SUBJECT: ENGINEERING SERVICES FOR THE FIVE HOME PROJECT AT SAN
JACINTO AND THIRD STREET
NEIGHBORHOOD Heritage
RECOMMENDATION
Agency staff recommends that the Agency place Cozad and Thomsen, Inc. under a
professional services contract to provide engineering services for the five home project
at the corner of San Jacinto and Third Streets at a cost of $10,900 plus reimbursable
expenses estimated at $330.
FUNDING SOURCE
The recommended funding would be from the Redevelopment Housing Fund (Fund 99).
BACKGROUND
As part of the revitalization of. Downtown San Jacinto, engineering and survey services
will be required for the HOME Grant residential project being developed by the agency
in cooperation with the County of Riverside on the block between San Jacinto and Sheriff
facing on Third Street The agency requested proposals from three engineering firms,
Webb Associates, Cozad and Thomsen Inc., and Unland and Associates, Inc. to provide
engineering and survey services for the residential project. All of the firms were qualified
in providing engineering services to municipal agencies and each firm responded to the
request for, proposals.
All three of the firms responded in a timely manner to the request for proposals. All of
the proposals identified an understanding of the scope of services requested. The
amounts proposed by each bidder were as follows:
City Council Staff Report
June 7, 1994
Page 2
Unland and Associates $12,200
Webb Associates $11,700
Cozad and Thomsen Inc. $ 9,900
The services provided by the selected firm will include boundary and topographic surveys
of the properties, lotting study, preparation of the necessary record of survey, certificates
of compliance and legal descriptions for the residential lots, precise grading plan, water
and sewer plans, street improvement plan and final monumentation.
The contract will be done in two phases. The first phase will be the lotting study and
boundary survey.' Once the project has been reviewed and approved by the Planning
Commission and Redevelopment Agency Board, the project would move to the
construction engineering.
As a part of this effort, the Agency has asked Cozad and Thomsen, Inc. to research the
possibility of including the existing house at the corner of Third Street and Sheriff. Adding
the lot to the total study will cost an additional $1,000. This will still keep the cost of the
overall engineering effort below the next highest bidder.
Based on staff review, Cozad and Thomsen, Inc. provides the most cost effective bid and
is recommended for selection. Additionally, this firm is experienced in providing for the
creation of legal lots by governmental agencies. The signed contract with addendum for
their services is attached for the Board's review.

A. Cozad & Thomsen, Inc. will perform a boundary survey of a portion Of Lots 6
& 7 and all of Lots 8 and S in Block 8 Vfthe town of San Jacinto, Map Book
7, Page 328. We assume that there is Sufficient survey control within Block
8 or within that portion of the street right-of-ways directly contiguous to
Block 8 . This ultimate block size will then most likely require a proration of
the existing |uta and may yield an excess ordeficiency within specific lots.
It is also possible that fences ur other structures may encroach upon the
subject site. Our estimate assumes nnsignificant errors, conflicts or
encroachments inthe title information. The City may be required to resolve
boundary issues revealed by the boundary survey.
B. Perform afie|d topographic survey of the 0.70 acre site. This will include
acquiring street cross -sections Vn both San Jacinto Avenue and Third Street
extending minimum 0f lOOfget beyond the project boundary. Additionally,
the topographic survey will obtain overlap data atthe existing residential
areas north and east of the site. Topographic data will be collected
electronically and reduced tua computer generated digital map using
AutuC/\D Version 12 format.
2. PRELIMINARY LOT DESIGN
Consultant shall conduct an initial lotting study for the site incorporating the
housing designs previously prepared for the Brown and Second Streets
redevelopment projects. Consultant will coordinate various design iterations with
the Redevelopment Agency officials in order to obtain approval.

