (5)
working days of project approval.
SECTION 5. This Ordinance shall be in full force and effect thirty (30) days after its
passage.

AGENDA ITEM 4.1
TO: The Honorable City Council
FROM: Tim Hulls, Planning Directo
SUBJECT: Reprogramming of CDBG Funds
RECOMMENDATION:
By motion, reprogram CDBG funds from any projects the Council deems as unfeasible, to projects
that have a likelihood of moving forward.
BACKGROUND:
On November 2, the Council considered the reprogramming of CDBG funds in order to expedite
the expenditure of previous years funds. As a result of the discussion, the Council directed Staff
to provide an overview of the CDBG projects, their funds balances and their status. Additionally,
the Council identified the Estudillo Mansion security fencing as a worthy candidate project for the
reprogrammed funds. To follow is a review of the previous years projects and their current fund
balances:
CDBG Project No. Description Fund Balance
SJ041 Sallee Park Playground Equipment $104,402.07
SJ057 Downtown Street Improvements $45,424.00
SJ058 Victoria Avenue, Phase III $66,392.45 *
SJ070 Idyllwild Drive Public Improvements $76,105.00
SJ071 Line "E" Bridges $40,000.00 *
* Reprogramming recommended
Sallee Park - Presently, there is approximately $204,000 budgeted for the improvements to Sallee
Park. When CDBG funds were earmarked for the project, the only improvement contemplated
was a new tot lot. Subsequently, the City and the School District expressed interest in a joint
project that would involve a complete renovation and expansion of the park. A conceptual plan
was prepared that included significant improvements with an estimated cost of $750,000.
However, the plans and specifications for the tot lot have been completed and the project can move
forward as a first phase of the ultimate park renovation, as directed by Council on November 2.
Prior to initiating the tot lot construction, Staff will ask Valley-Wide to review the proposed
improvements.
Downtown Street Improvements - Staff has completed the Downtown Guidelines and
commissioned a Landscape Architect to develop plans for the aesthetic improvements on Main
Street between Jordan and San Jacinto. In addition, the City Engineer is developing street
improvement and sidewalk plans for the same two-block stretch of Main Street. Presently, there is
a total of $294,424 budgeted toward the project. Furthermore, a federal grant coupled with traffic
signal mitigation funds in the amount of $250,000 have been allocated for a signal at the Five-
Points intersection of Main, Ramona and San Jacinto.
Victoria Avenue Phase III - This project is the third phase of a project that was completed several
years ago. Staff feels that the funds allocated for this project would be better spent elsewhere due
to significant and costly physical constraints that will substantially exceed the budgeted amount.
Therefore, Staff recommends that funds for this project be reprogrammed.
Idyllwild Drive - The scope of this project involves paving, curb, gutter and sidewalk along the
south side of Idyl'wild Drive between Sallee Park and San Jacinto High School. In addition to
CDBG funds, there is $70,000 of Measure "A" funds allocated toward the project. Staff feels this
is a worthy project and the City Engineer feels that the combined budget is adequate to fund the
improvements.
Line "E" Bridges - This project can go forward in the near term. Riverside County Flood Control
is very close to beginning this project. However, Riverside County Flood Control did not develop
the plans and specifications in conformance with federal CDBG requirements. Furthermore, the
City budgeted $290,000 in Flood Control funds toward the Line "E" construction. Therefore, it is
not anticipated that the additional $40,000 in CDBG funds are needed for the project and that the
funds can be reprogrammed.
Staff recommends that the Council reprogram the funds allocated for Victoria Avenue
($66,392.45) and the Line "E" Bridges ($40,000). The reprogramming will free up approximately
$106,000 for another project or projects. Candidate projects include those listed above, the
Estudillo Mansion security fencing ($37,000), and the recoating of the .5 million-gallon water tank
located at the Bath Well site ($80,000).
JUSTIFICATION:
The reprogramming will not have a significant impact on existing public service programs, City
programs or near-term construction projects. The reprogramming will allow for projects to move
forward in a more expeditious manner and allow for dormant funds to be spent this fiscal year.
BUDGETARY IMPACT:
As stated above, the reprogramming of funds would be derived from projects that have been deemed
as infeasible, deemed untimely, or have adequate funds from other sources.

