A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN JACINTO, CALIFORNIA,
MAKING APPLICATION TO THE
LOCAL AGENCY FORMATION COMMISSION (LAFCO)
TO UNDERTAKE PROCEEDINGS FOR THE ANNEXATION
OF THE CITY OF SAN JACINTO TO COUNTY SERVICES AREA NO. 152
WHEREAS the City Council of the City of San Jacinto desires to initiate
proceedings pursuant to the Cortese-Knox Local Government
Reorganization Act of 1985, commencing with Section 56000 of the
California Code, for the annexation of the City of San Jacinto to County
Services Area No. 152; and
WHEREAS notice of intent to adopt this resolution of application has been
given to each interested party and each subject agency; and
WHEREAS the territory proposed to be annexed is inhabited, and is
described as the entire area bounded within the City limits of the City of
San Jacinto; and
WHEREAS this proposal is consistent with the Sphere of Influence of the
City of San Jacinto and County Services Area No. 152; and
WHEREAS the reason for this proposed annexation is to facilitate the
collection of funds for services provided for compliance with the Federally
mandated National Pollutant Discharge Elimination Systems permit, there
being no exchange of taxes with this annexation; and
WHEREAS the City Council hereby finds and certifies that this action is
categorically exempt from the regulations of the California Environmental
Quality Act as a Class 8 Exemption because it consists of actions taken by
regulatory agencies, as authorized by state or local ordinance, to assure
the maintenance, restoration, enhancement or protection of the
environment where the regulatory process involves procedures for
protection of the environment;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
San Jacinto that this Resolution of Application is hereby adopted and
approved by the City Council of the City of San Jacinto, and the Local
Agency Formation Commission of Riverside County is hereby requested
to take proceedings for the annexation of the City of San Jacinto and
County Services Area No. 152, according to the terms and conditions
stated above and in the manner provided by the Cortese-Knox Local
Government Reorganization Act of 1985.
ADOPTED by the City Council and signed by the Mayor and attested by
