AGENDA ITEM
May '19, 2005
TO: The Honorable Mayor and Members of the City Council
FROM: Steven G. Pasarow, Redevelopment Operations Manager
SUBJECT: Approval of Co-operation Agreement for the use of Community
Development Block Grant funds for Fiscal Years 2006-2009
RECOMMENDATION:
Approve the Co-operation Agreement with the County of Riverside for the fiscal years
2006-2009 and authorize the Mayor to execute the Agreement and authorize the City
Manager to execute the Notice of Participation.
BACKGROUND:
The County of Riverside is in the process of qualifying as an Urban County through the
U. S. Department of Housing and Urban Development (HUD) for the Community
Development Block Grant (CDBG) and HOME programs for the Federal Fiscal Years
2006-2009. Units of local government that are non -entitlement communities who
choose to receive CDBG and HOME funds through the County must enter into a three-
year cooperation agreement with the County in order to be eligible for program funding
on an annual basis
During the three year period of qualification, no unit of local government who has
chosen to participate may withdraw from the Urban County Program, however,
participation in this program allows the City to qualify for CDBG and HOME funds for the
three years beginning in 2006 and ending in 2009. If the City should elect not to
participate in the Urban County Program with the County of Riverside, the City may still
apply to the State of California for funds made available from HUD's State CDBG
Program,
In 2002, the City and the County of Riverside executed a Co-operation Agreement
through which the City elected to participate with the County for the purpose of receiving
CDBG funds from HUD, and to assist and undertake essential community development
and housing assistance activities pursuant to the Housing and Community Development
Act of 1974, as amended. The City of San Jacinto receives its annual allocation of
CDBG funding through the County of Riverside Economic Development Agency under
the Urban County Program.
The Purpose of the CDBG Program is to enhance and maintain viable urban
communities through the provision of decent housing, a suitable living environment and
the expansion of economic opportunities, principally for low and moderate income
persons.
JUSTIFICATION:
The Community Development Block Grant Program provides valuable funding for
worthwhile capitol improvement projects, housing opportunities and community service
programs by non-profit organizations. The CDBG Program improves the quality of life
in the low and moderate -income areas of the City. Participating in the Urban County
Program ensures that the City will continue to benefit from its Partnership with the
County of Riverside and the U. S. Department of Housing and Urban Development,
BUDGETARY IMPACT:
By executing the Co-operation Agreement, the City will continue to receive an annual
allocation of Federal Community Development Block Grant dollars through the County
of Riverside Economic Development Agency for the Fiscal Years 2006-2009.

Mr. Stephen Pasarow
City of San Jacinto
248 E. Main Street
San Jacinto, CA 92583
RE: HP Payment Procedures
Dear Mr. Pasarow:
The increase in home values over the past few years has created a lot of equity
for homeowners. Refinancing loan products cater to homeowners who would like
to take advantage of a lower interest rate while at the same time pull equity out of
their home to make improvements that are long overdue. This situation has
placed a lot of demand for general contractors in the area. They are all very
busy and have become very selective in the jobs they accept.
The City of San Jacinto began the Home Improvement Program at this time of
high demand for contractors. General Contractors are used to doing work for
homeowners. According to the California State Contractors Licenses Board,
homeowners are suggested to pay a down payment, before work commences, of
no more than $1,000 or 10% of the entire job, whichever is less. Homeowners
also pay General Contractors progress payments immediately upon completion
of work phases.
The procedures set up to pay General Contractors under the Home Improvement
Program do not provide a down payment and require every progress payment
request to have an inspection by CivicStone, the City's administrator, and the
homeowner. A form is signed and submitted to the City for payment. By
the time the check is submitted to finance and placed on the agenda for City
Council approval, approximately four weeks have passed.
CivicStone has made significant efforts to locate local and regional general
contractors who have the proper insurance requirements and are also interested
in this Program. While dozens have been contacted only three are actually
bidding jobs. It is not clear how many may have elected to not participate
because of the payment schedule. All three active general contractors have
stated problems with the length of time it takes to receive progress payments and
one of the three is no longer interested in bidding jobs because of the length of
time it takes to receive payment.

I support staffs proposal requesting the Redevelopment Agency authorize the
Finance Director to prepare progress payments and mail checks within a two
week period of time from receipt of contractor invoice. This timely payment of
invoices will assist the contractors in paying for materials and labor needed to
continue work on these homes. While these checks will still show up on the City
Council check register each month, it will not require Council approval before the
release of payment.
Release of payments to the general contractor will not occur until both CivicStone
and the homeowner have inspected and approved the work. Prompt and timely
payments to the contractors should keep them working with the Home
Improvement Program and should attract interest from other contractors in
joining the program.