BACKGROUND:
Representatives from the Riverside County Transportation Commission and their consultant,
CH2MHi1l will be present at the Council meeting to provide an update on the status of the Project
Study Report being prepared for the Highway 79 alignment in the San Jacinto Valley. The Project
Study Report is a programming document that explores financing, refines route alternatives, and
addresses the environmental issues associated with various alignments. Within the City, six
projects are being explored: a no build project; a Sanderson Avenue alignment; a Warren Road
alignment; and three additional route alignments. The potential alignments are depicted on the

AGENDA ITEM 4.4
TO: The Honorable City Council
FROM: Habib Motlagh, City Engineer
SUBJECT: AB 2928 - Traffic Congestion Relief Funds
RECOMMENDATION:
By Motion, approve Vice Mayor Ayres recommendation for expenditure of
$186,206.70 for providing a right turn lane on Ramona Expressway (east bound) at
Eagle Drive, and reconstruction of Potter Road and Ramona Boulevard intersection.
BACKGROUND:
Recent passages of AB 2928 provided agencies with additional funds for street related
projects. The City of San Jacinto is in receipt of $186,206.70, which must be utilized
by June 30, 2002; otherwise it will have to be returned to State Controller.
JUSTIFICATION:
The intersection of Eagle and Ramona Expressway (east bound) is limited to one lane
and 5' shoulder and lacks adequate right turn (decel lane) pocket. Potter and Ramona
Boulevard intersection improvements will continue our recent efforts to upgrade several
intersections throughout the City. The scope of the work will be determined at later
date and will be subject to appropriate budget.
BUDGETARY IMPACT:
AB 2928 funds will be utilized to offset this cost. Mid-year budget amendment shall be
considered to include these projects.

RE: AB 2928 Chinkaissued to Citi
On Frida y , October 13, 2000, cities were issued a CHECK, by the State Controller, to allocate the cities share (In one lump sum) of the $400 million provided by AB 2928 (Chapter 91, Statutes of 2000). Every city received a REMITTANCE ADVICE, along with the check that was issued in reference to TRAFFIC CONGESTION RELIEF,
This money is required to be deposited in the city account that Is designated for the
receipt of state funds allodated for trardttation purposerandARE NOT to be commingled with other local funds and thus oari be tracked for auditing purposes by the
State Controller.
Dackaround: AB gem (Chapter 91, Statutes of 2000) which was the budget trailer bill
for the transportation finance package, provides approximately $8.8 billion over the next
six years for both capital and preservation transportation projects, of which $5.4 billion
Is dedicated to Implement approximately 150 capital projects from the Governor's Traffic Congestion Relief Plan, In addition, the bill provides approximately $1 billion directly to
cities and counties for preservation, maintenance and rehabilitation of the lor91;areet
and road system. In fiscal year 2000-11 the bill allocates $400 million one-timely
cities and counties for maintenance and rehabilitation projects. The cities will
leceive, .2C10 million on SOO pita porf 'Meat which Is equivalent to about $7.20 per capita. (The counties will receive $200 million on a formula based 75% on
registered vehicles and 25% on maintained miles.)
Use of these New Funds: These new monies must be used only for street and
highway pavement maintenance, rehabilitation and reconstruction of necessary
associated facilities such as drainage and traffic control devices. Rehabilitation or
reconstruction may Include widening to bring the roadway width to the desirable
minimum pavement width consistent with accepted design standards for local streets
and roads, but does not include widening for increasing the traffic capacity of a street or
road.
,Reauirement for MoE malmtenance of Effort): requires compliance with an
MOE provision. This new revenue for local streets and roads subventions is to be used
for specific maintenance and repair purposes; and Imposes an MO E provision which

