HOUSING POLICY FOR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
COUNTY OF RIVERSIDE
The Housing and Community Development Act of 1974, as amended, encourages and
supports the development of decent, safe, and sanitary housing within a
suitable living environment that is affordable to low and moderate income
persons.
The County is required under the Act to develop and implement an approved
Housing Assistance Plan (HAP) as part of its Community Development Block Grant
Application (Title 24) Code of Federal Regulations (Part 570.306). The
Housing Assistance Plan serves as a measure of the conditions of the housing
stock and the needs of low and moderate income persons for housing
assistance. The HAP also serves to establish goals for assistance best suited
to meet the identified needs and to further the revitalization of the
community. The HAP must also provide general locations for assisted housing,
which promotes a greater choice of housing opportunities and avoids undue
concentrations of assisted persons in areas containing a high proportion of
lower income persons, and which furthers fair housing and assures the
availability of public facilities. In addition, all communities are expected
to share in providing expanded housing opportunities for lower income persons
and to participate in area-wide solutions of housing problems through
promotion of spatial deconcentration of housing opportunities for lower income
persons.
The County and its cooperating cities have reviewed and formally approved
their respective Housing Assistance Plans. As such, the local jurisdictions
are responsible for implementation of the Housing Assistance Plan in an
expeditious manner. This includes the timely achievement of all goals for
assisted housing and particularly those which address the needs of families
and large families requiring rental assistance. Local jurisdictions may be
expected to take any or all actions within their control to facilitate the
implementation of an approved Housing Assistance Plan, including:
acquisition of sites and provision of site improvements for the
development of assisted housing;
adoption or modification of local ordinances and land use measures
to facilitate the development of assisted housing, including insti-
tution of local referendum actions, where necessary;
issuance of appropriate zoning changes, building permits, utility
connections and similar administrative requirements;
* formation of a local housing authority or execution of an agreement
with a housing authority having powers to provide assisted housing
within the local jurisdiction;
removal of local residency preferences for assisted housing;
promotional and assistance activities to encourage developers to
initiate assisted housing or to allocate a portion of their planned
unsubsidized developments for assisted housing, and to encourage own-
ers to make units available for Section 8 Housing Assistance Payments
Program;

measures to reduce the cost of housing development, such as tax
abatement, deferral, waiver or deferral of fees and other admin-
istrative costs.
The County of Riverside requires all cities and sponsors to contribute to the
implementation of the Housing Assistance Plan. Section I of the Sponsor's
Agreement states that Community Development Block Grant funds are to be used
to assist and undertake essential Community Development and Housing Assistance
activities pursuant to the Housing and Community Development Act of 1974, as
amended.
Failure to comply with these provisions, specifically any action on the part
of a cooperating city or sponsor taken to impede the development of
publicly—assisted housing, may result in that City or sponsor not qualifying
to receive Community Development Block Grant Funding.
State law also requires local government action to produce housing.
California Government Code, Section 65302 (c) requires that all jurisdictions
in the State of California prepare a housing element which identifies existing
and future housing needs, and develops plans for meeting such needs.
Section 65008 of the California Government Code, as amended, prohibits,
inter alia, any city or county from enacting or administering ordinances
pursuant to Title 7 (Planning and Land Use, Government Code 65000 et.
seq.) which prohibit or discriminate against any residential development
or project because of the method of financing or the race, sex, color,
religion, national origin, ancestry, lawful occupation, or age of the
owners or intended occupants of the residential development.
The Code further provides that "the Legislature finds and declares that
discriminatory practices which inhibit the development of housing for persons
and families of low, moderate, and middle income, or emergency shelters for
the homeless, are a matter of statewide concern".
Discrimination against housing for low, moderate and middle income persons,
and especially families, is also a matter of local concern. Therefore, it is
the policy of the County of Riverside that Community Development Block Grant
funds shall be -withheld from any sponsor or potential sponsor which
discriminates against, or inhibits the development of housing for low and
moderate income persons or families within its jurisdiction. Furthermore,
each sponsoring entity shall take actions within its capabilities to the
support of publicly—assisted housing. In addition to city and community
support, special districts, including school districts, are expected to
assist, contribute or set aside sufficient capacity where legally possible, to
accommodate the development of low, moderate, and middle income housing within
their jurisdictions.

