6.0 PUBLIC HEARINGS
None
7.0 CITY DEPARTMENTS
7.1 Community Oriented Policing Workshop Update
Police Chief Holmes provided an overview of the workshop and offered
the suggestion for a similar workshop locally, that would include other
local agencies and department heads. Some of the ideas that evolved
from this were going back to the idea of a beat cop who would be more
familiar to the local neighborhood and to get more community
involvement. Also to involve other departments and utilize other
enforcement aspects in unison, i.e., code enforcement. In response to
Council inquiries, clarified the search abilities, particularly when it involved
those on probation.
4
December 20, 1994
Council comments:
1. Very supportive, felt it was an innovative way to look at policing
problems.
2. Stated the prior workshop had emphasized the three R's; Rapid
Response, Random Patrol, and Reactive Investigation. Stated that
less than 10 percent of the calls were critical, and the public
reaction to response was not positive in a sense, like the Fire
Department. When there is a fire, everyone was happy they
responded within a time frame after the fire started. But in the case
of law enforcement, expected them to respond before the crime
was committed. Statistics showed that 62% of the crimes were
committed by 12% of the people. Offered to share work books with
other Councilmembers.
7.2 Approval of Resolution Regarding Restricted Parking at San Jacinto
Community Center
Fire Chief Price made a presentation as contained in the staff report on
file with the City Clerk.
Councilmember Williams did not support creating a law and spending
funds for signs. Felt the tour operator should be contacted regarding the
problems. Suggested there was an overnight parking ordinance. Did not
want officers having to determine which vehicles were Community Center
business and which were not. Concerned that the vehicle code already
provided the necessary law to enforce.
City Attorney Cox advised that the situation had been going on for a
matter of years. Staff had made contact with the tour operator, who
refused to move the operation. Clarified the parking ordinance pertained
only to commercial vehicles. Stated that this was not an ordinance, but a
resolution which would allow enforcement of existing laws.
Mayor Hafliger felt that signs alone would not solve the problem, that
vehicles would have to be towed.
Mr. Price clarified it was just a matter of getting them to park in the
unmarked spaces at the end of the parking lot. Just asking for their
cooperation had not worked. Enforcement ability was needed at times
when there were events at the Community Center.
5
December 20, 1994
Councilmember Leahy pointed out the problems it posed for seniors
attending events at the center, and having to park so far away.
A MOTION was made by Councilmember Leahy, seconded by
Councilmember Oaks, to adopt Resolution No. 2237 authorizing the
Traffic Engineer to Post Parking Restrictions at the San Jacinto
Community Center. Motion carried on a 4-1 vote with Councilmember
Williams dissenting.

8.2 Update from Ad Hoc Recycling Sub -Committee
6
December 20, 1994
Councilmember Oaks stated they had been involved in recycling
negotiations and had most questions answered and went through the
respective contract amendments. The responses had been satisfactory
and there would be more discussions on December 28, 1994. There
were actually two proposals to bring back, but would prefer not to discuss
the specifics at the present time. One proposal was for manual recycling
and the other for automatic recycling. They would go into more detail at a
later date, as well as rate setting. Obviously the manual would be at a
lower cost. Hoped to have the matter wrapped up by January 5th and
back to Council January 17, 1995. In response to Council inquiries,
advised that the credit for once a week collection was being negotiated
Mayor Hafliger stated he felt that each operation, recycling and refuse
collection should be self supporting and that 50 cents was not sufficient
credit.
Councilmember Williams stated he hoped there would be no evergreen
and no automatic escalators or CPI. That Council should have the control
on rates.
City Manager Easter advised the matter would be scheduled for the
January 17, 1995, agenda.
Councilmember Leahy thanked the Senior Guild for the Christmas Tree and
decorations in the Community Center.
City Manager Easter reminded all that the study session for the next week had
been cancelled. Inquired for future study sessions, if there were any issues
Council would like addressed? Councilmember Oaks had requested an update
on development projects and the status of Highway 79. If there were no
objections those would be scheduled?
There were no objections.

