BACKGROUND
A. GENERAL CHARACTERISTICS
The California Highway Patrol (CHP) is an operating department within the Business,
Transportation, and Housing Agency. Its authority and responsibilities are established
in the California Vehicle Code. The overall purpose of the Department, as a principal
criminal justice agency, is to ensure safety, security, and service to the public. This is
accomplished through:
• Collision Prevention. To minimize the loss of life, personal injury, and
property damage resulting from traffic collisions.
• Emergency IncidentlTraffic Management. To minimize exposure of the public
to unsafe conditions resulting from emergency incidents, impediments, and
congestion.
Assistance. To assist other public agencies.
Service. To maximize service to the public in need of aid or information.
As of May 1, 1998, the CHP had 6,751 uniformed and 3,273 nonuniformed authorized
personnel positions. The CHP has responsibility for providing 24-hour-a-day services
every day of the year for over 33 million residents of the State of California and some
21.7 million vehicles.
B. STREETS AND HIGHWAYS
The Department is responsible for approximately 103,089.8 mules of highway. Of
these, 14,139 miles are state highways' and 88,950.8 miles are county roads. In 1997,
approximately 205.1 billion miles were driven on CHP patrolled highways. There
were 1,937 fatal, 65,289 injury, and 121,697 property damage collisions in the CHP's
jurisdiction. As a result, 2,270 persons were killed and 104,307 were injured.
C. OPERATING DEPARTMENTS
The organizational structure of the CHP divides the state into eight field Divisions.
Within these Divisions are 99 Area offices. The CHP Headquarters is locates in

Sacramento. The CHP's San Gorgonio Pass Area is located within Border Division
and the Riverside Area is located within Inland Division. The San Gorgonio Pass Area
will be the Office of Primary Interest (OPI) for this project.
D. EXISTING SYSTEM
Road patrol officers are deployed on highway systems within the Department's
jurisdiction according to past traffic collision experience and future projections.
Emphasis is generally placed on the enforcement of collision-causing violations. Public
information and education programs are conducted as resources allow.
I
PROBLEM STATEMENT
This project will address a significant traffic safety problem on the Ramona Expressway. The
Ramona Expressway, which traverses unincorporated and incorporated areas of Riverside
County, is within the jurisdictions of the San Gorgonio Pass and Riverside CHP Areas, and the
San Jacinto Police Department (SJPD). CHP and SJPD Average Daily Traffic (ADT) statistics,
respectively, indicate 10,000 and 16,000 vehicles per day travel this corridor. The Ramona
Expressway is a 14.4 mile section of roadway between the east city limit of Perris (Rider Street)
.. and State Route (SR) 79 (State Street).
In quantifying the problem using Statewide Integrated Traffic Records System (S WiTRS)
statistics, reportable collisions' for the period April l through March 31 of the years 1993
through 1998 are reported in the following table.

This project recognizes the importance of the community's shaved responsibility to formulate
solutions to reduce tragic-related deaths and injuries and their societal costs. Through a coalition f
of law enforcement agencies, supported by grant resources, project participants will attempt to
achieve the goal of the project which is to reduce fatal and injury traffic collisions by 25 percent.
ATTE FPTS TO SOLVE THE PROBLEM
i
The Riverside County Transportation Department recommended a number of counter measures
which target the 3 E's (Engineering, Enforcement and Education). They acknowledge that traffic
enforcement will be a significant part of the effort. They also anticipate resurfacing the
pavement, installing new reflective raised pavement markers and additional raised pavement
markers for centerline, providing left and right turn lanes at intersections where practical and
installing warning and guide signs.
The San Gorgonio Pass and Riverside Areas, in conjunction with the San Jacinto Poiice
Department, have directed the efforts of their personnel towards addressing traffic-related !
concerns expressed by members of the community. The roadway has been posted for daytime
headlights. However, utilization of existing resources has met with limited success.
i
PERFORMANCE MEASURES I
Project Goal f
To reduce total reportable traffic collisions along the Ramona Expressway corridor, between the
Perris City limit (Rider Street) and SR 79 (State Street), by 25 percent, from the five-year
average of 20.6, to no more than 15 by March 31, 2000.
Project Objectives
1. To deploy a joint CHPISJPD Special Enforcement Unit (SEU)3 104 times by March 31,
2000.
2. To augment enforcement efforts and encourage voluntary compliance with posted speed
limits by deploying a Special Traffic Education Radar(SPECTER)trailer 26 times by
March 31, 2000.
3CHP will deploy in CHP jurisdiction and SJPD will deploy in SJPD jurisdiction.