1Third Street iGimproved with 6'inchcurb and gutter aswell aaa 5`fuotvvida
sidewalk for the entire length of the project frontage. These improvements
appear to be at the proper alignment and of relatively recent construction.
Several minor cracks were noted in the curb, but the overall innprnvarnnntn
seem to be in good condition. Asphalt overlay tothe centerline of the street
may be all that is required if this construction remains in place.
2. The curb return, spandrel and cross -gutter at the intersection of Third and
San Jacinto are in poor condition and possible incorrect alignment. This
construction will need to be removed and replaced.
3. On San Jacinto Street the existing curb tapers from the broken curb return to
an old alignment of 4-inch curb. This curb must be removed in order to
accommodate an assumed new alignment approximately 5 ' 8 feet easterly.
Sidewalk will be required at this location.

SUBJ: Demolition of Abandoned Structures
DATE: June 7, 1994
NEIGHBORHOOD:
City-wide Within Redevelopment Area
SOURCE OF FINANCING: Redevelopment Housing Funds
******************************************************************************
RECOMMENDATION Authorize Redevelopment Agency to provide up to
$35,000, to the City for the abatement of abandoned structures.
*********************
BACKGROUND:
The City of San Jacinto has been successful in having property owners
allow the fire department to burn abandoned structures on their property,
with the property owner paying the costs associated with this method of
demolition. This has allowed many unattractive properties to be
demolished ` and the sites cleared.
Building & Safety Staff have now identified several structures that are
currently abandoned and need to be demolished and the debris removed
from the lot they occupy. The owners of the buildings are willing to have
them removed, but lack the funds to abate the structures. However, they
are willing to have a lien placed against their property for the removal of
the buildings. The staff of the agency are suggesting a program, where
redevelopment funds would be loaned to the property owner to expedite
the demolition process.
The Building & Safety Staff have determined that the average cost for
abatement of a 1,000 square foot structure, with the fire department
burning the structures, would be $6,795. This cost is as follows:
Preliminary Title Report
Asbestos inspection of structure
Removal of asbestos if found in the structure
Debris removal after Fire Department Burn
City Administrative Fee
$ 395
$ 400
$ 3,000
$ 2,500
Sub -Total $ 6,295
$ 500
Total $ 6,795
Staff also suggest that an administrative fee of $500 be included in each of
the funded abatements where city/agency financing is utilized.
All structural materials and the foundation of the structure would be
removed from ` the property All utility lines would be capped.
The owner of the property would agree to sign a loan agreement to repay
the abatement amount within five years, or upon the sale or refinancing of
the property. The loan amount would be a secured by a trust deed on the
property and a personal guarantee by the owner. This would be a no
interest loan.
The $35,000 amount would allow for the removal of at least 5 structures.
Structure demolition assistance would be prioritized - with high visibility
structures along commercial corridors having top priority for demolition.
Since this program will be using housing funds for the demolition process,
the City will need to provide an equal number of replacement structures.
Given the current building plans of the Redevelopment Agency, there is
already sufficient housing being created to replace those being demolished.
Additionally, since this is a loan program, these funds will be returned to
the low/moderate income housing fund for future use. Finally, it is
important to demolish these existing structures, which are often non-
conforming uses, since they create a blighting influence and negatively
impact on the city's ability to encourage families to own homes in the
downtown area.
Removal of these abandoned structures through a cooperative program
will assist in improving the image of San Jacinto. It is hoped that all
property owners with structures that require demolition will be
encouraged to comply on a voluntary basis either using their own funds or
availing themselves of the Agency loan program.
For those property owners that will not comply with the voluntary
program, either through the use of their own funds, or by seeking loan
assistance from the Agency the City has the power to initiate an abatement
process, with an ultimate lien against the subject property.
In this process, under the Uniform Housing Code as adopted by the City,
there is a formal process for removing substandard buildings where the
owner refuses or is unable to make the necessary repairs to the subject
buildings.
This process includes the following basic steps:
• Preparation of a notice and order to the property owner with proper
service of the notice and order stating the actions required to correct
the substandard condition and the time frame to complete the
necessary actions.
• Recordation of the notice and order if the property owner fails to
comply and no appeal is filed by the property owner.
• Posting of a notice to vacate and insurance of compliance.
• Provision of an appeal process for the property owner to the
Community Preservation Committee, which acts as the appeals board for
the City.
• Initiation of demolition under standard contracting procedures of the
City using the repair and demolition fund that should be established by
the City to facilitate the abatement process.
• Following the repair or demolition work notice to the property owner
and public posting of a notice for a hearing before the City Council for
the recovery of costs associated with the demolition.
• If owner fails to pay for the city demolition work, the City Council can
direct staff to file a report with the Assessor and Tax Collect to establish
a lien against the property.
• If property owner fails to pay the assessment then the amount of the
lien is subject to the same penalties and procedure for sale as provided
for ordinary property taxes. This means that the City may not be
repaid for up to five years.
If the City initiates this process in regards to substandard structures on a
property, it would be expected that with appeals, the demolition would
probably not commence on an specific property for nine months.