RE: City of San Jacinto, Non -safety Employees, PERC
CITY COUNCIL MEETING OF JANUARY 3, 1995
RECOMMENDATION: Adopt the Resolution Taking Legislative Action
Regarding the 1994-95 Fiscal Year Impasse Existing Between the
City and the Non -Safety Unit (General Employees).
Discussion: On October 31, 1994, the City made its last and final
offer to the PERC representatives, for the purpose of settling
the 1994-95 Memorandum of Understanding. After receiving our last
offer, PERC requested another meeting, which was held on December
6, 1994. The meeting did not result in an agreement. Last week,
PERC notified the City that it would not execute the Memorandum
of Understanding which had been presented, which included all of
the items offered in the City's final offer.
Before you is the Resolution necessary to unilaterally implement
the City's last and final offer. I will be happy to answer any
questions you may have.

RESOLUTION
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO, CALIFORNIA, TAXING LEGISLATIVE ACTION REGARDING
THE 1994-95 FISCAL YEAR IMPASSE EXISTING BETWEEN ITSELF
AND THE NON- SAFETY UNIT (GENERAL EMPLOYEES) OF PUBLIC

THE CITY COUNCIL OF THE CITY OF SAN JACINTO, CALIFORNIA, DOES
HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:

good faith in an effort to reach an agreement upon a successor to
the 1992-94 Memorandum of Understanding between the parties.
2. The parties have failed in their effort to reach such an
agreement and are at an impasse in that a point has been arrived at
in the meet and confer process where the differences between the
parties on matters to be included in a Memorandum of Understanding
remain so substantial that further meeting and conferring would be
futile.
NOW, THEREFORE, BE IT RESOLVED THAT pursuant to the authority
vested in it by the Government Code and other applicable rules,
regulations, statutes and practices, the City Council does take the
following action that in its sole discretion, it deems appropriate
as in the public interest in order to resolve the impasse now
existing between the City and the Association:
1. VACATION ACCUMULATION CAP: Elimination of the ten (10)
day maximum on vacation accrual/carry-over and substitution of a
vacation accrual/carry-over limitation equivalent to what any
affected employee would earn during a two (2) year period of time
at the employee's then existing rate of accrual. If an employee
reaches his/her maximum accrual of vacation, then no additional
vacation hours shall be earned until the employee has utilized
vacation so as to cause less than (2) years of vacation accrual to
remain in the employee's account. (modifying Section 5.2(f) of the
1992-94 MOU);
2. AUTOMOBILE USE: Increasing employee reimbursement for
use of his/her personal automobile on City business, from 26 cents
per mile to 29 cents per mile. (modifying Section 4.7 of the 1992-

