2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
JACINTO ENDORSING THE CONCEPT OF ESTABLISHING A
j SERVICE AUTHORITY FOR FREEWAY EMERGENCIES
4 WHEREAS, Chapter lei of Division 3 of the Streets and Highways Code, Sec-
tion 2550, permits the establishment of a Service Authority for Freeway
5, Emergencies (SAFE) if the Board of Supervisors of the county and the majority
of cities within the county having a majority of the population adopt reso-
G I 1utions providing for the establishment of the authority; and
7 WHEREAS, the City Council of San Jacinto finds that a freeway emergency
motorist aid system is needed to enhance the safety of motorists travelling
81 on freeways and expressways in Riverside County; and
9 WHEREAS, the City Council of San Jacinto finds that a freeway emergency
motorist aid system will reduce the time spent by law enforcement officers
10 responding to routine vehicle disablement; and
11 t,HERE,AS, the SAFE would be resnonsible for implementing a freeway emer-
gency motorist aid system in Riverside'County;

NOW, THEREFORE, BE IT RESOLVED AND ORDERED that the San Jacinto City Cou
13 cil , in regular session assembled on the 19th day of August 1986 does
hereby endorse the concept of establishing a Service Authority for Freeway
14 Emergencies pursuant to Section 2550 of the Streets and Highway Code.
15 BE IT FURTHER RESOLVED that the San Jacinto City Council designates the
County of Riverside as lead agency with responsibility for drafting the docu
16 ments necessary to establish a SAFE in Riverside County.
