NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Jacinto as follows: Section 1. Incorporation of Recitals. The foregoing recitals are true and .r. correct and are incorporated herein and made an operative part of this Resolution. Section 2. Findings. The City Council hereby finds, determines and declares that there exist in the City both unsanitary and unsafe inhabited dwelling accommodations and a shortage of decent, safe, sanitary and affordable dwelling accommodations in the City which are available to persons of low income. The City's findings are based on the following findings of fact: ■ The City's Housing Needs Assessment confirms that there is a shortage of safe and sanitary dwelling units within the City for very low and low income tenants. The Southern California Association of Governments ("SCAG") has adopted a Regional Housing Needs Assessment for its member cities. For San Jacinto, SCAG has established the City's fair share of regional housing need as 12,026 additional units for the period of January 1, 2006 to June 30, 2014. For the current planning period, SCAG has determined that there is a need for an additional 2,707 very low income dwelling units, 1,931 low income units, 2,206 moderate income dwelling units and 5,183 above moderate income dwelling units. The City's remaining unmet need for the planning period is 3,807 dwelling units. There is a remaining unmet need for 1 ,354 extremely low, 1,321 very low dwelling units and 1,132 low income dwelling units. In order to meet the City's remaining unmet need for very low income and low income dwelling units, it is necessary that the City form the San Jacinto Housing Authority to assist in the development of a safe and sanitary housing supply, which is affordable to very low and low income tenants. • • The Housing Element of the San Jacinto General Plan confirms that there is overcrowding, which is an indicator of housing availability and indicative of unsafe and unsanitary conditions. The Census defines overcrowding as households with greater than 1.01 per room, excluding kitchens, bathrooms, and porches. According to the 2000 Census, approximately 14 percent of the households in the City were living in overcrowded conditions, which is slightly higher than the proportion of Riverside County residents living in these conditions. • Formation of the San Jacinto Housing Authority supports the following goal and policies of the Housing Element of the San Jacinto General Plan: o Housing Goal 3: Assist in the development of a housing supply which is affordable to all segments of the community. • Policy 3.1: Allow for the development of housing affordable to all income groups by utilizing a variety of public and private efforts. • Policy 3.2: Assist with the development of housing that targets the needs of special populations, including the , elderly, disabled, farmworkers, and homeless. • Policy 3.3: Promote the development of attractive and safe housing to meet community needs.