Staff Report
Honorable Mayor and Members of the City Council
FROM: Gene Price, Interim Fire Chief
Via: Pamela S. Easter, City Manager
DATE: January 3, 1995
RE: Community Development Block Grant (CDBG) Program
(21 st Year, 1995-96)
Recommendation:
1. Open public hearing and receive comments on suggested uses for 21 st Year
Community Development Block Grant funds.
2. Continue public hearing to the City Council meeting on January 17, 1995.
3. Provide Direction to staff for City projects.
4. Direct staff to submit recommended actions for the expenditure of City
sponsored projects at the January 17, 1995 Council meeting.
Background:
On November 15, 1994 the City Council conducted a public hearing on the use of 21 st
Year Community Development Block Grant funds for Public Service programs. The
theme of "Jobs Creation and Retention, Putting Citizens to Work" was adopted.
Applications for Public Service projects were to be submitted to the City Clerk's office
by the end of the working day on December 16, 1994.
Subsequent to the Council establishing the calendar in early November with a final
deadline of January 12,1995, the County advised us that the application submittal date
for City projects has been changed to February 17, 1995. This change allows the
Council more time to consider requests.
A list of Public Service projects along with completed applications was submitted to the
Area Directors' Association representative on December 21, 1995. The Association
was unable to conduct their review and provide the information to the City soon enough
to be considered at the January 3, 1995 City Council meeting. The Association feels
confident this can be accomplished in plenty of time for the meeting on January
2
17,1995. A staff report reflecting the recommendations of the Area Directors'
Association will be submitted to the City Council at that meeting.
All organizations that have submitted an application for this year's funding have been
notified that the recommendation will be to continue the public hearing to January 17,
1995, and that a decision will not be made until that meeting.
In addition to the money for Public Service projects, the City has approximately
$146,000 of CDBG funds to put toward eligible City projects. In the recent past these
funds have been allocated for water lines, sewer lines, storm drains, and sidewalks.
This year, Staff developed a preliminary list of ten projects that included joint
City/School District Community Outreach Center, curb, gutter and sidewalk, industrial
area infrastructure, park improvements, a sewer line, and a storm drain. This list was
narrowed to six. These were as follows: (an estimated project cost is also included)
1. Sidewalks in the vicinity of Brown and Second Streets ($50,000)
2. Curb, gutter, and sidewalks in front of Sav-U-Food center and sidewalks on
Seventh Street between San Jacinto and Santa Fe Avenues. ($95,000)
3. Juanita Street infrastructure (curb, gutter, sidewalk, storm drain, and sewer)
($413,000)
4. Sallee Park rehabilitation ($750,000-$1,000,000)
5. Storm drain Master Plan Line C (south of Esplanade, east of Hemet News)
($300, 000)
6. Rehabilitation of Hamburger Stand at First Street and Ramona Boulevard to
house a proposed City/School District Community DARE Outreach Program
($26,000)
After reviewing the six possible projects, the Staff would recommend, subject to Council
concurrence to focus our efforts on three projects:
1. Installation of curb, gutter, and sidewalk in two areas (7th Street and Brown and
Second Streets)
2. A first phase of Sallee Park rehabilitation
3. Joint City/School District Community Outreach Program
3
There is still work to be done to determine the exact project parameters for presentation
to the Council on January 17th. Since some of the proposed aspects of the Community
Outreach Program are not CDBG eligible, staff is meeting with the School District the
first week in January to determine if a higher level of school support is possible.

