A RESOLUTION OF THE CITY COUNCIL OF THE CITY
2 OF SAN JACINTO, CALIFORNIA, APPROVING THE
APPLICATION FOR GRANT FUNDS UNDER THE
3 ROBERTI-Z'BERG-HARRIS URBAN OPEN SPACE AND
RECREATION PROGRAM FOR CONSTRUCTION OF
4 LIGHTED MONUMENT SIGNS AT ❑RUDING AND
SALLEE PARKS
5 WHEREAS, the Legislature of the State of California has
8 enacted the Roberti-Z 'berg-Harris Urban Open Space and Recreation
Program, which provides funds to certain political subdivisions
of. the State of California for acquiring lands and for developing
l facilities to meet urban recreation needs ; and,
8 WHEREAS, the State Department of Parks and Recreation has
9 been delegated the responsibility for the administration of the
program, setting up necessary procedures governing application
10 by local agencies under the program; and
11 WHEREAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certify by
12 resolution the approval of applications prior to submission of
said applications to the State; and
13 WHEREAS, said applications contain a certification that
14 the applicant will comply with all federal, state, and local
environmental, public health, relocation, affirmative action,
15 and clearinghouse requirements and all other appropriate codes,
laws, and regulations prior to the expenditure of the grant funds;
16 and
17 WHEREAS, the projects applied for under this program must
be of a high priority and satisfy the most urgent park and recre-
13 ation needs, with emphasis on unmet needs in the most heavily
populated areas;

NOW, THEREFORE, BE IT RESOLVED that the City Council of
20 the City of San Jacinto hereby:
,1 1. Approved the Piling of an application for tunding under
the Roberti-Z 'berg-ilarris Urban Open Space and Recreation
22 Program; and,
23 2. Certifies that said agency understands Lhe general provisions
of the agreement; und,

3. Certifies that said agency has or will have sufficient funds
25 to operate and maintain the projects funded under this
I program: and,
26 4. Certifies L1:aL aaiLl agency has cr will have available, piiui
27 to commencement of any work on the projects included in this
application, the required match; and,

5. Certifies that the projects included in this application
24 conform to the recreation element of any applicable city
or county general plan; and,

6. Appoints the City Manager as agent of the City of San
Jacinto to conduct all negotiations and execute and
submit all documents including, but not limited to,
applications, agreements , amendments, payment requests,
and so on that may be necessary for Lhe cauiple Liu.n of
the iiuremeiitiaiied projects ; and
Appoints the City Attorney as legal counsel for said
agency with authorization to sign the certification
on Page 1 of the appiication.
APPROVED and ADOPTED the 8th day of May, 1990.