requires cities to mgintalp their current Jaye' of city oeneral fund_expenditums for
transportation purposes, To determine your MOE, you must calculate your average
over the last three years of city expenditures from the general fund for street, road and
highway purposes. This Is a condition of continued funding for the new monies or the
city will lose the funding. The calculation Is based on averaging the last three fiscal
years (1996-97, 1997-98 and 1998-99) which Is the same approach utilized to calculate
the MOE when the last 0 cents gas tax Increase was made in 1990. Complying with the MOE is also essential to be eligible for future funding under AB 292p, which is expected to be equivalent to approximately $100 million annually over the next five years and is to
be spilt 50% to cities and 50% to counties.
Use It or Lose It: The new law also contains a "use or lose It" provision, which requi res that the monies be expended by June 30 th of the following fiscal year in which it was
received. Thue, this new money must be Ampoplocilw4uno 30 1 Mg? Should a Jurisdiction fall to meet these tests, the monies must be returned to the State Controller
and redistributed to compliant jurisdictions.
As you may recall, the SR 8, (Burton) report completed by the California Transportation
Commission in 1999 identified $11 billion In unmet needs on the city street and county road system. The report found that this need would grow by $400 million a year, if new revenue Is not directed to this critical problem. Therefore It Is crucial to expend the monies received this year under ea,2228. This should be an easy task given the
tremendous need Identified. It will also help support advocacy efforts to secure
additional on going transportation dollars for cities and counties In the future.

November 16, 2000 AGENDA ITEM 5.1
TO: The Honorable City Council
FROM: Bernie Simon, Finance Director
SUBJECT: Receive and File Quarterly Financial Report For Quarter Ended
September 30, 2000
RECOMMENDATION:
By motion, receive and file the Quarterly Financial Report
BACKGROUND:
The reports before you present the actual revenues and expenditures for all funds through
the first quarter of fiscal year 2000-2001, which ended September 30, 2000. They also
present year-end projections on revenue and expenditures. Using these projections and
the unaudited non-designated reserves as of July 1, 2000, a projected non-designated
reserve balance for each fund is presented. The beginning available fund balance at July 1
is subject to change by the upcoming annual financial audit. However, Staff does not
anticipate any major changes.
All funds are projected to have positive balances with the exception of the Lighting,
Landscaping and Park Maintenance Fund and the AD 87-1 Assessment District Debt
Service Fund. There are also some other temporary fund balance deficits due to the
revenue timing of some income items such as property tax increment or transfers of bond
funds. CFD #2 Safety Fund and CFD # 2 Debt Service Fund must have all funds
received transferred to the Bond Trustee within ten days of receipt of them.
JUSTIFICATION:
The City Council has requested a quarterly financial report.
BUDGETARY IMPACT:
The projected ending non-designated reserve and the estimated revenues for the General
Fund are sufficient to fund the proposed fiscal year 2000-2001 budget that has been
presented to the Council

AGENDA ITEM 5.2
TO: The Honorable City Council
FROM: Habib MotlagIK Engineer
SUBJECT: Approve Quitclaim Deed to Riverside County Flood Control
RECOMMENDATION:
By Motion, execute the quitclaim deed authorizing release of City owned property
located on the south side of Lake Park Drive to Riverside County Flood Control.
BACKGROUND:
The developer of Tract 28998 (Osborne Development) was required to dedicate certain

side of Lake Park Drive. Since the bridge improvement is near completion, Flood
Control has asked that the right-of-way be dedicated prior to their acceptance of any
work within their control.
JUSTIFICATION:
The quitclaim deed is required for the benefit of Flood Control to maintain the south
levee.
BUDGETARY IMPACT:
None.