RE: DE ANZA TRAFFIC STUDIES
Recommendation:
Establish a speed zone with a SPEED LIMIT of 25 MPH on De Anza Drive, between
State Street and Potrero Street and 40 MPH between Potrero Street and 500 feet west
of Young Street. Direct staff to conduct a feasibility study for the placement of a STOP
sign at De Anza Drive and Young Street.
Background and Analysis:
At the City Council meeting of November 15, 1994, Ms. Dorothy Gates spoke regarding
her concerns over 1) speeding on De Anza Drive, west of State Street, 2) the need for
four way STOP signs at State Street and De Anza Drive and 3) the poor condition of the
pavement on De Anza Drive, west of State Street. Ms. Gates also submitted a petition
from her neighbors in support of her presentation. The City Council directed staff to
prepare appropriate traffic studies for presentation to the Council on January 3, 1995.
Speed Survey:
In order to establish legal (enforceable) speed limits, the California Vehicle Code
requires preparation of a speed zone study. The study consists of measuring actual
speeds of vehicles in the study area and setting a speed limit at the speed which 85%
of the vehicles surveyed are not exceeding. The exception to the requirement of
performing a speed zone study is in residential neighborhoods where the vehicle code
allows the establishment of a 25 MPH speed limit where there are at least 16 homes on
both sides of the street within a distance of 1/4 of a mile, the street does not exceed 40
feet in width and has an uninterrupted length of no more than 1/2 mile.
The City of San Jacinto Police Department performed a speed zone study on De Anza
Drive, between State Street and Young Street, utilizing a radar unit to measure actual
speeds. An unmarked vehicle and a civilian volunteer were utilized in the radar study
to assure vehicle speeds were not influenced by the presence of the police.
00 2
Staff Report - Page Two
De Anza Traffic Study
January 3, 1995
The speed of 159 vehicles was measured. The speed, which 85% of the vehicles did
not exceed, was 42 MPH. Only 10 vehicles were clocked at 25 MPH or less.
De Anza Drive is an arterial street, but is presently the site of numerous residences.
There are more than 16 homes within a 1/4 mile distance between State Street and
Young Street. The width of De Anza Drive is approximately 24 feet between State Street
and Potrero Street, but widens out to 64 feet in width between Potrero and Young
Streets. There is an uninterrupted length (no STOP sign) of about a mile and one-half
along De Anza Drive between State Street and its terminus at Potter Road.
Based on the above data, the vehicle code criteria would separate De Anza Drive into
three separate categories:
Speed Limit 25 MPH between State Street and Potrero Street based on the number of
residential units (more than 16) and the width of the street (24 feet).
Speed Limit 40 MPH between Potrero Street and 500 feet west of Young Street based
on the speed zone survey for a street wider than 40 feet.
Speed Limit 55 MPH from 500 feet west of Young Street based on the rural character
of the street.
**" See attached map for various street locations mentioned above ***
The Chief of Police has requested that an additional study be performed to determine
whether or not 4-way STOP's should be placed at the intersection of De Anza Drive and
Young Street. The study cannot be performed until the elementary school reopens
following the holiday since school traffic will be an important factor in the evaluation. If
STOP signs are warranted for De Anza Drive at Young Street, it may be possible to
reduce speeds to 25 MPH for the section of De Anza between Potrero Street and 500
feet west of Young Street.
The Police Department also performed a selective enforcement on De Anza Drive on
November 28, 29 and 30 and cited seven vehicles for speeding.
STOP Sign Study:
The intersection of State Street and De Anza Drive was evaluated by the City Traffic
Engineer for placement of STOP signs on State Street. The criteria published in the
California Traffic Manual utilized throughout the State were used. The criteria are: "The
minimum traffic volume entering the intersection from each approach must average at
least 500 vehicles per hour for any eight hours of an average day."
00 3
Staff Report - Page Three
De Anza Traffic Study
January 3, 1995
The Traffic Engineer reported the average number of vehicles entering the intersection
from De Anza over an eight hour period was 136. State Street contributed an average
of 987 vehicles per hour over the same period.
In the 30 month period between January 1, 1992 and June 30, 1994, five accidents
occurred at the intersection. Three of the accidents involved vehicles entering the
intersection from De Anza Drive and colliding with a vehicle traveling on State Street.
None of these accidents involved injuries.
The Traffic Engineer recommends against installation of 4-way STOP signs at State
Street and De Anza Drive, based on the small volumes of traffic entering the intersection
from De Anza Drive and lack of a pattern of accidents which could have been prevented
by STOP signs.
The School District has indicated that no elementary school children are required to
cross State Street.
Pavement Repairs:
The Matich Corporation will commence the reconstruction of De Anza Drive, west of
State Street to Potrero Avenue, early in the new year.

