RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO, CALIFORNIA, ADOPTING AN EXPRESSION OF THE CITY
OF SAN JACINTO CITY COUNCIL AND ITS SUPPORT FOR
ELECTION INTEGRITY.
WHEREAS, the ability to choose governmental leaders, and to hold such leaders
accountable for their actions and decisions, is a hallmark of democracy and of a free
and fair nation; and
WHEREAS, these democratic ideals require that we pre serve election integrity to
ensure that governmental leaders are selected through processes that are free from
corruption, undue influence and fraud; and
WHEREAS, electoral integrity requires a legal and institutional system that encourages
and protects f air and equitable elections as well as application of specific measures to protect
integrity based on democratic election standards and best practices; and
WHEREAS, every time a fraudulent vote is cast, it effectively cancels out a
legitimately cast ballot and risks awarding important governmental offices to candidates
who have not been duly elected by the people; and
WHEREAS, the appropriate measures must be adapted to the social and political
context of each country, but the basic objectives are the sam e and stem from the need to
ensure genuine and credible elections every step must be taken by legislators to ensure
ballots are protected, and that access is guaranteed for all voters; and
WHEREAS, the City Council of the City of San Jacinto believes in re spect for the
principles of electoral democracy, ethical conduct, professionalism and accuracy,
institutional safeguards, oversight and enforcement, and transparency and
accountability in the election process.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San
Jacinto:
SECTION 1. The people shall have an untarnished right to participate as voters
and candidates in the electoral process.
SECTION 2. All individual voters must have equal voting power and the right to
cast ballots as they see fit, without pressure, compulsion, or modification from outside
sources.

SECTION 3. Voters must have meaningful access to electoral and campaign
information, the election administration must be conducted in a fair and non -partisan
manner, and the results of the elections must be decided by the freely cast votes of the
citizenry.
