A RESOLUTION OF THE SAN JACINTO CITY COUNCIL APPROVING THE
EXPANSION OF THE RIVERSIDE COUNTY RECYCLING MARKET
DEVELOPMENT ZONE TO INCLUDE THE CITY OF CORONA
WHEREAS, the California Public Resources Code provides for the establishment of a
Recycling Market Development Zone Program (RMDZ) throughout the State to supply
incentives to stimulate development of secondary materials markets; and,
WHEREAS, the cities and counties must meet mandated reductions in landfill wastes, 25
percent by 1995 and 50 percent by 2000, as mandated in the California Integrated Waste
Management Act; and,
WHEREAS, the existing Riverside County RMDZ includes areas in the cities of Blythe,
Cathedral City, Coachella, Hemet, Indio, Moreno Valley, Perris, San Jacinto, and Riverside
County; and
WHEREAS, the expansion of the Riverside County RMDZ to include the City of Corona is
essential for market development and to assist in meeting the landfill reduction goals; and,
WHEREAS, the City of Corona Economic Development Agency has adopted a Strategic
Economic Plan which includes goats consistent with those of the RMDZ program; and,
WHEREAS, the City of Corona has adopted a Source Reduction and Recycling Element
administered by the Public Services Department that identifies an RMDZ as a viable program
to encourage local markets for the recyclable materials generated; and,
WHEREAS, the City of Corona generates an adequate feedstock of marketable recyclable
materials for processing and manufacturing, maintains a municipal waste collection fleet and a
developed transportation network that will facilitate the success of the RMDZ program in the
proposed expansion area; and
WHEREAS, the Riverside County RMDZ has agreed to submit an application for
redesignation of said RMDZ to the California Integrated Waste Management Board to include
designated areas of the City of Corona;
NOW, THEREFORE, the City of San Jacinto resolves as follows:
Section 1. Approves the submittal of an application for the redesignation of the Riverside
County Recycling Market Development Zone to include the City of Corona.
Section 2. Supports the Economic Development Agency of Riverside County to coordinate,
process, and execute all contracts, agreements, amendments, and ancillary
documents within the scope of the proposed zone application.
Section 3. Designates the City of Corona Planning Division to serve as lead agency for
purposes of satisfying the mandates of the California Environmental Quality Act
for the inclusion of designated areas of the City within the Riverside County
RMDZ as required by the California Integrated Waste Management Board.
