RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO ADOPTING A BUDGET FOR SAN JACINTO POWER FOR
FISCAL YEAR 2017/2018
WHEREAS, the City of San Jacinto ("City") is a municipal corporation organized
and operating under the laws of the State of California with the City Council of the City
of San Jacinto ("City Council") acting as the governing body of the City;
WHEREAS, the City Council of the City of San Jacinto has heretofore adopted
Ordinance 16-12, declaring its intent to establish a Community Choice Aggregation
(CCA) program to be known as San Jacinto Power (SJP);
WHEREAS, the City Council has additionally heretofore approved an
Implementation Plan to establish a CCA program, and such Implementation Plan was
certified by the California Public Utilities Commission on April 6, 2017;
WHEREAS, the City of San Jacinto operates on a fiscal year calendar beginning
on July 1st of each year and ending on June 30th of the next year;
WHEREAS, the City of San Jacinto wishes to adopt a budget for San Jacinto
Power for the fiscal year 2017/2018 for expenditures and estimated revenues based on
current market conditions; and
WHEREAS, the City Council has held a duly noticed public hearing, and has
considered all evidence and testimony offered at said hearing.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SAN JACINTO AS FOLLOWS:
SECTION 1_ The budget for San Jacinto Power for Fiscal Year 2017/2018, a
copy of which is attached, is hereby adopted with total expenditures of non-discretionary
expenditures of $1,539,623 and discretionary expenditures of $139,231, with operating
revenues estimated at $1,859,119, leaving an estimated fund balance in the amount of
$180,265 (Reference Exhibit A).
SECTION 2. All funds are authorized as presented in the Exhibit A.
SECTION 3. City Manager is hereby authorized to make budget adjustments to
the adopted budget to reallocate appropriations between departmental activities. Only
the City Council, by motion and affirmative majority vote, through minute action or
resolution, may increase or decrease the total estimated revenues and total adopted
expenditures in the FY 2017/2018 San Jacinto Power Adopted Budget.
SECTION 4. That the City Clerk shall certify to the adoption of this Resolution,
and it shall become effective immediately upon adoption.