CITY OF SAN JACINTO
EXECUTIVE SESSION MEMO
Honorable Mayor and City Council Members
Brian McNabb, Director of Community Development
January 3, 1995
SUBJECT: Update on Economics of Entertainment Center
The purpose of this memo is to provide an updated review of the economics of the
entertainment complex and the Super Block as a whole.
METROPOLITAN THEATRES
The theatre has purchased approximately 5.5 acres of the City's original 7 acres on a
deferred sale basis. The City originally purchased this property for $301,000.
Metropolitan is paying $239,580, financed for 15 years at 6.2% interest with the first
payment commencing in five years. The total amount paid is $368,584.31.
Additionally, Metropolitan has asked us to finance approximately $60,000 of mitigation
fees on the same terms as their original loan. This will net $91,800 in mitigation fees over
this fifteen year period. Most of these fees would have been waived under the City's fee
waiver ordinance, which sunsets on June 30, 1995. However, due to the preferrable
terms Metropolitan has received from the Agency, I have asked that these fees be paid.
On the revenue side, the theatre only brings in about $5,000-$7,000 per year in sales tax
and $15,000 to the Agency in tax increment.
An intangible factor which can't easily be measured is the impact the mere existence of
the theatre will have on the Super Block. We know that the skating rink is not possible
without the theatre. A viable restaurant pad is not possible without the theatre. A third
entertainment user is very possible, although not yet identifiable, due to the theatre
construction. Surrounding businesses could also see a pickup of activity.
Theatre 20 Year Summary
Redevelopment Agency
Expenditures $301,000
Revenue
Loan Repay $368,584
Tax Incrmnt $332,513
Net To Agency $400,097
Over 20 year period
General Fund
Expenditures -0-
Revenue $155,192
Net to Gen. Fund $155,192
Over 20 year period
SKATE AND FUN
The Agency is acquiring 21/2 acres for the skating rink for a cost of approximately
$490,100. The land is being given to them. Additionally, the Agency is loaning the rink
$300,000 for construction and $27,000 for mitigation fees (as with the theatre, these are
fees that would be waived if it was not an RDA project). The bans are deferred for three
years, then amortized for ten years. The total repayment amount for the construction
loan is $426,708.
In addition to the sales tax generated for the City and the tax increment flowing to the
Agency, the rink operator has agreed to pay a per capita attendance tax. This tax can
be paid either to the Agency or to the City. For the purposes of this memo, Staff has
assumed the tax was assigned to the Agency to reimburse it for acquisition costs.
The Agency is advancing the cost to get the skating rink utilities through the theatre site.
Pursuant to the agreement, this is to be reimbursed by the Skate Center. The amount
of advance is unknown, but will probably be in the $30,000-$40,000 range.
The intangibles are identical to those of the theatre with the addition of the possible
benefits which may be created as a result of the outdoor hockey rink.

The balance of the Agency's original property is being marketed as a pad for a sit down
restaurant. The value of the pad is probably in the $250,000 to $350,000 range. In our
financial analysis for the entertainment center, we have used a conservative value of
$200,000.
The Agency is paying the restaurant pad share of the utilities. It should get this money
back in addition to the sale price of the pad. This cost has not been calculated, but
should be below $20,000.

A rough revenue projection for the City is $10,000 a year in sales tax revenue. The
Agency would receive about $2,500 per year in tax increment.

Related to the development of the entertainment center are several infrastructure
improvements. They are:
1. Esplanade Avenue improvements
2. The "Entrada" improvements
3. Development of the "Village Green"
The "Village Green" is the concept that the Super Block master plan, prepared by Nadel
Partners for the City, suggested. It calls for developing a public gathering place where
art shows, concerts in the park, etc. can take place. This creates another reason for
people to come to the Super Block. The "Village Green" in Super Block would be at the
end of the Entrada, south of the movie theatre, and would be initially half acre. This area
will contain a fountain for a focal point, landscaping, and sidewalk.
In Fiscal Year 94-95, the budget anticipates expenditures of $500,000 for the development
of Esplanade Avenue and the Entrada and $439,035 for right-of-way for the Entrada and
the "Village Green".
The contract to widen the south side of Esplanade Avenue has been let in the amount of
$240,814. We will receive $27,900 back from EMWD now and $19,224 back from them
later. We are also incurring other costs in stubbing laterals to the theatre site.
Based on the favorable bid received for Esplanade Avenue, Staff estimates the Entrada
improvements will probably cost about $200,000, which means we should be under our
$500,000 improvement budget. However, for the purposes of this memo, we've assumed
a cost of $230,000. (The balance of the $500,000 is paying for the Esplanade
improvements.)
-3-
Full Development of the Village Green is not anticipated this year. This half acre site will
probably cost between $60,000 and $85,000 to landscape. We are using $100,000 for
the purpose of this discussion.
The Agency is assumed to bear 100% of these infrastructure costs.