Mayor Williams called on Planning Director Hults who summarized his
staff report of November 2, 2000 and provided background information
on the concerns the Council showed at the last City Council meeting.
One of these issues was the 80' driveway on State Street. Since that
meeting, the applicant decided to revise the site plan and shift the
driveway as far south as possible and reduce the width from 80' to 40'.
The gas pumps have beer reoriented east/west direction of traffic, by
shifting the traffic to the south. Two driveways will remain on Dillon,
and one on State Street. The existing abandoned building would be back
in operation and would enhance the community with the conditioned
improvements.
Council Member Carlson Buydos inquired about the hours of operations,
and the sale of alcohol beverages, and location of canopy.
Planning Director Hults responded the applicant is not requesting
permission for sale of alcohol beverage. However, a condition can be
added to the conditions of approval, placing conditions for whenever the
applicant decides to have this type of sales. He further explained the
distance of the structure and canopies, which is 18' apart.
Public Hearing was Opened.
Del Kroker, 2230 Lake Park Drive, San Jacinto, asked if the mini-mart
was a national chain or an independent operator, and if this business was
a financially solid company.
Planning Director Hults responded that alliance is the name of the
business and is a steady business in Hemet.
Nader Sarkis, applicant addressed the Council and commented that beer
and wine is not to proposed to be sold, as ABC doe not permit its sale
due to the size of the building. The hours of operation are 6:00 a.m. to
10:00 p.m. in the summer, and 6:00 a.m. to 8:00 p.m. in the winter.
Vice Mayor Ayres thanked the applicant for his cooperation in revising
the site plan to complying with city requirements.

Mayor Williams called on Public Works Superintendent Lavin who
summarized his report dated November 2, and updated the Council on
the progress of the street sign replacement. He also mentioned that staff
members have received requests from the residents to keep the old signs.
Vice Mayor Ayres asked if this would be considered a gift of public
funds.
City Manager Wager responded to Vice Mayor Ayres that this would not
be considered a gift of public funds, as there is no other than scrap metal
value in these old signs.
Mayor Williams asked how would staff handle the citizen's request for
signs.
Public Works Superintendent Lavin responded it would be on a first
come first serve basis. Requests can be made to the city crews or may
stop by the city corporate yard to request and/or pick them up.

on behalf of the City of San Jacinto. The candidate for this position
would be an independent contractor who will be in charged of the
operations of the museum. He talked about the proposed hours of
operations, the qualifications of the candidate, and the proposed plans
from Mr. Brigandi to operate the museum. He further emphasized Mr.
Brigandi's passion in history and dedication to the community makes him
the best candidate for the position.
Council Member Good asked about the termination of contract with the
Chamber of Commerce, and asked if the employee would be on wage or
salary.
City Manager Wager responded Mr. Brigandi would be invoicing the
City on a monthly basis for an amount of $610.00.
Council Member Good asked about the additional employees working
under Mr. Brigandi, and the extra 3 hours in addition to the museum
open hours.
City Manager Wager responded Mr. Brigandi would be available an
additional three hours per week for special events, tours, etc., for a total
cost of $610.00/month.
Mayor Williams asked if this contract would cost the city more than what
the city is currently paying to the Chamber of Commerce.
City Manager Wager responded there would not be extra cost. The
contract was crafted to work around the approved budgeted curator
salary for this fiscal year.
Mayor Williams asked about Mr. Brigandi's plans to operate and
coordinate volunteer programs.
4
City Manager Wager responded Mr. Brigandi would be responsible for
the operations, coordination of the volunteer program, and programs to
improve the operation of the municipal museum.

provisions.
City Manager Wager responded the City is already providing insurance
for this building, and that under the agreement Mr. Brigandi would be
responsible for automobile insurance as well as professional insurance as
an independent contractor. The Chamber of Commerce would have no

commented the firm keeps steady relations with the clientele, and assists
the customers throughout the dealings with the bond issues. This is one

