WHEREAS, the City wishes to construct the Estudillo Mansion
Water Conservation Education Garden at the Estudillo Mansion and Francisco
Estudillo Heritage Park, in order to improve the area and provide recreational and
educational opportunities to residents of the City; and
WHEREAS, pursuant to Section 33021 of the CRL,
"redevelopment" includes the provision of public grounds and improvements of
public or private recreation areas and other public grounds; and
WHEREAS, the work to complete the Estudillo Mansion Water
Conservation Education Garden includes installation of: drip irrigation, plantings,

"Improvements"); and
WHEREAS, installation of the Improvements will beautify the

WHEREAS, the Agency desires to pay for the balance of the costs

legally available for such purpose; and
WHEREAS, pursuant to CRL Section 33445, the Agency may,
with the consent of the City Council, assist in the payment of costs related to the
Improvements if the Board of the Redevelopment Agency of the City of San
Jacinto ("Agency Board") makes certain findings; and
WHEREAS, the Agency Board has reviewed and considered the
staff report accompanying this resolution ("Resolution") and the other written and
oral testimony and evidence presented at or prior to the time of the Agency
Board's consideration of this Resolution; and
NOW, THEREFORE, BE IT RESOLVED, BY THE AGENCY
BOARD:
SECTION 1. Findings. The Agency Board hereby consents to the
Agency's financing of the Improvements, and finds the following:
(a) In accordance with CRL Section 33445, the Agency
Board finds and determines, based on the information
contained in the staff report accompanying this
Resolution, as well as the oral presentation of staff
and other such written and oral evidence as
presented to the Agency Board, the following:
(i) The Agency's financing of the Improvements is
necessary to effectuate the purposes of the
Redevelopment Plan because such financing
will assist in improving and rehabilitating the
physical condition of the Estudillo Mansion and
Francisco Estudillo Heritage Park, and thus the
Project Area. The Improvements will eliminate
areas of empty, uncovered dirt with
landscaping and other improvements. The
Improvements will beautify the area and assist

in the elimination of blight. The Improvements
will: (a) improve the quality of life in the Project
Area by improving the neighborhood; (b)
contribute to the long-term success of the
Project Area; (c) eliminate blighting conditions
in the Project Area; (d) provide greater access
to recreational and educational opportunities in
the Project Area.
(ii) The Agency Board has determined that there
are no other reasonable means of financing the
total costs related to the Improvements
available to the City.
(iii) The Agency's financing of the Improvements
will assist in the elimination of blighting
conditions in the Project Area and is consistent
with the Agency's Implementation Plan for the
Project Area.
SECTION 2. Further Acts. The Executive Director of the Agency is
hereby authorized, with the concurrence of Agency Counsel, to take such further
actions and execute such other agreements as may be necessary or
appropriate in administering the actions authorized by this Resolution.
SECTION 3. CEQA Compliance. The Agency Board hereby finds that
the Agency's financing of the Improvements is exempt from the requirements of
the California Environmental Quality Act ("CEQA"), pursuant to State CEQA
Guidelines Section 15301 , because the Improvements will be part of an existing
public facility, and the Improvements involve negligible or no expansion of an
existing use.
SECTION 4. Notice of Exemption. Agency staff is hereby directed to file
a Notice of Exemption within five (5) days following the adoption of this
Resolution.
SECTION 5. Effective Date. This Resolution shall take effect upon its
adoption.
