WHEREAS, the City Council carefully reviewed and considered all of the evidence presented in connection with the hearing, including, but not limited to, the Draft Planning Commission Minutes, the Staff Report and all written and oral testimony presented. NOW, THEREFORE, THE CITY COUNCIL FINDS AS FOLLOWS: 1 . The size and scope of the project are more permanent in nature, which requires a high degree of improvements to mitigate impacts. As proposed, the plan lacks adequate improvements to mitigate impacts upon the community and to implement the requirements of the Zoning Ordinance and the General Plan. '. The improvements necessary to mitigate the impacts upon the community and on surrounding properties are permanent in nature, and the Temporary Conditional Use Permit is not the proper mechanism to allow the proposed use. 3. The proposed use will generate a high level of activity which is more appropriate for developed areas where the infrastructure is in place. The intensity of the proposed use is not consistent with the rural character and development pattern of the area in which the site is located. zl_ Based on the facts noted above, the project will be detrimental to the public health, safety, and welfare, and will be materially injurious to properties in the immediate vicinity of the site. NOW, THEREFORE, BE IT RESOLVED that, based upon the foregoing, the City Council hereby denies Temporary Conditional Use Permit 2-98_ " MOVED, PASSED AND ADOPTED the 7th day of January 1999.