Presentations as contained in the staff report on file with the City Clerk were
made by Community Development Director McNabb and Senior Planner
Huts. In response to inquiries by Council and Commissioners, staff advised
that biological studies were not complete, but the findings would be
incorporated, if necessary, as mitigated measures relating to the owls.
Clarified that a site review revealed, pursuant to CEQA, the need for a
biological study, which staff was not qualified to do. In other similar
situations the mitigation resulted in a method of trapping and relocation of
the owls. Regarding zoning, staff advised that it would be premature to
make the entire area commercial.
The public hearing was opened. There being no speakers wishing to
present testimony, the hearing was closed.
A MOTION was made by Commissioner Duistermars, seconded by
Commissioner Carlson-Buydos, to adopt a Negative Declaration for Project

Staff advised of the following in response to inquiries:
Habitat for Humanity prohibited from receiving materials direct from the
City, so a coordination with contractors would probably be utilized. Stated
that funds received by Habitat for Humanity must be put back into San
Jacinto and could not be recaptured by the Agency. Suggested a
revolving fund for the housing.
If the site at Third and Sheriff were acquired, staff would come for agency
action at the June 7 meeting. Stated staff would check and if the property
in question were historical, CEQA guidelines would be followed.
Clarified that homes resold would be bound to the CC&R's, which would
limit the maximum sale price and could only be sold to qualified buyers in
the low to moderate range. On the Rehabilitation loans, the terms were
effective only for the life of the loan. Regarding the developer assistance,
the selling prices would be set by agreement.
May 3, 1994
Clarified that the funding figures reflected carry overs and the overhead
and salaries for each fiscal year. Each department would share
proportionately in all such expenses. Identified that the funding reflected
the amount of activity in a given fiscal year, i.e., active construction would
require more staff effort. Many programs were currently high dollar, and
upon acquisition then staff cost would increase.
It was suggested that staff provide a breakdown and justification of costs
during the budget process.
Identified the negotiations with local banks and the federal mandates that
they reinvest in the community to benefit low to moderate income.
Further, banks were not expected to take a loss or make bad loans, just
reinvest. Mayor Hafliger stated he could not discuss or take action on
related matters due to a possible conflict of interest.
Clarified that the ability to bond was at the maximum.
It was suggested that upon implementation, the housing strategy be
reviewed and the economic feasibilities studied in hopes of participating
in more joint ventures with those knowledgeable of the market. That
those rehab's with violations be considered first.
Also stressed, was the emphasis for employee participation in the
programs being offered. Staff advised that further specifics on employee
programs would be presented in the next month or two.
Staff clarified there was a consensus of both bodies to stress home
ownership over that of multi -family. Multi -family was not the focus at the
present time and the Jordan Street was an effort to convert multi -family
to ownership. Regarding 640 Jordan, and the related policing costs at
that site, the state laws limited the ability of the City to require on site
management for units totaling less than 16. The City was looking for
ways to facilitate quality management and would follow up with a report to
both bodies. Reiterated the attempts to deal with the issues through
Code Enforcement and requiring inspections annually or upon vacancy
and corresponding incentives for management.
Police Chief Holmes, in response to Council, advised he was not aware
of any billings pursuant to the new ordinance allowing the assessment of
a penalty after one or two calls.
May 3, 1994
City Attorney Cox advised that a local agency could not pre-empt state
law with a code stricter than that of the state.
The Planning Commission was asked for specific issues or policies the
would like agendized for future meetings. None were requested.
Staff provided an update on the status of the Vosburg hotel.
City Manager Easter handed out a report from the state on the new
population statistics for San Jacinto, as of 1/1/94 the population was
estimated to be 23,976. Additionally, the 2010 Committee requested a
joint workshop with the City Council, to be scheduled in June or July, and
the Planning Commission would also be asked to participate, to review
alternatives for financing capital improvements and infrastructure. Finally,
stated the water had been brown due to the flushing of lines.
3.0 ADJOURNMENT
There being no further business to conduct, the City Council meeting was
adjourned. The hour of adjournment being 7:15 P.M.

