BACKGROUND: In a separate report last month, Council was provided the unaudited revenues, expenditures and fund balances recorded through December 31, 2003 and compared against the prior years' results and the FY 2003-04 Budget. Overall, the City and RDA is within budget. Staff is requesting Council to authorize changes in the FY 2003-04 Budget. Only needed items are being brought forward along with Council directed expenditures or previously approved items, such as the MOU agreements ($239,000) with the bargaining units. Revenue adjustments consist of budget corrections and the recording of unanticipated revenues received or changes in revenue estimates. Expenditure changes are due to unexpected conditions, are necessary and are covered by anticipated revenue increases over and above any budget increases. Majority of the changes involve increased building, planning and engineering fee revenue of approximately $770,000 and the resulting additional costs of providing the service. A Special District Department is proposed at a cost of $87,500 which is to be fully funded by reimbursements from developers and a fee which will be proposed at a later date. 3aC City Manager Finance Director: If the proposed changes are made, there would be a projected total available General Fund Balance of $1.2 Million and $2.4 Million General Fund Balance overall at the end of FY 2003-04. The decrease is expected as the City deficit spends this FY. JUSTIFICATION: All midyear expenditure adjustments are necessary and anticipated revenues are above and beyond any budget increases. Budgetary Impact Increase in revenues and appropriations as indicated in Schedule of Adjustments By Fund. Director Conner noted that Council knows the building is unsafe and doesn't see the need to throw any more money at it except to demolish it. Vice Chairman Carlson-Buydos commented she would like to see staff directed to locate the museum at the Estudillo Mansion. Many of the same volunteers work both places. She recommended bringing the item back to Council in 30 days and she will work with staff to have information for her to take to Washington DC to get the support to allow both on the same property. Chairman Ayres would like information, too, as he will take it with him to Washington, D.C. in March. He personally wants to thank the grantors and then see what it will take to facilitate moving the museum to the Estudillo Mansion. City Attorney Brown noted that procedurally if no action is taken then the item is dead. Chairman Ayres confirmed the building has been closed and secured since the safety issues were identified. Council Member Conner noted the museum's fund raiser was advertised as being at the museum in the newspaper. City Manager Cosentini assured the Board it was not open nor would it be. 6.
