NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SAN JACINTO-
SECTION 1. Based on the entire record before the Planning Commission, all
written and oral evidence presented, and the findings made in this Resolution, the
Planning Commission of the City of San Jacinto has recommended the City Council
approve the Amendment to the General Plan as set forth in the attached Exhibit"A"
graphic.
SECTION 2. Based on the entire record before the City Council and all
written and oral evidence presented, the City Council finds the Amendment
promotes the goals and objectives of the General Plan and leaves the General Plan
a compatible, integrated, and internally consistent statement of policies for the
following reasons:
A. The Amendment is integrated and compatible with the Land
Use Element in that it provides an appropriate orientation and
relationship between land uses within and adjacent to the Subject
Site, and promotes orderly development beyond the Subject Site's
boundaries because the residential land use is compatible with
residential uses to the east and commercial and residential uses
proposed to the north, south and west.
B. The Amendment is integrated and compatible with the
Circulation Element in that the density and distribution of uses within
Iftw the Subject Site will generate traffic which is anticipated and provided
for in the Circulation Element because the site is bounded by
Sanderson Avenue on the west, and Seventh Street to the north.
C. The Amendment is integrated and compatible with the Housing
Element in that it provides for development consistent with the
existing and projected housing needs of the community and region
because the Housing Element Policy of ". . . providing a variety of
housing opportunities by type, tenure, and cost to households
throughout the City" by providing for low density development in this
area of the city not previously available.
D. The Amendment is integrated and compatible with the
Conservation Element in that it provides uses which promote the
orderly conservation, development, and utilization of natural resources
because it allows existing agricultural uses to continue at the
discretion of the landowners.
E. The Amendment is integrated and compatible with the Open
Space Element in that it provides for uses that are consistent with and
promote the adopted goals and policies for preserving and managing
open space within the City and do not create conflicts to the
realization of said goals and policies.
F. The Amendment is integrated and compatible with the Noise
Element in that it provides a pattern of land uses that minimizes the
exposure of community residents to excessive noise because the
proposal utilizes existing streets and man made barriers to minimize
noise exposure from adjacent land uses.
G. The Amendment is integrated and compatible with the Safety
Element in that it provides an appropriate land use distribution and
orientation which protects the community from unreasonable risks
associated with seismic, geologic, flood, and wildfire hazards because
the site is not located in a high fire hazard area, seismic zone or is
subject to flooding with the improvements proposed.
SECTION 3. Based on the entire record before the City Council and all
written and oral evidence presented, the City Council finds the Amendment and the
accompanying Change of Zone comply with CEQA for the following reasons:
An environmental initial study has been conducted which has
determined that there could not be a significant effect on the
environment. Therefore, the City Council hereby adopts the attached
Negative Declaration. City Staff is directed to file a Notice of
Determination within 5 days of this Resolution.

material which constitute the record of proceedings upon which the Planning
Commission based its decision is as follows: Planning Director, City of San Jacinto