OTHER SUPER BLOCK INFORMATION
In anticipation of the development of the larger center, the Agency purchased several
vacant parcels along Commonwealth Avenue for $700,000. At this time, they should be
viewed as a medium term hold although a portion of the corner of Commonwealth and
San Jacinto Avenues may be able to be sold within two years.
The Agency has incurred other expenses on the Super Block for consulting work
(appraisers, etc.) The major other cost incurred has been Russ Beckner's work. In the
23 months he has worked for us he has been paid $107,907.41. Most, but not all, of
his charges are related to the Super Block.

Staff Report
TO: Honorable Mayor and Members of the City Council
FROM: Brian McNabb, Director of Community Development
DATE: January 3, 1995
RE:
Extension of Subdivision Agreement Tract 23436-1 Commonwealth
Partners (Southwest corner of Commonwealth and Hewitt Streets)
NEIGHBORHOOD
Rose Ranch
RECOMMENDATION
Extend Subdivision Agreement for Tract 23436-1 for a maximum of two years.
DISCUSSION
At its meeting of October 18, 1994, the City Council received a Staff Report outlining
options for dealing with the expired subdivision agreement for the subject tract. This
report is attached for your reference. The Council indicated it was willing to extend the
subdivision agreement for 24 months as listed in the options of the October 18th report.
Jim Cox has prepared the necessary subdivision agreement extension and Al Johnson
of Commonwealth Partners has signed the document. This would grant an extension
of time to install the public improvements until January 1, 1997.
We have checked the status of the bond premiums and have been advised that
payments have been kept current.
While Staff had recommended a two year extension, John David Petty, representing the
Kern Company, owner of the balance of the tentative tract has verbally requested any
extension be limited to 9 months. Commonwealth Partners' property and the Kern
property have a common tentative tract map once completely owned by
Commonwealth Partners. Phase 1 was recorded by Commonwealth Partners.
However, the balance of the property was foreclosed on by Kern. The tentative map
expires on October 10, 1995 and cannot be extended further. Kern's tract is
dependent on that of Commonwealth Partners for its infrastructure. They would prefer
the City have the ability to call the bonds for Tract 23436-1 prior to the expiration of the
Kern property map. A two year extension would not permit this.