3.0 PUBLIC COMMENTS
3.1 Sovereignty Resolution Request by Matthew Kosvic
Faye Anderson advised her presentation was a continuation of the
information that she and Mr. Kosvic presented at last meeting, including a
packet of information which was submitted. She urged that the City join
other agencies in the movement to support the proposal. She reiterated
the benefits as they saw them as previously presented. She felt this was
the only means to save the country from bankruptcy and gave her
interpretation of historical financial events of the country. Urged everyone
to become knowledgeable on the subject and recommended the book
"Debt Virus" as being, in her opinion, the best on the subject.
1
May 3, 1994
Matthew Kosvic also urged support for the proposal. Reiterated his prior
statements on the matter and cited a report from the City of Hemet which
was in support. Stated he felt the proposal had no inverse impacts on

Resolution on their next agenda.

At the hour of 7:55 P.M. convened the Redevelopment Agency in joint session with the
City Council for the following:
4.0 REDEVELOPMENT AGENCY/FINANCING AUTHORITY
4.1 Updated Feasibility Study for Golf Course
Community Development Director McNabb made a presentation as
contained in the staff report on file with the City Clerk.
In response to inquiries, staff advised the previous study no longer was
reflective of the current market and there was a need for verification of
accurate numbers with the changes in the economy. There was also a
need to review the status of courses within a specific radius of the City,
which over the passage of time may have changed, as well as the
demand for different types of courses. Advised there were still some
interested parties for such a venture but not specific sites. However,
there was a primary focus on the Westra property. The previous study
had been funded in total by interested parties but they had no interest in
funding the updated study, but that the costs would be reimbursable.
Only a small portion of the amended RDA area was included.
A MOTION was made by Councilmember Solorio, seconded by
Councilmember Leahy, to authorize staff to enter into an agreement with
ERA to update the Feasibility Study for the construction and operation of
a municipal golf course at a cost of $7,500. Motion carried on a 4-0 vote

7.0 CITY DEPARTMENTS
7.1 Chamber of Commerce Request for Assistance for the Creation and
Implementation of a Certified Farmer's Market
Community Development Director McNabb made a presentation as
contained in the staff report on file with the City Clerk.
City Manager Easter advised of the impacts due to the litigation on the
4
May 3, 1994
RDA amendment and offered this as a solution to resolve the financing
assistance, to be paid from the general fund and repaid with RDA funds if
the litigation was successful.
It was cautioned by the Council that such funds would come from
reserves. An inquiry was made whether the Chamber Board of Directors
had voted to endorse the concept.
George Evans stated that although he was not present at the board
meeting, it was his understanding, but somewhat a gray area, that this
proposal had been in the works for six months and the original proposal
was for the down town area and Joe Sanchez had sent the letter of
endorsement.
Perry Warren felt the offer was for special interests and that the business
people involved in the Chamber should pitch in the funds necessary
rather than to take the taxpayer's money from the general fund.
Council consensus that although the plan had merit, there was serious
concern taking money from the general fund for such purpose during the
current economic situation and especially using reserve funds.
In response to a request from Council to provide staff direction. Council
consensus to reconsider the matter if the RDA litigation were successful.
Also extended appreciation for the efforts of business people who worked
on the proposal.
7.2 Water Department Capital Improvements Update
Water Superintendent Townsel made a presentation of overheads
showing the accomplishments made with the water bonds. Advised the
meter conversion was complete with one exception and that rates had not
been raised since October, 1992. The new system minimized mistakes
and guaranteed a fair share on the costs. Further, the improved system
had allowed staff more time to complete other tasks around the City.
Stated that iron and manganese levels were below detectable levels and
met all requirements. Explained the successes of the volunteer program.
Finally, the reservoir at Bath Well would go out to bid in early June which
would increase the water availability during the summer months and
would provide increased water supply for fire suppression.
5
May 3, 1994
Staff, in response to Council inquiries, advised that all the billing problems
had been resolved and were caught up. With regard to sediment in the
water, flushing would begin to occur at night to minimize impacts ci the
community and there was very little remaining.
Staff further advised that the City was required to provide all customers
with an annual water quality report, which would be going out in the next
week or so. Reiterated that the water was healthy and safe and only a
matter of being aesthetically unpleasing.

