A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JACINTO DETERMINING THE SUFFICIENCY OF
PETITION FOR THE FORMATION OF PROPOSED
COMMUNITY FACILITIES DISTRICT NO. 2003.2 OF THE
CITY OF SAN JACINTO
WHEREAS, the City Council of the City of San Jacinto ("City Council") has
received petitions of one hundred percent (100%) of the property owners in the
proposed community facilities district requesting that the City Council of the City of San
Jacinto ("City") institute proceedings for the establishment of a community facilities
district pursuant to Chapter 2.5 (commencing with Section 53311) of Part 1 of Division 2
of Title 5 of the California Government Code, commonly known as the "Mello-Roos
Community Facilities Act of 1982," for the purposes of paying the costs of services to be
provided by the City for the maintenance and repair of public facilities which are
necessary to meet increased demands placed upon the City as a result of the
development of said real property, and agreeing to the annual levy of special taxes on
said property sufficient to pay the amount of the services to be provided by the City and
the costs incidental thereto; and
WHEREAS, the City Clerk of the City of San Jacinto has certified that the
petitions presented to the City Council, attached hereto as Exhibit "A", complies with the
requirements of Section 53318 of the California Government Code; and
WHEREAS, the City Council therefore proposes to consider the formation of a
community facilities district under the provisions of the Act, as amended, commencing
with Section 53311 of the Government Code of the State of California, for the purposes
of providing and financing services which are necessary to meet increased demand
placed upon the City as a result of development which will occur within said community
facilities district; and
NOW, THEREFORE, BE IT RESOLVED, determined and ordered by the City
Council of the City of San Jacinto, as follows:
Section 1. That the services referred to in said petitions are to be undertaken
pursuant to the provisions of the "Mello-Roos Community Facilities
Act of 1982", being Chapter 2.5 of Part 1 of Division 2 of Title 5 of
the California Government Code.

Section 2. The officers who are responsible for providing one or more of the
proposed types of services to be financed by the community
facilities district, if it is established, are hereby directed to study the
proposed community facilities district and, at or before the time of
the hearing scheduled for the formation of the proposed community
facilities district, file a report with the City Council containing a brief
description of the public facilities by type which will in his or her
opinion be required to adequately meet the needs of the community
facilities district and an estimate of the cost of providing those
public facilities pursuant to the requirements of Section 53321.5 of
the California Government Code.
Section 3. This Resolution shall become effective immediately upon adoption.

PETITION TO THE CITY COUNCIL OF THE CITY OF SAN
JACINTO REQUESTING INSTITUTION OF PROCEEDINGS TO
ESTABLISH A COMMUNITY FACILITIES DISTRICT, AND
LEVY SPECIAL TAXES TO PAY THE COSTS OF SERVICES TO
BE PROVIDED BY THE COMMUNITY FACILITIES DISTRICT
1. The undersigned(collectively, the"Owner"), request that the City Council of
the City of San Jacinto, initiate proceedings pursuant to the Mello-Roos Community Facilities Act
of 1982, as amended, Chapter 2.5 (commencing with Section 53311)of Part 1 of Division 23 of Title
5 of the Government Code, over and including the property described in Exhibit "A" attached hereto
for the levy of special taxes to pay the costs of facilities and services to be provided by the proposed
community facilities district described in Paragraph 3 below.
2. The boundaries of the territory which is proposed for inclusion in the
community facilities district are described in Exhibit "A" attached hereto and shown on the map
attached hereto as Exhibit "B".
3. The types of public facilities and services to be provided within the proposed
community facilities district are described in Exhibit "C" attached hereto.
5. Owner represents to the City Council that they are the owners of the lots
within the proposed community facilities district as shown on the map attached hereto as Exhibit
"B", described in Exhibit "D" attached hereto.
