2 '.HE LAND USE ELEMENT OF THE Hp 'ET-SAID JACInTO AREA
PLAN FOR -HE FIRS_ CYCLE OF CALENDAR YEAR, 1983

THE CITY COUNCIL OF THE CITY OF SAN JACINTO DOES HEREBY RESDLVE AS FOLLOWS:
WHEREAS, Section 65361 of the Government Code provides that no
i mandatory element of a General Plan shall be amended more `reguently than
three times during any calendar year, and that t'ne City Council of the City
61 of San Jacinto is amending the Lana Use Eleurent of the Hemet-San Jacinto
Area Plan for the rst time during the 19P3calendar year; and
WHEREAS, the City of San Jacinto �lanninq Commission held a public
8 hearing on chance to the Land Use Element on March 7, 1983 and May 2, 1983,
and did adopt Resolution No. 83-6.and 83-10 'makino recommendations to the
91 City Council concerning the General Plan Amendment. and has filed with the
City Council copies of map and report relating to the application; and

WHEREAS, the City Council of the City of San Jacinto held a public
11 hearing on i'ay 17, 1983, and make a datermi nation that the Land Use Element
on the :Iemet-San ;Jacinto Area Plan should be amended as follows:

A. Existing land use patterns will be enhanced by GPA 1-83 and
13 SPA 2-83 being'assigned Residential Professional, Corrnnercial ,
and Low-Medium.

B. CPA 1-83 and GPA 2-83 will enhance the logical development of
151 the City.
16 C. CPA 1 83 and GSA 2-83 allows reasonable and proper use of pro-
perty,in the vicinity-of, the amendment.

D. No sign Vicant environmental impact is expected from adoption
18 of GPA 1-83 and GPA 2-83.
19 AI ERFAS, advertisement for a public hearing on CPA 1-83 and CPA 2-83
v"a published in accordance with Article 6, Chaoter 3, of Title 7, of the
24 government Code; and
21 WHEREAS, the City ,Council finds -hat there will not be a sir�nificant
impact. uocn the environment by riaht of this chance and adopts a "Negative i
22 Declaration for General Plan Amendment 1-83 anal-33.

23 NOW -HEREFORE; BE 17 RESOLViE by the Ci`v rcuncil of the Citv of
San Jacinto, that the Hemet-San Jacinto Area Plan be amended to reflect the
24 change aforementioned for General Plan Amendment 1-83 and 2-83 as noted by
Exhibits "A and "B", attached.