RELEASE OF LABOR AND MATERIAL BONDS FOR -1RAC1
22950-1
California Ranch Homes has formally requested the release of Performance bonds for
Tract 22950-1. These bonds have been reduced to $10,000 approximately one year
previous.
In July 1989, the City Council found Tract 22950-1 to be completed in substantial
compliance with plans and specifications and released labor and material bonds as
well as reduced performance bonds to $10,000.
Staff recommends the remaining bonds in the amount of $10,000 held for Tract
22950-1 be released.

Commonwealth Partners has submitted bonds for Tract 23436 in the amount of
$186,275.10 and $502,453.60 for both Labor and Material bonds and Performance
bonds. These bonds include estimates for the landscaping of the entire subdivision
rather than for just phase one. This error caused the applicant to bond an amount

Commonwealth Partners formally requests a reduction in bonding amount of
$86,060.70 to a total of $602,668.00 for both Labor and Material bonds and
Performance bonds.
Staff recommends the required bonding amount be reduced by $86,060.70 to

RELEASE OF MONUMENT BONDS FOR TRACI' 18568, 16568-1,
AND REDUCTION OF FAITHFUL PERFORMANCE BONDS FOR
TRACT 22882-1 AND TRACT 12152-1
Forcast Corporation has formally requested the release of monument bonds for Tract
18568 and 18568-1. Forcast Corporation also requests a reduction of Faithful
Performance bonds for Tract 22882-1 and Tract 12152-1 by 75%.
The monuments for Tracts 18568 and 18568-1 have been inspected and found to be
completed in substantial compliance with plans and specifications.
Tract 22882-1 and Tract 12152-1 are completed to a point which would be
appropriate for a reduction in the Faithful Performance bonding amount.
Staff therefore recommends the following:
The release of monument bonds of $19,200 and $15,000 for Tracts 18568 and
18568-1.
2. Reduce the Faithful Performance bond amount of Tract 22882-1 by $690,126.00

Cal-ID Contract
SAN JACINTO POLICE DEPARTMENT
160 West 6th Street
San Jacinto, California 92383
(714) 654-2702
Attached you will find the original and four (4) copies of the amended agreement for
participation by the City of San Jacinto in the new "Identification System." Prior
years participation was in Cal-ID only and due to technology changes, the Cal-ID RAN
Board is now requesting to expand the technology to both Cal-Photo and DNA
identification.
The city has participated for several years now in the Cal-ID system and has obtained
several good "hits" on submitted fingerprints. I am requesting we continue to
participate and sign the contracts. Our portion of the annual operation remains the
same as last fiscal year and has been included within the budget.
Should you have any questions, please let me know.

