A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN
JACINTO APPROVING THE PAYMENT OF CERTAIN EXPENSES RELATED
TO PUBLIC IMPROVEMENTS PURSUANT TO HEALTH AND SAFETY CODE
SECTIONS 33445
WHEREAS, the Redevelopment Agency of the City of San Jacinto ("Agency") is
engaged in the activities necessary to execute and implement the redevelopment plan
("Redevelopment Plan") for the Agency's San Jacinto Redevelopment Project ("Project
Area"); and
WHEREAS, the Agency is undertaking certain activities necessary for
redevelopment in the Project Area pursuant to the provisions of the California
Community Redevelopment Law (Health & Safety Code, §§ 33000 et seq.) ("CRL") and
the Redevelopment Plan; and
WHEREAS, the City of San Jacinto ("City") owns and operates the San Jacinto
Community Center (the "Center") which was opened in 1976, and is used as a meeting
place for community groups, non-profit organizations and support groups; for other
public meetings and community events; and also as a senior center providing programs
and services to the senior community living in the City; and
WHEREAS, the Center is located in the Project Area; and
WHEREAS, due to its age, the Center has become deteriorated and is in need of
both rehabilitation to improve its deteriorating condition and minor reconstruction to
ensure that the Center is in compliance with the Americans with Disabilities Act
("ADA"); and
WHEREAS, the work necessary to rehabilitate the Center and bring the Center
into ADA compliance includes: replacing deteriorated flooring, ceiling tiles and paint,
demolishing cement concrete barriers which impede access to the Center, and
rebuilding the built-in reception desk to bring the desk into ADA compliance (the
"Improvements"); and
WHEREAS, the Agency desires to pay for approximately half the costs related to
the Improvements, in an amount not to exceed Forty Five Thousand Dollars ($45,000),
from the tax increment revenue generated from the Project Area, from bond proceeds,
or from any other funds of the Agency legally available for such purpose; and
WHEREAS, the balance of the costs related to the Improvements will be funded
by Community Improvement Designation ("CID") funds to be allocated by the County of
Riverside ("County"); and
WHEREAS, pursuant to CRL Section 33445, the Agency may, with the consent
of the City Council, assist in the payment of costs related to the Improvements if the
City Council makes certain findings; and
WHEREAS, the Governing Board of the Agency ("Agency Board") has reviewed
and considered the staff report accompanying the City Council's resolution on this same
matter, and the other written and oral testimony and evidence presented at or Agency
Board's consideration of this resolution ("Resolution"); and
NOW, THEREFORE, BE IT RESOLVED BY THE AGENCY BOARD OF THE
REDEVELOPMENT AGENCY OF THE CITY OF SAN JACINTO:
SECTION 1. Findings. The Agency Board hereby consents to the
Agency's financing of the Improvements, and finds the following:
(a) In accordance with CRL Section 33445, the Agency Board
finds and determines, based on the information contained in
the agenda report accompanying this Resolution, as well as
the oral presentation of staff and other such written and oral
evidence as presented to the Agency Board, the following:
(i) The Agency's financing of the Improvements is
necessary to effectuate the purposes of the
Redevelopment Plan because such financing will
assist in improving the physical condition of Center,
and thus the Project Area by rehabilitating the
deteriorating condition of the Center and bringing the
Center into compliance with the ADA. The
Improvements will: (a) improve the quality of life in the
Project Area; (b) contribute to the long-term success
of the Project Area; (c) eliminate blighting conditions
in the Project Area; (d) provide greater access to this
community use located in the Project Area.
(ii) The Agency's financing of the Improvements will
assist in the elimination of blighting conditions in the
Project Area and is consistent with the Agency's
Implementation Plan for the Project Area.
SECTION 2. Further Acts. The Executive Director is hereby authorized,
with the concurrence of the City Attorney, to take such further actions and execute such
other agreements as may be necessary or appropriate in administering the actions

SECTION 3. CEQA Compliance. The Agency Board hereby finds that
the Agency's financing of the Improvements is exempt from the requirements of the

