RESOLUTION NO. 1811
1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JACINTO, CALIFORNIA, IN SUPPORT OF
2 (AB 8) TO REQUIRE MOTORCYCLISTS TO WEAR
HELMETS IN CALIFORNIA
WHEREAS, in 1987 alone, the California Highway Fatrol statis-
4 tics show that 25,401 motorcyclists were injured and 744 were
killed, and 77% of the fatalities were over age 21 and 69% of
5 injured were over age 21 with average age of victims being 25; and
6 WHEREAS, the average hospital bill of an injured motor-
cyclist is conservatively estimated at more than $17 ,000 in-
dividual, and "indirect costs" such as lost wages and physical
rehabilitation usually are double the direct costs; and

WHEREAS, California taxpayers are paying more than 80% of the
9 costs incurred by injured mntorcyclists; and
10 WHEREAS, motorcyclist injuries cost the taxpayer more than
$64 million a year for hospital bills alone, based on a study of
11 motorcycle victim injuries by UC Med Center, Davis; and
12 WHEREAS, in California, motorcyclists account for only three
percent of all passenger-carrying vehicles , but are involved in
13 12 percent of crashs causing injury; and
14 WHEREAS, per mile, a motorcyclist is more than 10 times more
likely to die in a crash than an automobile occupant; and
15
WHEREAS, unhelmeted riders have more than 2.5 times as many
16 critical of fatal head injuries as riders who wear helmets; and
li WHEREAS, we are concerned about the enormous financial cost
of taxpayers and the unmeasurable emotional cost to victims in
18 loss of human lives and suffering caused by motorcycle crashes ;
and
19
WHEREAS, a mandatory helmet law in California would reduce
20 motorcycle rider deaths and save the taxpayer millions of dollars
annually in medical tax dollar expenditures for care and mainte-
21lnance of hrain damaged helmetless motorcycle crash victims;
22 NOW, THEREFORE, BE IT RESOLVED, that we, the members of the
, San Jacinto City Council do hereby urge the California Legislature
231to pass AB 8 to modify the existing state vehicle code to require

4'[ all California motorcyclists to wear approved safety helmets .