Joseph Kozma, Chief of Police
San Jacinto Police Department
210 E. Main Street
San Jacinto, CA 92383
Dear Chief Kozma,
Riverside CAL-ID has been serving law enforcement throughout Riverside County since
1986. With the development of the Riverside/San Bernardino Regional CAL-ID
Remote Area Network (R.A.N.), the law enforcement agencies in both counties have
realized increased criminal identifications due to the use of a joint fingerprint database.
With the advent of new technologies, such as DNA identification and automated
electronic photography, the potential for identifying suspects increases dramatically.
Additionally, for the most part, these identifications represent suspects that would
otherwise go unidentified.
In January 1990, the Riverside CAL-ID R.A.N. Board acted to broaden the scope of
the CAL-ID mission to include the current identification technologies provided by DNA
(CAL-DNA) and electronic color photo imaging (CAL-PHOTO). With the broadening
of this mission, CAL-ID will be providing DNA laboratory service with a fully
operational date targeted for the second fiscal quarter FY91/92. Additionally, CAL-ID
is conducting a pilot study targeted at implementing a Region-wide "mug shot" photo
imaging system with a goal of fielding such a system to the existing CAL-ID Network.
Clearly, there are many technological "breakthroughs" occurring now. Technology is
rapidly becoming more sophisticated at an even lower cost. The future holds many
more exciting new processes that will aid law enforcement in meeting its public safety
goals.
In keeping with this future and at the Riverside CAL-ID R.A.N. Board's direction, the
Regional CAL-ID relationship between Riverside and San Bernardino Counties was
expanded to include all identification systems. This allows the Regional CAL-ID
system, at the Board's direction, to implement DNA, PHOTO, and other new "people"
identification technology that emerges.
I am requesting that your city sign an amended agreement. The contract is changed
to omit reference to legislation that is no longer applicable. Most importantly, we
changed the wording of the contract from:
"...desire to enter into an agreement for the
implementation and operation of an Automated Fingerprint
Identification System..."
to:
"...desire to enter into an agreement for the
implementation and operation of Identification Systems..."
The Riverside County Board of Supervisors has approved this contract and has
authorized the Chairman of the Board to sign for the County upon your city council's
approval.
This new contract expands CAL-ID's responsibilities in serving you. The letter sent
to your city manager in February 1990 identified your city's total costs for FY90/91.
These costs were based upon the most current California Department of Finance
population figures as of 12/26/89. Your assessment has not changed. The contract
does not result in any additional cost to your city. Your city will be billed for your
share of the assessment by separate correspondence. A copy of this bill and actual
assessment analysis is also attached for your information.
Attached is an original and four copies of the new contract. Upon approval of the
contract by your city council, please return the signed and sealed original and two
copies to Riverside CAL-ID, ATTN: LT Richard Coz, P.O. Box 512, Riverside, CA
92502.
Thank you for your continuing support. If you have any questions, please feel free
to contact Lieutenant Coz by telephone at (714)275-2740.
Sincerely,
COIS BYRD, Sheriff
Chairman, Riverside CAL-ID R.A.N. Board

Declaration of Engine No. 3 as Surplus Equipment
RECOMMENDATION:
Declare Engine No. 3 as surplus equipment and
transfer title to Los Angeles County Bomberos
Association.
BACKGROUND:
This engine will be donated to "Union Chalaca"
No. 1 in Callao, Peru. This is a metropolitan
city of 2,000,000 residents. Presently, their
fire protection is done with a manual hand-pump
cart.
Engine No. 3 is presently out-of-service and is
considered surplus. There will be no cost to the
City and all repairs and transportation to Peru
will be done by the Los Angeles County Bomberos
Association.

City of San Jacinto
Fire Department
Dear Chief,
I have the pleasure of introducing to you the los Angeles County
Bomberos Association. This association was formed through the joint
efforts of individuals that are members of various fire departments.
The main purpose of this organization is to organize fire fighters and
act as a liaison for other associations who, for many years, have
donated materials, vehicles and their most valued time to help
improve fire and emergency medical services in latin american countries.
Over ninety eight percent of the emergency services departments in the
latin_american countries are volunteer. The volunteers are proud and
dedicated . They do the best with the training and equipment they have.
Unfortunately the government places low priority on the effort of
these volunteer groups and seldom offer support. The high number
of lives and property lost to fire and medical emergencies is
substantial. The losses would be much lower if these dedicated
volunteers had the much needed equipment and training they lack.
The Los Angeles County Bomberos Association request your support
with the donation of a Seagrave fire engine and fire fighting
equipment to a volunteer fire department in Peru. The donation
of this most needed vehicle and equipment by the City of San Jacinto
Fire Department to "UNION CHALACA NO. 1" of Peru will be direct.
The Bomberos Association will act as a liaison and will handle all
the logistics and expenses needed to send this generous donation
to Peru.
The following are organizations that we work with,
California Fire Chief's Association
International Sister Cities Association
Red Cross
American Heart Association
Fire Departments
etc,
I thank you in advance for your most valued donation and
sincere friendship.
Sincerly,

