A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF SAN JACINTO, CALIFORNIA, APPROVING A
REVISION TO THE CONTRACT AND SCOPE OF WORK WITH
ROSENOW SPEVACEK GROUP, INC TO ACCOMPLISH THE
MERGER OF THE SAN JACINTO REDEVELOPMENT PROJECT
AREA WITH THE SOBOBA SPRINGS REDEVELOPMENT
PROJECT AREA AND APPROPRIATING FUNDS THEREFORE
WHEREAS, On March 3, 2008, the Redevelopment Agency authorized
the proposal from the Rosenow Spevacek Group, Inc. to provide professional
consulting services for the purpose of updating the San Jacinto Redevelopment
Project Area Plan and amending the Plan to reauthorize the Agency's eminent
domain authority; and
WHEREAS, in late May, the City's Financial Consultant and the Interim
Finance Director notified the City Manager/Executive Director that the Soboba
Springs Redevelopment Project Area would not be able to collect tax increment
after June 30, 2008 without incurring additional debt; and
WHEREAS, on June 19, 2008, the Agency approved a Loan Agreement
between the Redevelopment Agency and the City for the Soboba Springs
Redevelopment Project Area that would provide adequate debt to ensure that the
Project Area did not go dormant and was able to continue collecting tax
increment; and
WHEREAS, during these discussions the Agency determined there may
be benefit to both Project Areas if they were merged; and
WHEREAS, the Agency would like to amend the contract with Rosenow
Spevacek Group, Inc, to analyze the benefits of merging the Project Areas and
increasing the tax increment and debt limits in the Soboba Springs Project Area.
NOW, THEREFORE, BE IT RESOLVED determined and ordered by the
Redevelopment Agency of the City of San Jacinto:
SECTION 1. Incorporation of Recitals. The Agency hereby finds and
determines that the Recitals of this Resolution are true and
correct and are hereby incorporated into this Resolution as
though fully set forth herein.

SECTION 2. Approving of Contract. The Agency hereby approves a
revision to the contract with Rosenow Spevacek Group, Inc
to accomplish the merger of the San Jacinto and Soboba
Springs Redevelopment Project Areas and appropriating
funds therefore.
SECTION 4. Effective Date. This Resolution shall become effective upon
its adoption.
APPROVED and ADOPTED, this 7th day of August, 2008, by the
following vote:
