A RESOLUTION OF THE CITY COUNCIL OF THE CITY
3 OF BAN JACINTO, APPROVING AMENDMENT TO THE LAND USE
ELEMENT OF THE BAN JACINTO GENERAL PLAN FOR THE SECOND
41 CYCLE OF THE CALENDAR YEAR OF 1990.
5 THE CITY COUNCIL OF THE CITY OF SAN JACINTO DOES HERESY RESOLVE AS
FOLLOWS,

WHEREAS, Resolution 1870 adopting GPA 1-90 and GPA 4-90
7 stated action within the second cycle of calendar year 1990; and
8 WHEREAS, Resolution 1870 actually occurred in the firs
cycle of calendar year 1990; and

WHEREAB, Section 65631 of the Government Code provide
40 that no mandatory element of a General Plan shall be amended more
frequently than four time during any calendar year, and that the
11 City Council of the City of San Jacinto is amending the Land Use
Element of the San Jacinto General Plan for the second time during
12 the 1990 calendar year; and
13 WHEREAS, the City council of San Jacinto held a public
hearing for GPA 2-90 on July 17, 1990 and another public hearing
14 for GPA 5-90 and GPA 6-90 on August 7, 1990 and made
determination that the Land Use Element of the San Jacinto General
15 Plan should be amended as follows:
.111W 16 A. Existing land use patterns will be enhanced by GP
2-90, GPA 5-90, and GPA 6-90 being assigned
17 residential land use, commercial and open space; a
designated on Exhibits "A", "S" and "C".

B. GPA 2-90, GPA 5-90 and GPA 6-90 will enhance the
19 logical development of the City.
20 C. GPA 2-90, GPA 5-90 and GPA 6-90 allow reasonable
and proper use of property in the vicinity of the
21 amendments.
22 D. No significant environmental impact is expected from
adoption of GPA 2-90, GPA 5-90 and GPA 6-90.

WHEREAS, advertisement for a public hearing on GPA 2-
24 90, GPA 5-90 and GPA 6-90 were published in accordance with Article
6, Chapter 3, Title 7, of the Government Code; and

WHEREAS, the City Council finds that there will not be
26 a significant impact upon the environment by right of this change
and adopts a Negative Declaration for General Plan Amendment 2-
27 90, General Plan Amendment 5-90 and General Plan Amendment 6-90.
28 Therefore the City Council is amending the Land Use
Element of the General Plan for the second time during the 1990
29 calendar year; and
30 Therefore the Temporary Open Space designation known as
GPA 5-90 shall expire December 1, 1990; and

Therefore the land use element of the General Plan isi
32 amended in accordance with Exhibit "A", "B" and "C".