Mr.
Fire Chief Chadwick
City of San Jacinto
Fire Department
U. S. A.
Dear Sir,
As a direct representative of "Union Chalaca No. 1" fire
department in the city of Callao, Peru - South America; I
am seeking your Assistance.
Union Chalaca No. 1 is located at 375 - 2 de Mayo Avenue,
Callao, Peru - South America. Our fire department was
founded by a group of retired American firemen in 1860.
This group of American veteran firemen gathered a group
of volunteer men and along with themselves created what
is now known as our fire prevention system. In 1945 The
same group of men appealed to the United States to donate
the existing, used machinery and equipment.
Due to the limited economical resources of our population
our fire prevention system continues to operate under
volunteer firemen.
At the present time we have been forgotten by the United
States and our fire department does not have the
appropriate machinery to combat fires and the monies
received are limited.
Our current situation has prompted us to solicit your
assistance. It is this reason why we wish you to
consider the possibility of donating any available used
machinery and/or equipment. We are in desperate need of
the following items:
1. A fire engine
2. A rescue ambulance van
3. A ladder truck
4. A fire engine equipped with a fire pump.
5. Any apparatus useful in high value areas.

DESCRIPTION
A proposal to develop a 56 unit apartment complex on
approximately 2.76 acres located south of the extension of
Oakwood Avenue east of Santa Fe Avenue.
EXHIBIT "A" EXISTING GENERAL PLAN
EXHIBIT "B" EXISTING ZONING
EXHIBIT "C" CURRENT USES
EXHIBIT "D" EXISTING CIRCULATION
ENVIRONMENTAL ANALYSIS
The subject property is not in an "A" floodzone.
The subject property is not in a seismic study area, however a
seismic zone does exist within 200' to the southwest.
Utilities are available to serve the site.
Traffic volumes to and from the site will increase above current
levels. An average of seven trips per unit indicates an increase
in traffic volumes near 392 average daily trips.
PLANNING COMMISSION AUGUST 15, 1990 PAGE NO. 1
Noise levels will most likely increase due to both children
playing as well as increased traffic. Noise levels should not
increase to a severe level but will probably be at a noticeable
level.
DISCUSSION
The subject property is zoned R-3, Multifamily and the General
Plan for the property is High Density Residential.
The subject property currently is vacant.
Surrounding land uses consist of vacant properties with the
exception of a senior apartment complex to the northwest.
Article 7 of Zoning Ordinance 320 requires a Conditional Use
Permit for areas of multiple dwellings with 5 or more dwelling
units. The applicant proposes 56 units which is subject to the
Conditional Use Permit requirement. Once a C.U.P. is granted, it
would remain with the property regardless of ownership.
The proposed development has been reviewed for conformance to the
R-3 zone requirements. Staff has found the proposed development
to be in compliance with Article 7.
The purposes of the R-3 zone is to provide locations for multiple
family residential projects at densities designated in the City's
General Plan for Medium and High Density Residential. It may
also provide protection for existing housing stock and allow
housing for all socio-economic sectors of the community.
Properties assigned this designation should be shopping centers,
transit systems, sewers and other required infrastructure.
The Planning Commission should consider whether the proposed use
would create an atmosphere which would create or potentially
create negative impacts. The proposed site for the conditional
use is within an area planned for reasonably dense residential
uses. Special considerations should be made to ensure the
proposal is not detrimental to adjoining properties.
Approval of a C.U.P. application involves the Planning Commission
find the following.
1. The proposed location of the conditional use is in
accord with the objectives of this ordinance (Ordinance
340) and the purposes of the zone in which the site is
located.
2. That the proposed location of the conditional use and
the conditions under which it would be operated or
maintained will not be detrimental to the public
health, safety, or welfare, or materially injurious to
PLANNING COMMISSION AUGUST 15, 1990 PAGE NO. 2
properties or improvements in the vicinity.
3. That the proposed conditional use will comply with each
of the applicable provisions of this ordinance.
To ensure no negative impacts will result from this proposal or
mitigation of adverse impacts occurs the Planning Commission
should condition the use permit as necessary.
RECOMMENDATION
If the Planning Commission wishes it would be appropriate to
adopt Resolution 90-59 approving Conditional Use Permit 6-90
subject to the findings of fact, conditions of approval, and
ratification by the City Council.