7.3 Consideration of Recycling Services Proposals
7.3.1 City of Hemet
7.3.2 CR & R Incorporated
Council consensus to discuss both items at one time.
7
May 10, 1994
Assistant to City Manager Anderson made a presentation as contained in
the staff report on file with the City Clerk.
Mayor Hafliger advised the City of Hemet had voted 5-0 to proceed and it
was now up to San Jacinto if they wished to proceed jointly.
City Manager Easter advised the Hemet City representatives were
available for questions.
Rocky Carns advised that the City of Hemet City Council had met in study
session to hear details and take public input earlier in the day. The
recommendation at the evening meeting was to approve and direct the
committee, City Manager and City Attorney to draft agreements and bring
back some language for both councils to consider at a special meeting on
May 24, 1994. In response to Council, advised there had been no
changes recommended to the suggestions of the subcommittees.
David Fahrion, representing CR&R, Inc., gave some background on his
firm. He stated that the figures provided in the Hemet staff report were
inaccurate and that CR&R's rates had been misquoted. Felt that the
businesses and citizens would not be best served by a joint venture with
Hemet, and that the cost would be higher and less service derived than
what was recommended by the citizens committee. Stated the Hemet
proposal provided no guarantees (which CR&R did), nor indemnification
(CR&R would incur all fines), and rates could be raised without council
approval. Further, the CR&R proposal would not be implemented until
July, 1995, and would result in a $237,000 savings to residents. Cited all
the applicable figures and where he felt there were errors. Submitted a
written breakdown of their proposed costs. Specifically noted that green
waste was required under the Public Resources Code to be picked up
weekly and Hemet was proposing every other week. Stated that the 6 7 %
of the businesses would not qualify to participate in Hemet's plan. Urged
the Council to review each plan carefully before deciding.
Alan Oganesian, OK Associates, agreed with the statements of Mr.
Fahrion. Stated he had requested information from Hemet, which he
never received. He had analyzed what he could and felt that CR&R had
the best offer for the City.
May 10, 1994
Gary Jacobs voiced concerns with jointly participating with Hemet, citing
their inability to balance the budget. Felt he was familiar enough with the
work of CR&R to support a proposal with them.
R.J. Stevens inquired what the citizens were getting for their money and
voiced concern with the Hemet proposal.
Bob Farni, City of Hemet, advised Mr. Stevens would be getting a 3 yard
container picked up 2 times a week. Further, there would be educational
programs on recycling and that each business would have a program
tailor made for them. In response to Council inquiry, advised there may
be some cost involved depending upon the program.
Artis Lowenberg stated the citizen committee had spent a great deal of
time on the CR&R proposal, but had not had the opportunity to input on
the Hemet proposal. Urged the council to allow more time and for input
by the citizen committee.
Greg Oganesian voiced numerous questions about the Hemet plan, i.e.,
fees, green waste recycling and containers and how would they insure the
content.
Bob Farni advised there would be 60 gallon containers for recycling.
They would take glass, paper, cardboard, magazine, telephone books,
plastics, and curbside green waste. Citizens would use their own bags for
greenwaste. Finally, all collections would be manually inspected. In
response to Council inquiry, advised that the back yard composting
program had eliminated the large quantities of green waste, a 35%
reduction.
Alice MacDonald, Heritage Ranch Board of Directors, voiced concerns
that the program was too large (60 gallon containers) for areas such as
theirs (mobile homes). In addition, they already recycled much of their
waste to non-profit organizations, i.e., aluminum cans and newspapers.
Mr. Farni advised that they had smaller containers and rate reductions for
special situations such as Heritage Ranch. As for the non -profits, they
had cooperative agreements with many of them already.
Alan Oganesian voiced some concerns regarding routing and
May 10, 1994
schedules, and the multiple of vehicles picking up at the same time.
