Dorothy L: Chouinard, ,Agency Secretary
TEM
December 07, 2006.
TO: The Honorable Chairman and Members of the Agency Board
FROM: Steven. G. Pasarow, Redevelopment Operations Manager
SUBJECT: Request for Additional Funding for the Enhanced Senior Home
Repair Grant Program and Approval of a Resolution Approving the
Allocation of Additional Low -Mod Housing funds for the Enhanced
Senior Home Repair Grant Program
RECOMMENDATION:
Staff recommends that the Agency Board, by motion, approve the request to
increase the allocation of funds for the Enhanced Senior Home Repair Grant
Program by $60,000 and Approve Resolution No. 06-_, Approving the
Allocation of Additional Low -Mod Housing funds for the Enhanced Senior Home
Repair Grant Program; and Direct the Finance Director to make the appropriate
transfer of funds from the Low and Moderate Income Housing Fund into Account
Number 099-9700-470-4001.
BACKGROUND:
In April of 2005, the Agency Board approved the Enhanced Senior Home Repair
Grant Program which offers qualified low-income seniors and especially senior
owners of mobile homes the opportunity to receive a rehabilitation grant of up to.
$3,000. Prior to the introduction of this program, the only funding available for
owners of mobile homes was through grants funded from the Community
Development Block Grant Program providing only $500 per household, The
Enhanced Senior Home Repair Grant Program was developed to fill this gap in
available funding.
DISCUSSION:
The United. Communities Network administers and provides the repair work
related to the Enhanced Senior Home Repair Grant Program. The current years'
budget provides $100,000 for the entire program year. As this budget year is
nearing its mid -point, the program has expended more than 60% of the funds
allocated and the backlog of work is anticipated to expend the remaining 40%
before the budget year is complete.
Because this program provides grants of up to $3,000, which is five times the
amount provided by the City's prior Senior Home ` Repair Program, more
extensive and costly repairs to older mobile homes are made possible. Thus, the
Enhanced Senior Home Repair Grant Program has grown in popularity with the
City's seniors, many of whom are on a fixed income and cannot afford to properly
maintain their homes without a program such as this one.
Due to its popularity, the Program. Administrator has requested an additional
appropriation of $60,000 to ensure that there will be adequate funds available to
complete the budget year.
ALTERNATIVES:
1) The Agency Board may approve the request and allocate an additional
$60,000 to. the Enhanced Senior Home Repair, Grant Program. Staff,
recommends this alternative as is allows the program to continue to assist the
low-income senior community through the end of the fiscal year; or,
2) The Agency Board may allocate a Iesser amount for this program;
3) The Agency Board may deny the request to allocate additional funding for the
balance of this fiscal year. Staff does not recommend this alternative. Since the
currently allocated funding will soon be completely expended, without additional
funding this program will have to shut down until next year's budget is approved.
FISCAL IMPACT:
Funds for this program can be transferred from the proceeds of the tax-exempt
bond issue of 2005 earmarked for the Low and Moderate Income Housing. Fund,
into Account Number 099-9700-470-4001.

The City of San Jacinto
Dear Steve:
We have recently reviewed the current status of the San Jacinto Senior Home Repair
Program. We have approximately $40,000 remaining with an estimated 19 jobs
approved for repairs. Currently, we are billing an average of $4,600 per week.
Since July 1, 2006 United Communities Network has completed enhanced repairs for
16 low-income senior home owners in the City of San Jacinto. We are requesting an
additional $60,000 from the City of San Jacinto to continue this program through June
2007. This funding would allow us to complete the 19 jobs already scheduled as well
as serve an additional 16 senior units.
On behalf of the seniors of San Jacinto, we thank you for your consideration of this
request. The Senior Home Repair program is a vital resource to our citizens and we
appreciate all that the City has done to keep this service available. If you have any
questions, please feel free to call me at (951) 929-7173.
Sincerely,
