Rick Miller Subject: Attachments: FW: City council item 3A.4 - Petition for speed humps on Van Fleet Dr. Scan001.pdf Importance: High Honorable Mayor and Members of Council, In regards to the item mentioned above, I was given a letter today by a resident on Van Fleet Dr. as he saw the agenda and wanted to request that this item be pulled from the agenda. He wanted to know if you would pull this and have it addressed at the July 1, 2010 Regular City Council Meeting. He would like it postponed to July 1n so that he can have time to inform the residents so that they may appear before the council, and 2 days is not enough time for him to inform everyone. I informed him that I would let you know and that it is the council's decision. Attachments: Letter dated 4/19/2010 — I do not believe that the letter was included in your agenda packets. Letter dated 6/1/2010 Map of area where speed humps are requested — provided by City Engineer Habib Motlagh Rick Miller City Clerk nt(ttvtu CITY OF SAN JACINTO BY TO: THE HONORABLE MAYOR & CITY COUNCIL MEMBERS FROM: RESIDENTS OF VAN FLEET DRIVE IN SAN JACINTO JUN 0 12010 SUBJECT: RESPONSE TO THE STAFF'S RECOMMENDATION TO DENY THE REQUEST TO INSTALL SPEED BUMPS ON VAN FLEET DRIVE, EXTENDING FROM WASHINGTON AVENUE TO COMMONWEALTH AVENUE DATE: JUNE 1, 2010 BACKGROUND: On April 19, 2010, a petition along with a detailed memo was hand -delivered to David Ross, Assistant City Engineer to begin the process of requesting installation of speed bumps along Van Fleet Drive. Upon reviewing the agenda for the 6/3/10 City Council Meeting, we have noted, with dismay, that part of the documentation submitted has not been included for the Council's review on the June 3, 2010 meeting. The purpose of this memo is as follows: 1. We request that the original memo and this memo be included with the documents so that the Council and Honorable Mayor may be fully informed as to the details of the reason for the request for speed bumps on Van Fleet Merely showing the Petition with 100% of residents signatures does not do justice to the problem at hand with the traffic situation on this residential street 2. We wish to dispute the Staff's findings that Van Fleet is classified as a "Collector Street", which would disqualify Van Fleet from meeting criteria for installing speed bumps as "only local residential streets are eligible". SUPPORTING INFORMATION: To address the main issue of Van Fleet being a "Collector Street": 1. According to Figure C-1, Roadway Cross Sections of the San Jacinto General Plan, to be classified as a "Collector Street", the minimum width from curb -to -curb must be at least 44 feet, and minimum sidewalk width is 6 feet (copy of this page attached). The measurements taken in front of 1905 Van Fleet Drive show the street width to be 39 feet, 11 inches, and the sidewalk width to be 5 feet, 6 inches. At 1866 Van Fleet, the North end of the street, the street width is 39 feet, 9 inches; at 1953 Van Fleet to the South, the street width is 39 feet, 11 inches. We did not find any part of the sidewalk that measured greater than 5 feet, 6 inches. Therefore, according to the City's criteria, Van Fleet Drive does not qualify as a "Collector Street" as it is too narrow both in curb -to -curb measurement and in sidewalk measurement In addition, we took the time to obtain measurements from the streets mentioned in City Staff's comments. We found that Meridian Avenue and Arroyo Viejo Drive could, indeed, be classified as "Collector Streets" as both measure 44 feet from curb -to -curb. The memo appears to be in error when it mentions Villines Street, as no measurement taken on that street exceeded a 40 foot curb -to -curb width. 2. A copy of the Roadway System Map taken from the San Jacinto General Plan (designated as Figure C-2, and also included as part of this memo) also shows the designation of "Collector Streets" in this subdivision, and Van Fleet is NOT designated as such. Washington Street is; Commonwealth Avenue is; Park Avenue is; Meridian Avenue is; but our residential street is NOT A "COLLECTOR STREET". It is interesting to note that this approved General Plan also does not show Villines, Las Rosas, or Arroyo Viejo as "Collector Streets" even though two of these streets meet the 44 feet curb -to -curb width requirement. 3. We also measured the streets in the immediate community that DO have speed bumps installed, and found those streets to be of the same width as is Van Fleet Drive. A table is attached giving specific locations and measurements for your review. It is interesting to note that on one street, Reinhart Street, there was a speed bump that measured 44 feet, 7 inches on one side of the bump, and 47 feet, 4 inches on the opposite side of the bump. That part of the street in comparison to Van Fleet is much wider, even wider than the designated "Collector Street" General Plan measurements. Additionally, information from the Land Use Map from the San Jacinto General Plan shows the entire area surrounding Van Fleet Drive to be "LDR" - LOW DENSITY RESIDENTIAL". Emphasis on being residential, with a substantial amount of foot traffic generated from the middle school at the junction of Commonwealth and Van Fleet, where our street ends, as well as from the bike path that intersects in the middle portion of Van Fleet, and