Seemed more efficient for them when they would already be in the area.
Virgal Woolfolk voiced concerns that the recycling issue had surfaced so
quickly when everyone had been looking at CR&R, and then Hemet
suddenly entered the picture. Would like to see an analysis of both
proposals and the related costs.
Mayor Hafliger gave the background on the events which had been
occurring regarding recycling. The deadline to decide was fast
approaching and now proposals were being compared. Felt the Council
would work out a plan which served the best interests of the community.
Councilmember Leahy stated that all possibilities would be explored and
this was the first time figures were available for commercial. Voiced
concern that there was conflict with the figures presented. Felt certain
that public hearings would be held before rates were set.
City Attorney Cox stated that hearings usually were held.
Councilmember Solorio reiterated that a decision would not be made until
May 24, 1994, and also had some concerns with the pricing variations.
Made the following additions and changes to the committee
recommendations noted in the staff report:
1. The joint program would be provided through an agreement
between the two cities, through a city to city agreement with
reference to the state JPA Act.
5. The City Councils would receive recommendations from the
citizens solid waste advisory committee, which would be expanded
to include appointees from the City of San Jacinto. Both cities
agree to proportionate number of representatives on citizens
advisory committee from each city.
9. Both cities will investigate application to the California Integrated
Waste Management Board as a regional recycling authority, which
will allow both cities to combine their waste reduction requirements.
If this approach is found to be legal, establish regional recycling
authority within two years.
10
May 10, 1994
11. Unless merger is undertaken to form regional recycling authority.
Mr. Solorio urged that staff be directed to draw up an agreement with the
conceptual elements, referred to previously, for consideration by each
City at the May 24th meeting, and to meet with Hemet staff and draw up a
more detailed economic proposal reflecting operational figures and
justification for all relative cost items to each City. Stated it was the
objective to meet the state mandate with a minimal impact to the
community.
Mayor Hafliger recommended that staff be equally involved with setting
rates, decisions regarding hiring of additional employees, restructuring of
routes, in other words, truly a joint effort. Would like to see a line item
budget. Emphasized the need to look at all proposals before making a
decision.
Alan Oganesian stated he could also provide a proposal if desired,
although he had not been asked to.
A MOTION was made by Councilmember Leahy to consider a proposal
by OK Associates. Motion failed for lack of a second.
City Manager Easter clarified it was the consensus of the Council for staff
to bring back on May 24th, a more detailed understanding of the costs
and cover the points indicated by Mr. Solorio, and to include the advisory
corn mittee during the next two weeks to review the proposals, develop a
fact sheet with the key elements of each proposal, those being the City of
Hemet and CR&R, Inc. Council confirmed it was a consensus to do that
which was outlined above.
Consensus to hear the proposals at a special joint meeting with Hemet, in
Hemet at 6:00 P.M. on May 24, 1994.
Dave Fahrion voiced concern about the ethics of meeting jointly in Hemet
and San Jacinto making such a decision.
City Attorney Cox advised the Brown Act allowed for such a meeting.
Council would have the option to defer action or reconvene at their regular
meeting later in San Jacinto.
At the hour of 10:10 P.M. Council recessed.
11
May 10, 1994
At the hour of 10:25 P.M. Council reconvened with all members present except
Councilmember Williams and one Council seat vacant.
7.4 African Honey Bees (Killer Bees)
Acting Fire Chief Price explained the steps taken to protect the first
responders and the protective equipment. Advised staff would be
developing an action plan similar to Hemet, based on the needs of the
City. Clarified that they would not be involved in mitigating bees and
would be bringing forth in the future a model ordinance, similar to that of
San Diego, for the regulation of bee keeping within the City.