CALLING OF BONDS TRACT 23436 (SOUTHWEST CORNER OF
COMMONWEALTH AND HEWITT STREETS. DEVELOPER AL
JOHNSON
NEIGHBORHOOD
Rose Ranch
RECOMMENDATION
Direct Staff as appropriate based on the options listed below:
1.
Direct Staff to begin to process to revert the property back to raw acreage.
2. Extend the Subdivision Agreement for two years to allow the housing market to
turn around.
3. Call the bonds.
4. Call the bonds, only if neighboring property owners are willing to pay City costs.
5. Call the bonds, only if neighboring property owners are willing to both pay City
costs involved in calling the bonds and any City maintenance costs.
DISCUSSION
The City has 10-15 tracts which have been recorded and either been partially constructed
or not constructed. In either case, bonds have been posted to guarantee the
improvements specified in the Subdivision Agreement.
City Council Staff Report
October 18, 1994
Page 2
As time permits or as requested, the Staff is reviewing the status of these tracts and
contacting the bonding company either urging the installation of improvements or
indicating the Council will be reviewing the status of the bonds. To date, action has been
taken by the Council on two partially developed tracts and one undeveloped tract.
Staff has been in contact with several other bonding companies including ULICO which
has provided the bonding for Tract 23436. The bonding company began preliminary
exploration toward installing the improvements but has backed off at the request of the
developer.
Al Johnson, the developer, is questioning why the City would want the improvements in
place when there are other lots available at affordable prices and when such a
requirement would create an extreme economic burden on him and also question the
legality of calling the bond.
As with the other tracts, the Council should determine which of five possible actions would
best benefit the City.
The improvements in question are:
1. The installation of sewer in Commonwealth Avenue from San Jacinto
Avenue to Girard (extended) and in Girard Street.
2. The installation of water main in Girard and Commonwealth.
3. The widening of part of Commonwealth east of Girard and the construction
of Girard Street from Midway to Commonwealth Avenue.
4. A small amount of landscaping along Commonwealth.
5. Street lights on Girard and Commonwealth.
OPTION 1
If the City Council is not interested in the improvements and also has no interest in a
subdivision agreement which will be in default until the housing market turns around
substantially, the proper action would be reversion to acreage. This subdivision would
revert to a single lot and would have to be re -subdivided in the future. The City would
incur some minor costs preparing the reversion map. The costs may be recoverable from
the property owner.
City Council Staff Report
October 18, 1994
Page 3
OPTION 2
If the Council is not interested in the improvements but would like the subdivision kept on
record, it should extend the Subdivision Agreement. Staff would recommend a two year
extension into 1996. Normally, this request is made by the developer and there is a
several hundred dollar charge. The Council can either unilaterally extend the agreement
thus waiving the fee or require the payment if the developer wants to avoid reversion to
acreage.
OPTION 3
The City could call the bonds, which would result in the improvements being installed but
and may also result in litigation. The benefits to having the improvements include the
following:
a. More lots would be available for development.
b. Sewer would be installed in Commonwealth, which would reduce
Superblock development costs.
c. Girard Street would be installed creating another route for potential
shoppers to get to the Superblock.
d. Development on neighboring property might be stimulated.
Negative reasons for installing the improvements are the increased maintenance costs of
street sweeping, street lights, and landscape maintenance which would not be offset if
additional development didn't take place.
OPTION 4
The City could call the bonds if neighboring property owners pay all City costs incurred.
As noted above, neighboring property owners would benefit if the improvements were
installed. The City could determine their interest in paying litigation and other costs
incurred. If they are not interested, the City could pursue Option 1 or 2.
OPTION 5
The final option available to the Council is similar to Option 4, except that it would also
require the neighboring property owners to offset the City's increased maintenance costs
until development occurred.
Of the five possible courses of action, Staff feels that option two or five are ones that
Council should give the greatest consideration.

RE: Consideration of the City's Participation in the City Legislative Delegate
Program
RECOMMENDATION: 1.) Consider whether to have the City of San Jacinto
participate in the League of California Cities' City Legislative Delegate Program and if
so; 2.) Designate a member of the City Council to serve as the City's primary
contact/liaison with our Senate and Assembly Representative.
BACKGROUND
As the attached correspondence discusses, the League of California Cities has
established a City Legislative Delegate program. They have requested that each City
consider designating a member of the City Council to be assigned to serve as the City's
primary contact with our Senate and Assembly representatives. San Jacinto's State
Representatives are State Senator Bill Leonard (31 st District) and newly elected State
Assemblyman B. Granlund (65th District).
The goals for the program are six fold and include:
1. Personal contact with the Legislators.
2. Establish regular Communication with State Representatives to distribute
information, promote City interests and articulate City positions.
3. Provide a proactive forum.
4. Make contact with their State Legislators at least once a month.
5. Promote communication with City officials.
6. Protection and promotion of City services.