where are no designated cross -walks or cautions are available. Van Fleet Drive is not a thoroughfare street, and differs from Meridian, Villines, Arroyo Viejo, Beringer, and Las Rosas, as it is the shortest street of those previously mentioned; refer to the table and you will see that the entire street is 2/10t of a mile in length. All other streets mentioned are greater in length. Interestingly enough, Van Fleet Drive extends only from Washington to Commonwealth. All the other streets (except Beringer) extend from Park Hill to Esplanade and all of them are greater in length. Van Fleet the only street of those mentioned above that leads directly to a school; it is the only street of those previously mentioned that is entirely residentially developed on both sides of the street Part of Villines has a park and regardless of how it is classified should be allowed to have speed bumps for safety of children and bicyclists. The north side of Villines above Esplanade is not developed on one side and faces empty land; there are only 9 houses along that stretch of road. Arroyo Viejo has no houses facing the street at all on the South side of the street for the entire length of the street stretching from Esplanade to Washington. Simply installing more advisory signs is not going to solve the problem: We already have "Children At Play Signs" and parents have even purchased their own "Slow - Children at Play" signs and put them out in front of their homes - people have historically ignored the signs and don't obey the 25 mph speed limit. The signs on this street also have a habit of 2 periodically "disappearing"; over time the City will spend more time, money and effort replacing those signs than they would installing the speed bumps. Because Van Fleet is a residential street, it is often not routinely patrolled by law enforcement to enforce the 25 mph speed limits. Placing patrols here during the hours the school traffic radically increases in the morning and afternoon on a consistent schedule to alleviate that problem would not be cost efficient for the City. Therefore, the only alternative to solving this problem, increasing the safety of the residents and the children that live on the street, and having traffic obey the appropriate speed limit, is the installation of speed bumps. Please reconsider the Staff's Recommendation and approve the Alternative: Direct Staff to proceed with the installation of speed bump construction. A petition requesting speed bumps be installed on Van Fleet Drive from Washington Avenue to Commonwealth Avenue has been circulated to the residents of the 20 homes that line Van Fleet Drive. Fourteen homeowner signatures comprising 82% of the homeowners (there are 3 vacant houses on the street) have been collected that agree having speed humps installed will help curb the excessive speed problem. It may also help to reduce the amount of traffic on this street by people who use it to cut through the neighborhood from Park Hill to Esplanade instead of traveling along wider streets such as Hewitt. The following criteria have been met April 19, 2010 Page 2 Request for Installation of Speed Bumps on Van Fleet Drive 1. Over 51% of the homeowners on Van Fleet Drive are in favor of this request. 2. There is a posted speed limit of 25 miles per hour. 3. The curb -to -curb width of the street is less than 40 feet. 4. Van Fleet Drive is not a bus transit route. 5. The street's grade does not exceed 5% The conditions along Van Fleet Drive are highly unsafe. Homeowners here are extremely tired not only of speeders, but also of cars playing excessively loud music, people throwing trash out of cars, an inordinate amount of parents ignoring safe parking practices, and cars using a residential street as a through -fare to avoid traffic signals on larger streets. Please help us return this neighborhood to the safe, quiet, enjoyable place it used to be by approving our request and installing the speed bumps as soon as possible. Many of the homeowners on this street have lived here over 10 years and wish to see what was one of San Jacinto's first "master planned communities" return to the pleasant neighborhood it was intended to be. 2 wI+ M m CITY OFESAN EACINTO JUN 0 1 2010 BY fe TY LEAK Ir .r--- u• T _ rT rT—ir. 0.02 aaEM11111ADRI .®.x r it 14 I r + r x I II_EI®rKem 01111111.111111 1• s I O I r-rs I 'r—It'r--Ir— TT r'r—cuss IrTI"T--it irr--r ss'j Ise v lama mass mwssnssw MUM • s unsj M'M ,r Saws VhanoaafoSt2.ai Ism r v N.CYDsfitiMS MON MNIANIKWEI hOs M aeumoPANIC .®ur lir -' ytyg, t Ir `Y—I—Ir Son Jacinto General Plan EIMMWEI Ma IW ..IIr an r•--±IYIrT rIr soy it .r r'`Tr n• tMIaWTMaaa.f fr4-1101110[MOMS= aINM01ML0a .IDlaiwaL,T T r Ii. The Public Safety CFD continues to be augmented by the general fund. Increases in Public Safety contracts account for more than 70% of the increase in general fund expenditures. o Many other general fund programs actually reduced expenditures from FY 2009-10. Outlook CFD delinquency rate is declining. With no improvement in revenues, expenditure reductions may be necessary in FY 2011-12. r Contingency Reserve projected to be more than 30% at end of FY 2010-11. Council policy has been to maintain Contingency Reserve at not less than 15%. • Capital Reserves are general fund monies that can be used at Council's discretion.