FISCAL IMPACT:
Funding for the engineering services and for the construction of public

On September 28, 1994, City staff and the Soboba Village IV Committee

On February 22, 1994, City staff and the Soboba Village IV Committee met with
the City's financial consultant to discuss the proposed bond issue required to
fund the improvements. The discussion included an estimated "buy-out" price
at which property owners could pay-off their CFD 88-1 obligations if they chose
to do so.
On March 15, 1994 the City Council authorized advertisement for bids for the
public improvements Bid opening is set for June 14, 1994.

SUBJECT: Reprogramming of CDBG Funds
Recommendation: The City Council receive public input and act to reprogram the
following CDBG funds:
1). $5,000 for the Hemacinto Youth Boxing Club, from the San Jacinto School of the
arts, to Valley -Wide Recreation and Park District.
2). Program $44,670 in additional 20th year CDBG funds to the Downtown Storm
Sewer Project.
Background:
Reprogramming of Hemacinto Youth Boxing Club funds
In January of 1993, the City Council allocated $5,000 to fund the Hemacinto Youth Boxing
Club. When these funds were first programmed, the Hemacinto Youth Boxing Club was
made eligible for CDBG funds under the private non-profit status of the San Jacinto School
of the Arts. CDBG funds were approved for the San Jacinto School of the Arts to pass
through to the Boxing Club.
Since that time, the Boxing Club has signed a Memorandum of Understanding with Valley -
Wide Recreation and Park District. All facets of the Hemacinto Youth Boxing Club are now
under the direction and supervision of the Valley Youth Project.
Therefore it is appropriate and necessary for the City Council to reprogram such funds
from the San Jacinto School of the Arts to Valley -Wide Recreation and Park District to
enable this project to move forward.
Programming of additional 20th year funds
When 20th year CDBG funds were programmed in early 1994, the actual amount of funds
allocated to the City was not known. Each year the Riverside County Economic
Development Agency (EDA) publishes a funding allocation table after the local application
deadline has passed. The City programmed $119,869 at that time, which was a
conservative estimate. Since that time, the EDA has released the allocation table for the
20th year CDBG funding cycle. The City's final allocation for the 20th year is $164,539.
The unprogrammed amount is $44,670. Since the County has adopted its program
statement for the year, no new programs can be added. However, the City can direct
these funds to supplement any existing City CDBG project. Projects now programmed
include the following:
Downtown Storm Sewer Project -- 20th year funds: $102,000
Community Center Kitchen Renovation -- 19th year funds: $35,000
San Jacinto Avenue Sidewalks -- 19th year funds: $71,808
Staff would recommend that the $44,670 be allocated to the Downtown Storm Drain
Project. This project will alleviate flooding in the area bounded by Main Street, San
Jacinto Avenue, Sixth Street, and Jordan Avenue. It is also a necessary "first step" in
the public infrastructure renovation of our Main Street. The cost of the project is
estimated at over $200,000. This additional funding, combined with flood control funds,
would help make the project more financially feasible.

SUBJECT: Las Brisas Landscaping Update
Recommendation:
Receive and file.
Background and Analysis
At their meeting of April 5, 1994 the City Council offered Windward Homes,
Inc., the Developer of the Las Brisas tract, forty-five days to complete the required
landscaping on Ramona Expressway.
The forty-five day period expired on May 20, 1994 with no action on the part of
the developer. The City Attorney made demand on the bonding company to complete
the landscaping work in a letter dated May 24, 1994. On Thursday, May 26, 1994 the
bonding company notified the City by telephone that the developer, Windward Homes,
had indicated they were prepared to move forward with the landscape project. The
bonding company is now waiting to see if the developer is serious.
On June 1, 1994, City staff discussed the Las Brisas landscaping project with
Mr. D. Peter Seiersen of Windward Homes. He has contracted with Excel Landscape
to install the Las Brisas landscaping and expects to have the work complete in early
July.