Council Member Good stepped out of the meeting at 7:55 p.m.
Vice Mayor Ayres called on Planning Director Hults who summarized
his report and explained the bids received for the entry monument sign
exceeded the amount originally estimated and budgeted for the project.
He further suggested going back to the landscape architect to modify the
extent of the work to fit our current funds available for the project. The
revised plans would be brought back to the council for their
consideration.
Vice Mayor Ayres asked what would the choices be to reduce the cost of
the project.
Planning Director Hults responded some of the options to reduce the cost
could be replacement of plant material and scale down the size of the
monument and rock material. He commented that phasing the project
would be more expensive for the city.
Mayor Williams acknowledged the City could not afford the cost of the
bids received, and directed staff to work with the landscape architect to
reduce the scope of work for the project to fit our budget.
M/S/C (AYRES/WILLIAMS) to reject all bids for the Entry Monument

4.6 Approve Reprogramming of CDBG Funds in the amount of 72,460 to
the Salle Park Playground Improvement Project.
Mayor Williams called on Planning Director HuIts who summarized his
staff report dated November 2, 2000, and provided staff
recommendations for reprogramming of funds towards Sallee Park
Playground Improvement Project. He commented other city funds are
being utilized such as housing funds, and application for Prop 12 funds
would be made to assist with the funding of this project. The expected
revenues from this Proposition are $12.00 per capital, which would
translate to $300,000.00, based on the current city's population.
7
Vice Mayor Ayres supported the recommended Salle Park Playground
Improvement project, but asked that his colleges be given the opportunity
to comment.
Planning Director Hulls commented staff following Council's direction
started working on the revisions to the previous Tot Lot improvements
Sallee Park, and the complete renovation of the park, including the pool
repairs which are requirements from the County Health Department to
operate the public pool. The City School District and Valley Wide are
working together with the City to plan this project. The planned
improvements include additional trees, walkways, relocating the parking
from Idyllwild to Tahquitz. The estimated cost is $700,000.00.
Council Member Good favored the funds be directed to the Estudillo
Mansion to complete the project, as this building is a valuable asset to
the City. The funds could be used to rebuild the porch. This building is
also in the process to be recognized as a historical building.
Legal Counsel Brown asked that after Council direct staff to bring back
the item for consideration.
Planning Director HuIts commented the basis for his recommendation is
that the city needs the funds to start the project. He further discussed the
current funds available (budgeted) for the project.
Mayor Williams asked how soon the project could be accomplished if the
funds are secured.
Planning Director Hults responded the City would allocate additional
funds in the next fiscal year, and once the funds are completely
allocated, the project could be completed in one year.
Vice Mayor Ayres commented that the City needed to use the funds as
soon as possible, otherwise, County EDA could take back the funds, and
the City would lose the opportunity to put the money to a good use for a
City project. He further stated that by reprogramming the funds to the
Estudillo Mansion, the funds could be utilized immediately, and the City
would be in compliance with the County requirements.
Council Member Good commented the mansion is need of the funds,
and by completing the porch work, it would assist the Estudillo Mansion
Committee accomplish their goals.
Council Member Conner favored the use of funds for Sallee Park, as he
believed recreation facilities are a priority for the citizens.
Mayor Williams summarized the Council's input (majority) to reprogram
the CDBG funds to the Estudillo mansion.

alternatives at the November 16' meeting.

