SECTION 1. SECTION 1. Findings. The City Council hereby consents to
the Agency's financing of the Additional Improvements in the amount of Twelve
Thousand Two Hundred Seventy Nine Dollars and Forty Seven Cents ($12,279.47).
(a) In accordance with CRL Section 33445, the City Council finds and
determines, based on the information contained in the staff report accompanying this
Resolution, as well as the oral presentation of staff and other such written and oral
evidence as presented to the City Council, the following:
(1) The Agency's financing of the Additional Improvements is
necessary to effectuate the purposes of the Redevelopment Plan because such
financing will assist in improving the physical condition of the Community Center by
completing the rehabilitation and modernization of the Community Center. The
rehabilitation of the Community Center will: (a) improve the quality of life in the Project
Area; (b) contribute to the long-term success of the Project Area; and (c) eliminate
blighting conditions in the Project Area.
(2) The City has determined that there are no other reasonable
means of financing the total costs related to the Additional Improvements available to
the City.

adoption of this Resolution is exempt from the requirements of the California
Environmental Quality Act ("CEQA"), pursuant to State CEQA Guidelines Section