SUBJECT: San Jacinto City Museum
DATE: June 7, 1994
Recommendation
Receive and file.
Fiscal Impact
The San Jacinto Valley Museum Association has requested that the City
continue to provide financial support to the museum . The proposed 1994-95 City
budget for the museum is $7315 compared with $7750 for 1993-94.
Background and Analysis
The San Jacinto Valley Museum Association presented a Resolution concerning
the Estudillo Mansion to the City Council at their April 12, 1994 meeting. The
Resolution anticipates the use of the Estudillo Mansion as the City Museum.
Although there is not yet a formal agreement, the Museum Association feels
that Riverside County will purchase the Estudillo Mansion and grounds. The
Association believes that the County will own the building and grounds and allow the
Museum Association to utilize the Mansion as a museum. Most likely the County will
maintain the 6 acres surrounding the mansion and require that operation and
maintenance of the mansion be the responsibility of the Association. The Museum
Association hopes that they will be able to occupy the mansion by March, 1995.
The Museum Association has discussed, but has not taken action on the
following suggestions of Dr. Gerald Smith, from the San Bernardino County Museum
which included:
The City and County should be responsible for the museum through
some type of agreement.
2. The City and County can levy taxes to support the museum and prepare
grant applications for federal funds.
3. The County should be responsible for the Mansion insurance, as well as
maintenance of grounds, parking lots, buildings and modifications to
comply with ADA.
4. The museum needs a full-time director who should be a City or County
employee.
Since the Museum Association has not yet entered into an agreement with the
County for use of the Estudillo Mansion, nor have they accepted or rejected any of
Dr. Smith's ideas they have requested that for 1994-95 the City Council continue to
provide and maintain the present museum building, rent free, utilities included, and
continue the annual $6000 contribution toward museum operation.

T.EFT TURN LANES AT RAMONA EXPRESSWAY AND
CHASE STREET
Recommendation:
Advise staff on whether to utilize Measure "A" funds to construct left turn lanes
on Ramona Expressway at Chase Street.
Fiscal Impact:
The cost of widening and restriping of Ramona Expressway at Chase Street to
accommodate left turn lanes is estimated at $25,000. Although no funds are
available for this project in the current City budget, the City Council may wish
to utilize Measure "A" funds to construct the left turn lanes.
Background:
At their February 1, 1994 meeting, the City Council received a petition from the
Las Brisas property owners requesting installation of left turn lanes on Ramona
Expressway at Chase Street. Staff agreed to investigate criteria for installing
left turn lanes. According to the City Traffic Engineer, Ben Dobbins, there are
no specific criteria for providing left turn lanes. However, the volume of traffic
on the arterial street, the speed of the traffic, the number of left turning
vehicles and accident history should all be considered. This information was
provided to the City Council at their March 1, 1994 meeting. The March 1, 1994
traffic data has been updated for this report.
At their May 24, 1994 meeting the City Council asked staff to reconsider the
request for left turn lanes.
Staff believes the installation of left turn lanes at all intersections along arterial
streets is desirable, if funds are available. In the case of Ramona Expressway
at Chase Street, there are no funds available unless the City Council wishes to
divert gasoline tax funds from other approved projects. Another alternative for
funding is the diversion of Measure "A" funds from the Warren Road
rehabilitation project. Use of Measure "A" funds for installing the turn lanes on
Ramona Expressway at Chase Street will not have a significant effect on the
$1.5 million Warren Road project which will probably be accomplished in
several phases over a period of five years.

a twenty-four (24) month period ending December 31, 1993. Print-outs of
accidents which may have occurred since December 31, 1993 are not yet
available. As expected, the highest rear end accident locations are at signalized
intersections. The accident histories at arterial intersections with no left turn
pockets do not seem to be unusually high.
