A RESOLUTION OF THE SAN JACINTO
REDEVELOPMENT AGENCY APPROVING AND
TRANSMITTING ITS REPORT TO THE CITY COUNCIL
FOR THE REDEVELOPMENT PLAN FOR THE MERGED
SAN JACINTO REDEVELOPMENT PROJECT AND
CONSENTING TO A JOINT PUBLIC HEARING WITH
THE CITY COUNCIL OF THE CITY OF SAN JACINTO ON
THE PROPOSED AMENDMENTS TO THE
REDEVELOPMENT PLANS FOR THE SAN JACINTO
AND SOBOBA SPRINGS REDEVELOPMENT PROJECT
AREAS
WHEREAS, pursuant to the provisions of the California Community
Redevelopment Law, Health and Safety Code Section 33000 et seq. ("CRL"), on June
28, 1983 and December 28, 1983, the City Council of the City of San Jacinto ("City
Council') adopted the Redevelopment Plans for the San Jacinto and Soboba Springs
Redevelopment Project Areas, respectively (collectively, "Project Areas"); and
WHEREAS, the San Jacinto Redevelopment Agency ("Agency") is a
redevelopment agency duly created, established and authorized to transact business
and exercise its powers pursuant to the provisions of the CRL; and
WHEREAS, the Agency is considering merging the Project Areas through
Amendment No. 7 to the Redevelopment Plan for the San Jacinto Redevelopment
Project Area and Amendment No. 2 to the Redevelopment Plan for the Soboba Springs
Redevelopment Project Area (collectively, "Amendments") into a single project area
("Merged Project Area") in order to: (i) adopt a single Merged, Amended and Restated
Redevelopment Plan ("Merged Redevelopment Plan"); (ii) update and expand the
capital improvement projects list for the Merged Project Area; (iii) re-instate eminent
domain power in the San Jacinto Redevelopment Project Area for a 12 year period,
commencing with the effectiveness of the ordinance adopting the Merged
Redevelopment Plan; (iv) eliminate the time limit to incur debt for the Soboba Springs
Redevelopment Project Area; and (v) combine the financial limits from the
Redevelopment Plans for the existing Project Areas, which would result in an increase
in the financial limits; and
WHEREAS, the Amendments have been prepared in conformance with the CRL;
and
WHEREAS, the Agency has prepared a Report to the City Council ('Report") on
the proposed Merged Redevelopment Plan that includes all information required by
Sections 33352 and 33457.1 of the CRL; and

WHEREAS, CRL Section 33458 authorizes the City Council and the Agency to
consent to hold a joint public hearing on the proposed Amendments.
NOW, THEREFORE, BE IT RESOLVED determined and ordered by the
Governing Board of the San Jacinto Redevelopment Agency("Agency Board") as
follows:
Section 1. Recitals. The above recitals are true and correct and are
incorporated into this Resolution as though fully set forth herein.
Section 2. Approval and Transmittal of the Report and the Merged
Redevelopment Plan. The Agency Board hereby approves and transmits to the City
Council for its consideration the Report together with the Merged Redevelopment
Plan.
Section 3. Joint Public Hearing. The Agency Board hereby consents to a
joint public hearing of the City Council and the Agency on the proposed Amendments
to the Redevelopment Plans for the San Jacinto and Soboba Springs Project Areas
and on the Environmental Impact Report prepared in connection therewith, to be held
on December 16, 2010 at 7 P.M.
Section 4. Authorization. The Agency Board hereby authorizes the Secretary of
the Agency, in cooperation with the City Clerk of the City of San Jacinto, to prepare,
publish, and mail such notices and documents required by the CRL, and staff is
authorized and directed to perform all other acts as may be necessary to carry out the
purposes of this Resolution.
Section 5. Certification. The Agency Secretary shall certify as to the adoption of
this Resolution.
Section 6. Effective Date. This Resolution shall become effective upon its
adoption.
