RE: RIDGEVIEW SIGNS
Dear Brian:
Pursuant to our telephone conversation, I hereby request that the City of San Jacinto reimburse us
$1,568.30 for the cost of the five 4'x 8' signs you instructed City personnel to pickup and destroy.
Enclosed you will find the appropriate bills to support this total.
I feel this is fair and appropriate since we were given absolutely no notice of your intended actions or
any opportunity to retrieve our property. I can assure you, if someone from the City had contacted us,
we would have responded immediately. As I see it, this is the same as towing away an illegally parked
car and having it demolished, without notice to the owner.
Considering the state of the economy, I am amazed that any city would spend their valuable resources
on actions that are counter productive to their economic well being. As you know, offsite signage is the
number one source of traffic to any new home community. By removing offsite signs, you will slow
down sales activity which will negatively impact the many economic benefits derived from the
construction of new homes in the area.
For this reason, I think it would be appropriate for the City to consider relaxing the strict enforcement
of the sign ordinance until times improve. Also, as a courtesy to the building industry, I feel a new
policy should be adopted to give the builder notice of a violation and a reasonable time to cure the
problem. However, in no event, should City personnel be allowed to destroy the private property of
others without first notifying the owners.
I look forward to your response to my request and suggestions.
Very truly yours,
Enclosure

RE: RIDGEVIEW SIGNS
Dear Brian:
Pursuant to our telephone conversation, I hereby request that the City of San Jacinto reimburse us
$1,568.30 for the cost of the five 4'x 8' signs you instructed City personnel to pickup and destroy.
Enclosed you will find the appropriate bills to support this total.
I feel this is fair and appropriate since we were given absolutely no notice of your intended actions or
any opportunity to retrieve our property. I can assure you, if someone from the City had contacted us.
we would have responded immediately. As I see it, this is the same as towing away an illegally parked
car and having it demolished, without notice to the owner.
Considering the state of the economy, I am amazed that any city would spend their valuable resources
• on actions that are counter productive to their economic well being.
Very truly yours,
is Cana ay

SUBJECT: AGREEMENT TO DEFER ON-SITE IMPROVEMENTS
1350 S. SAN JACINTO STREET
ALL-CITY TIRE (BUSINESS OWNER) AND SAN JACINTO INVESTORS
(PROPERTY OWNER)
RECOMMENDATION
Staff recommends that the City Council authorize the Mayor to execute an agreement with
the above named entities to allow the on-site improvements to be deferred for one year.
Note: The proposed business operator and the property owners are requesting that the
installation of the improvements be deferred for two (2) years.
DISCUSSION
All City Tire is currently located at 1020 S. San Jacinto Avenue, behind Rick's Automotive.
All City Tire has given notice to the owner of that property that they intend to move to
another location. The site they have chosen to move to is located at 1350 S. San Jacinto
Avenue, which is a partially developed site, immediately south of Quality Transmission.
The site has been devoid of a use for several years, and contains only a small building
that could be used for a showroom and perhaps a small repair bay. Currently, the site
has no paved parking, on-site lighting, and/or landscaping as required by the Zoning
Ordinance. As such, the site is considered non-conforming as it relates to the required
on-site development standards for an auto repair facility.
Typically, to open a business on a non-conforming site that has not been used for more
than 6 months would require the elimination of the non-conforming attributes. In the case
of this site, to eliminate the non-conformities would require the installation full parking lot
improvements, including lighting and landscaping. The proposed business operator has
indicated a willingness to install the improvements but would like a deferral.
41
City Council Staff Report
March 5, 1996 •
Staff has provided an agreement for your review and approval which provides a one year
deferral, which is typical of past improvement deferral agreements. The proposed
business operator has reviewed the agreement and is generally in concurrence with the
terms. However, neither he nor the property owner have signed the agreement as they
are seeking two years, instead of one year as provided for in the agreement, to install the
improvements.

AGENDA ITEM NO. 2
CITY OF SAN JACINTO
STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Brian McNabb, Director of Community Development
via Pamela S. Easter, City Manager
DATE: March 5, 1996
SUBJECT: CONSIDERATION OF OPTIONS RELATED TO PAYMENT OF
OUTSTANDING ANNEXATION 66 FEES
•
RECOMMENDATION
Direct staff as appropriate.
BACKGROUND
Pursuant to Council direction, a letter was sent to the property owners within
Annexation 66 who had outstanding processing fees due. The total number of
letters sent were 38, encompassing 2,359.82 acres.
The original fee due by December 31 , 1991 was $78.00 per acre. This amount
inflates annually by 6%. Additionally, there is a 20% administrative and handling
charge. The total amount due during calendar year 1996 is $1 18.1 7.
The City has received two payments in full. This pays off 53.18 acres. We have
also received to payments from two property owners owning 120.24 acres and
1 32.50 acres respectively, based on two meetings.
The first meeting, which included the Bartel family,Jim Conner and Brian McNabb, Ill
resulted in a propo .1, for Council consideration, to split the difference between
$78.00 ar._1 $1 1 8. The Bartel's wa,.z to pay the d, . ,owevtr, they were
surprised by our letter, as the property had been transferred within the family
without knowledge of the $78.00 fee being transferred also. The Bartel's have
sent a check marked "paid in full" based on the proposal to split the difference.
A second meeting was held between Brian McNabb and the Demler Family. This
property too had changed hands within the family without knowledge of the
outstar ng tee. It was suggested at this meeting that the compromise
mentioi ..d above would be considered by the Council. The Demlers subsequently
sent in a check for $78.00/Acre and asked for a waiver of the balance.
Staff has not cashed either of these checks pending Council direction.
If the Council agrees to a compromise, it must be offered to all properties
including the two owners who paid in full.
The Cot ncil optic include
1 . No compromise - The money will trickle in over many years.
2. Split the difference, setting the rate for a defined period of time at $98.08.
3. Waive the 20% handling fee, thus setting the rate at $98.46.
4. Develop a different proposal than those mentioned abr 'e.
5. Accept $78.00/Acre.
If the Council is willing to compromise on the amount owed, it may be desirable
to establish how long the offer of compromise will last. The next adjustment to
the rate will take place on January 1 , 1997. The rate will then be $1 L 5.23. If the
Council wants to attempt to collect as much as possible by June 30, 1996, it might
want to offer the compromise through that date. If the Council offers the
compromise through December 31 , it is conceivable that many property owners
might wait until the last minute to pay. The Council might also want to consic ,r
a phased compromise. Pay by June 30 and the rate will be X. Pay by DecemL :r
31 , and the rate will be Y.

AGENDA ITEM NO. -
CITY OF SAN JACINip0
STAFF REPORT
DATE: March 5, 1996
TO: Honorable Mayor and Members of the City Council
FROM: Nathaniel Holmes III, Chief of Police
via Pamela S. Easter, City Manager
SUBJECT: Interim Animal Control Services
RECOMMENDATION: Review and provide staff with direction.
FISCAL ANALYSIS: Funds are currently budgeted for a full time Animal Control Officer,
the hiring of a part-time temporary Animal Control Officer will result in slight savings.
BACKGROUND: Effective on February 23, 1996 the full time Animal Control Officer for
the City of San Jacinto resigned. This left the City with no animal control services other
•
than emergency situations which will be handled by officers on duty. The Public Safety
Citizens Committee was asked to explore options available to provide animal control
services for the City. These may include contracts with Lake Elsinore Animal Friends,
City of Hemet, the Ramona Animal Shelter or retaining our own animal control services.
In the interim I would like to hire a temporary, Part-time animal control officer on an
hourly basis to handle animal control services for the City. This would be a contract
employee with no benefits.