!!!IMPORTANT NOTICE/REQUEST!!!
League of California Cities
City Legislative Delegate Program
RETURN TO LEAGUE OFFICE ASAP!
00 2
BACKGROUND: This year, the League Board of Directors has voted to establish a City
Legislative Delegate Program to help strengthen the grassroots effort of the League on such critical
legislative issues as the state budget deliberations. When established, each city will have a
designated member of the city council assigned as the city's primary contact/liaison with the
legislator(s) in your area - both Senate and Assembly.
TO DO - SHORT TERM: To assemble this statewide list of "City Legislative Delegates" we ask
each city to do the following:
1. Name Delegate and Legislator. On the attached form, name the Mayor and/or Council
Member from your city who will act as the city legislative delegate and name the Legislator
to whom the city delegate will be assigned. While each city will have a procedure in place
to choose a delegate, it may provide a higher profile for the program if it is formally
agendized for a city council meeting.
2. Legislator Introductions. Between now and the end of the year, hopefully as soon as
possible, have the city delegate introduce himself or herself to the legislator(s) of the area.
This is especially critical if a new legislator has been elected. However, reintroduce yourself
to an incumbent who has returned to office - it never hurts to maintain old contacts with
your Legislator. A roster of the new Legislature has been compiled for your use in making
the introduction. Four Assembly seats are still in dispute at the time of this mailing.
Telephone and office numbers for both the Assembly and Senate will remain unavailable
until February, 1995. The general telephone number for the Assembly is 916/445-3614. The
general phone number for the Senate is 916/445-4251.
3. January 18_ 1995 Invitation, Invite your Legislator to the Wednesday, January 18, 1995
reception to be held by the League for League membership and members of the Legislature.
This reception will take place between 5:30 and 7:30 pm in Sacramento at the Hyatt
Regency Hotel in downtown Sacramento. It will be held as a part of the League's Mayors
and Council Members' Institute, but we are encouraging all mayors and city council
members to attend, not just those newly elected to office.
00 3'
PROGRAM GOALS: What does the League expect to accomplish with this program? The goals are
as follows:
1. Personal Contact, Establish a stronger personal contact with legislators from your area
because this is a critical link when delivering the League's message on key legislative issues.
2. Regular Communication. This program will help establish regular communication on city
issues which is tremendously important to be successful in the legislative process. The
League intends to use this network of city officials to distribute information, promote city
interests and articulate city positions with members of the Legislature.
3. Proactive Forum, It is extremely important to take the initiative to deliver the city
message on key issues. This program will help provide the initiative.
4. One Task Per Month. In order to maintain the integrity of the program, we are asking
that each city establish the goal of making at least one contact per month during the 1995
legislative session with their Legislator. This may seem to be a significant demand, however,
we expect that issues and opportunities for contacts will become easier as cities work within
the program.
5. Promote Communication with City Officials. The program is also intended to accomplish
greater communication between the delegate from the city and the rest of the city council
on important legislative issues.
6. Reward for Citizens, Perhaps the greatest reward in the program will be the protection
and promotion of city services with the citizens in your community. It can also help stimulate
greater community -wide support for city programs.
FOLLOW-UP: This project is under the guidance of the Mayors and Council Members'
Department of the League. It is the intent of the Department to schedule a briefing/debriefing of
the city delegates at the Mayors and Council Members' Executive Forum in Monterey in July. The
meeting will be used to share successes, updates on the program and to receive reports on the
latest from Sacramento in what we expect to be a very difficult year.
Also, the Department intends to provide awards and recognition for the cities with the most active
and innovative programs at the Monterey Executive Forum in July of 1995. We encourage city
officials to develop and use the program in any manner that promotes the interest of cities on
important legislative issues.
Thank you for your interest. We look forward to working close with you in 1995. It is expected to
be a difficult year. This effort will be an important link in delivering the message of cities in the
1995 legislative session. The League wants and needs your eager participation.

BACKGROUND
The School District is asking to reschedule the previously scheduled January 24th joint
meeting with the Council to Tuesday, February 14th, at 7:00 p.m. The meeting will be
held at the San Jacinto Unified School District Board Room, 257 Grand Army.