High School students participating in the Teen Goverment Day.
Meeting was readjourned at 8:31 p.m.
4.7 Approve Conceptual Design for the Monument Signage and
Landscaping at Lake Park Bridge — Gaudet Design Group (GDG)
Mayor Williams called on Planning Director Hults who summarized his
staff report dated November 2, and asked that Council select one of the
six different conceptual designs for the monument signage and
landscaping for Lake Park Drive Bridge. He asked the Council to
consider the design that is more consistent with what the City has already
in place.
Mayor Williams commented that Option C and C-1 seemed to have the
most interest.
Council Member Conner suggested approaching Soboba Band of Mission
Indians to fund this project, and to be used along with Soboba's
directional sign program for the casino. Their financial contribution
would assist the city to fund the project.
Mayor Williams did not believe a directional sign would be compatible
with the City's monument sign. He agrees to use the sign to recognize
the two communities in the valley. He further asked what the potential
cost may be for this monument sign.
Planning Director Hults responded that based on Option C and C-1, and
based on the bids received for the city's entry monument sign, the cost is
estimated to be $100,000.
Vice Mayor Ayres favored the established theme by approving this cost.
9
Mayor Williams asked if the two signs could be combined in one bid,
and if the cost would be lowered?
Staff responded it was possible.
Council Member Good favored option C-1.
Mayor Williams concurred with Council Member Good in selecting
option C-1
Council Member Conner favored option A, as it may be able to fit in the
area better.
Planning Director HuIts and City Engineer Motlagh responded to
Council's concerns regarding the designated area's capacity to build any
of the proposed monument sign options on the south side of the bridge,
closer to lake park drive (se corner of Ramona Expressway and Lake
Park Drive).

Commission - Service Station and Mini Mart - State and Dillon Street

Del Kroker, 2230 Lake Park Drive, San Jacinto, asked if the mini-mart

business and is a steady business in Hemet.
Vice Mayor Ayres thanked the applicant for his cooperation in revising
the site plan to complying with city requirements.

value in these old signs.
Mayor Williams asked how would staff handle the citizen's request for
signs.

from Mr. Brigandi to operate the museum. He further emphasized Mr.
Brigandi's passion in history and dedication to the community makes him
the best candidate for the position.
Council Member Good asked about the termination of contract with the
Chamber of Commerce, and asked if the employee would be on wage or

City Manager Wager responded Mr. Brigandi would be invoicing the
City on a monthly basis for an amount of $610.00.
Council Member Good asked about the additional employees working
under Mr. Brigandi, and the extra 3 hours in addition to the museum

the city is currently paying to the Chamber of Commerce.

contract was crafted to work around the approved budgeted curator
salary for this fiscal year.
Mayor Williams asked about Mr. Brigandi's plans to operate and

the operations, coordination of the volunteer program, and programs to

extent of the work to fit our current funds available for the project. The
revised plans would be brought back to the council for their
consideration.
Vice Mayor Ayres asked what would the choices be to reduce the cost of
the project.
Planning Director Huits responded some of the options to reduce the cost
could be replacement of plant material and scale down the size of the
monument and rock material. He commented that phasing the project

the Salle Park Playground Improvement Project.
Mayor Williams called on Planning Director Hults who summarized his
staff report dated November 2, 2000, and provided staff
recommendations for reprogramming of funds towards Sallee Park
Playground Improvement Project. He commented other city funds are
being utilized such as housing funds, and application for Prop 12 funds
would be made to assist with the funding of this project. The expected
revenues from this Proposition are $12.00 per capital, which would
translate to $300,000.00, based on the current city's population.
7
Vice Mayor Ayres supported the recommended Salle Park Playground
Improvement project, but asked that his colleges be given the opportunity
to comment.
Planning Director Hults commented staff following Council's direction
started working on the revisions to the previous Tot Lot improvements
Sallee Park, and the complete renovation of the park, including the pool

working together with the City to plan this project. The planned
improvements include additional trees, walkways, relocating the parking
from Idyllwild to Tahquitz. The estimated cost is 700,000.00.
Planning Director Hults commented the basis for his recommendation is
that the city needs the funds to start the project.

Landscaping at Lake Park Bridge — Gaudet Design Group (GDG)
Mayor Williams called on Planning Director HuIts who summarized his
staff report dated November 2, and asked that Council select one of the
six different conceptual designs for the monument signage and
landscaping for Lake Park Drive Bridge.
Planning Director Hults and City Engineer Motlagh responded to
Council's concerns regarding the designated area's capacity to build any
of the proposed monument sign options on the south side of the bridge,
closer to lake park drive (se corner of Ramona Expressway and Lake
Park Drive).
