Upon notification by a property owner that their sewer lateral is plugged, they will be advised to contact a sewer cleaning firm (i.e. Rotor Rooter) or plumber to correct the problem. 2. If the property owner can provide evidence that the sewer cleaning firm has been unable to clear the lateral, due to a problem in the City right-of-way (adequate evidence is a receipt from the plumber stating the nature of the stoppage and the opinion that the problem is within City right-of-way), the City will assume responsibility for clearing the lateral. 3. The Water Superintendent, or his designee, may clear the lateral using City labor and equipment or may contact a pre-approved contractor to clear the lateral. The contractor will be properly licensed and insured. No night-time call-outs will be made, unless the Water Superintendent feels the situation deems it necessary. If a contractor is utilized to clear the lateral, the contractor will be directed to clear the line using whatever method in his/her judgment is appropriate. These methods may include root-cutting, jetting, flushing and/or digging up and repairing or replacing the lateral. If excavation is required, a sewer lateral clean out will be constructed at the property line. The work will be accomplished on a time and materials basis, under the direction of the Water Superintendent. (If excavation in the paved area of a street is required, the City's Inspector will be notified). 5. At the conclusion of work by City forces or a contractor, the Water Superintendent will prepare a brief report, describing the reason for the plugged lateral and whether the problem occurred on private property or in the public right-of-way. If the problem occurred on private property, due to no fault of the City (or City tree), the Water Superintendent will prepare a bill for the property owner reimbursing the cost of the repair, plus 15% for City administrative costs. The bill must be submitted to the City's Finance Director for payment.
