City Clerk EXHIBIT "A" EXPRESS FINDINGS IN CONNECTION WITH CITY OF SAN JACINTO AMENDMENTS, DELETIONS, AND ADDITIONS TO THE UNIFORM CODES 11997 EDITIONS OF THE 11NIFORM BUILDING CODE AND THE 1996 NATIONAL ELECTRICAL CODE). EACH MODIFICATION OR CHANGE OF A CODL PKOV1SiON IS SUMMARIZED, FOLLOWED BY AN EXPRESS FINDING SO DESIGNATED. T1IF. IJNIFORM BUILDING CODE, 1997 EDITION Express Finding for Section 7083.1: This provision requires a greater use of draft stops in conventional wood frame construction than that required by the Building Code. This is necessary to stop the spread of fire and the provide greater struct'_tral support. Within the City limits of San Jacinto there is a very active earthquake fault called the San Jacinto Fault. This fault has produced earthquakes in the past which two times severely damaged the city. There are also other faults in the adjacent areas, including the San Andreas Fault. In the event of a severe earthquake, these faults present the potential for catastrophic damage including fire. Express Finding for Section 1 503: 'Phis provision prohibits the use of wood shingle or shake roofs. Local fire conditions of low precipitation, low humidity, hiF_h temperatures and high vainds contribute to a local fire conflagration problem. Suchclimate conditions are conducive to the spread of fire. Lateral extension of fire between structures.which results from fire ignition of combustible roofs, is a serious loco 1 concern. Express Finding for Section 3316.1: This provision requires the utilization of greaten erosion con(rol measures than that required by the Building Code. This is necessary to protect cut and fill slopes from excessive erosion due to the high intensity rains that are typical of inland valleys. Additionally. these measures also implement the requirements of the Clean Water Act and the National Pollution Discharge Elimination System permit requirements prohibiting sediment from entering the City's storm drain system. THE NATIONAL ELECTRICAL CODE. 1996 EDITION Express Finding for Subsection 310-2(b) - Aluminum Conductor Limitations: This provision prohibits the use of aluminum wiring. These more stringent requirements are established to minimize the fire hazard caused by the inherent characteristics of aluminum under the extremes of temperature prevalent in the area.