TOTAL ESTIMATE FOR REHABILITATION COSTS. $59,903.38
These estimates include standard labor rates and cost of materials only and were
provided by contractors from Lowe's Home Improvement Store in Hemet and
estimates from the City Building Official Actual costs may be more or less than
these when the project actually comes into fruition.
It should be noted that Prevailing Wage Rates may be required on this project
and the Redevelopment Agency will be required to ensure that all tradesmen
involved are compensated at the prevailing wage rate, if required. This will
necessitate the Agency allocating additional funds in the approximate amount of
$15,000 (+/- 25%) to ensure that prevailing wages are paid.
In September 2006, the Senior Liaison, Peggy Kissack and the Redevelopment
Operations Manager Steven Pasarow met with Opal Helwig, Legislative Assistant
to County Supervisor Jeff Stone, to discuss potential sources of funding for the
proposed improvements to the Center. Use of Community Development Block
Grant funds was discussed and proposed; however, it was felt that the amount of
funds anticipated as necessary for the proposed improvements would not be
available through the Block Grant Program. Ms. Helwig then proposed
approaching the Supervisor regarding use of his discretionary Community
Improvement Designation (CID) Funds if the City would be able to provide
matching funds on a dollar for dollar basis.
The City Attorney's office was consulted as to whether the funds raised through
the 2005 RDA bond refinancing could be available for this type of use. The short
answer is yes; rehabilitating the Community Center utilizing these RDA funds is a
legitimate use under the Project Area Plan and the refinancing plan.
Staff then notified Supervisor Stone's office as to the availability of the RDA
funding to assist in this project and were subsequently notified that Supervisor
Page 3 of 4
Stone has made the offer to provide up to $30,000 in CID funds for this project if
the City or Agency would match his donation on a dollar for dollar basis. Staff
recommends that the Redevelopment Agency approve matching funds in the
amount of $30,000 for the Community Center improvement project and an
additional $15,000 to ensure that Prevailing Wages, if required, are property paid
to the trades involved, from the unreserved Redevelopment Agency's budget for
a total RDA investment of $45,000 and a total project fund of $75,000.
If the City Council approves this request, staff will work with Supervisor Stone's
office for a written commitment to ensure that the CID funds are available to the
City at the earliest possible date. Without funding from the CID funds and the
Agency funds for this project, the City would have no other reasonable means of
financing the project at this time.
FISCAL IMPACT:
Funds for this project would be made available from the Redevelopment
Agency's unreserved 80% fund.

Council Member Ayres questioned if this property should be grouped with
the property from the last meeting that is going to have more review. Staff
assured him that it was not close enough to the other property. He then
questioned if he could vote on the item, as he was not sure if he was within
500 ft. of the project. Other council members assured him that he was
further than 500 ft. Mayor Stubblefield noted his residency is closer than
his and was measured to be sure he was not within the 500 ft. limit. He is
not and consequently, Council Member Ayres would be ever further.

2.1 City Manager's Report on previous month's public comments.
City Manager McClellan handed out memorandum from Chief Vest regarding the
public comments received from residents off Hemet Street and Ramona
Boulevard. He noted the address is dispatch records: Residents accused that
their address was not. He reviewed the response time documented was 6
minutes and 20 seconds. Average response time in San Jacinto is 12 minutes.
At 7:44 p.m. Council Ayres left dais.
Chief of Police Kevin Vest commented he had listened to dispatch's tapes: There
was no argument from caller. The tapes can't be played in public: It would have
to be a closed session item. He will respond to those that spoke at the meeting
with the detailed information. Chief Vest also noted the department was working
at getting the unlicensed vehicles off the street.
Council Member Buydos noted the information presented at the meeting was
substantiated with the facts. Obviously, they have neighborhood issues that can't
be resolved by city government; nor is it the city's responsibility for these
neighborhood issues.

Council Member Ritchie commented that the response times are not accurate
because they were not put in correctly. Chief Vest explained how the response
time works and how it is impacted by other radio traffic; i.e. call que not
connected, as 911 calls increase, they get rolled to non -emergency operators,
which leaves less to answer non -emergency calls specifically during high traffic
times. 4-7 pm is the highest call volume for dispatch on the 911 line.
Chief Vest offered to take the council on a tour of the dispatch center. He noted
the dispatch center is currently recruiting. Council Member Ritchie suggested
tours for neighborhood watch groups so they can understand the process.
