SECTION 1
ENGINEER'S REPORT
CITY OF SAN JACINTO
LANDSCAPING, LIGHTING AND PARK DISTRICT NO. I
INTRODUCTION
The City of San Jacinto Landscaping, Lighting and Park District No. 1 (the "District")
provides funding for the on-going installation, operation, maintenance and servicing of street
lighting and traffic signals, landscaping, municipal parks and street trees in the City of San
Jacinto. The District insures a fair and equitable levying of the necessary costs of
constructing, operating, servicing and maintenance of the respective facilities, which in turn
directly enhances the value of each and every parcel in the District.
Landscaping and maintenance of parkways, medians, municipal parks and street trees are a
very important service in any urban environment. Landscaping, if well maintained, provides
beautification and enhancement of the desirability of the surroundings, along with a positive
effect on property values.
Adequate street lighting and traffic signals are considered imperative for their contribution to
public convenience and safety. Protection of property and reduction of traffic accidents are
specific benefits to the properties within the District. The lighting benefit is directly related
to public safety and property protection, and therefore increases property value.
Property values in a community are increased when public infrastructure such as street lights
and traffic signals, landscaping and park facilities are in place, improved, operable, safe, clean
and maintained. Facilities that are unsafe or destroyed by the elements or vandalism decrease
surrounding property values. Property values in an area also increase when there is an
increase in the number of parks, recreation centers, sports facilities and open space areas.
Conversely, property values decrease when park and recreation facilities are in disrepair, old,
unsafe, unclean, and unusable.
The proceedings are conducted under the Landscaping and Lighting Act of 1972, Part 2
Division 15, Sections 22500 through 22679, of the Streets and Highways Code of the State
of California (the "Act").

in existing improvements, and any fund balances or shortages, and adjust the assessment
accordingly.

PART D
METHOD OF APPORTIONMENT OF ASSESSMENT
I. GENERAL
Part 2 of Division 15 of the Streets and Highways Code, the Landscaping and Lighting Act
of 1972, permits the establishment of assessment districts by cities for the purpose of
providing certain public improvements which include construction, operation, maintenance and
servicing of street lighting, traffic signals, landscaping, park facilities and street trees.
The 1972 Act requires that maintenance assessments be levied according to benefit rather than
according to assessed value. Section 22573 provides that:
"The net amount to be assessed upon lands within an assessment district may be
apportioned by any formula or method which fairly distributes the net amount among
all assessable lots or parcels in proportion to the estimated benefit to be received by
each such lot or parcel from the improvements."
The Act permits the designation of zones of benefit within any individual assessment district
if "by reasons or variations in the nature, location, and extent of the improvements, the
various areas will receive different degrees of benefit from the improvement" (Sec. 22547).
Thus, the 1972 Act requires the levy of a true "assessment" rather than a "special tax."
II. PARCEL CLASSIFICATION
Since the assessment will be levied against properties as shown on the tax rolls, the final
charges must be assigned by Assessor's Parcel Number. The assessment amounts spread to
all parcels within the District for landscaping, street lighting, parks and street trees are
assigned based on Assessment Units (AU).
The single family residential parcel has been selected as the basic unit for calculation of
assessments and is defined as one (1.0) Assessment Unit. All remaining parcels are assigned
AU according to their equivalent benefit within each benefit zone or subzone.
Small residences with less than 1,000 square feet and/or less than 50 feet of frontage (land use
code "RS") are assessed 0.7 AU for Iandscaping and 1.0 AU for all other improvements
because they have small frontage relative to landscaping, but receive the same benefit from
street lighting, park maintenance and street trees as other single family residences.

=Berryman & Henigrar
CITY OF SAN JACINTO FISCAL YEAR 1995-96
LANDSCAPING, LIGHTING & PARK DISTRICT NO. I PAGE 10
Condominiums and PUDs are assigned 0.9 AU for each improvement category because,
although these dwellings have most of the characteristics of a single family residence, they
generally are somewhat smaller and have common areas and homeowner's associations.
Apartments and common unit condominiums are assigned 0.6 AU per units for landscape
maintenance and 0.8 AU for all other improvements because apartment units are typically
smaller than single family residences.
Mobilehomes are assigned 0.5 AU per unit for landscaping and 0.7 AU for street lighting,
park maintenance and street trees because these units are generally smaller than single family
residences or condominiums and are usually occupied by senior citizens who tend to benefit
less from most of the indicated public facilities. Recreational vehicle (RV) parks are assessed
0.3 AU for landscape maintenance and 0.7 AU for street lighting, park maintenance and street
trees for the same reasons cited for mobilehome parks except that RV parks often have high
vacancy rates, especially during the summer months.
Vacant parcels (agricultural, residential or commercial/industrial) are assigned 0.5 AU per
parcel for landscaping, street lighting and street trees due to the reduced benefit received from
the overall enhancement of the area and the increase in property value from the installation,
maintenance and servicing of the improvements compared to a single family residential parcel.
Vacant parcels are not assessed for park maintenance.
Commercial/industrial and public utility parcels are assigned 3.0 AU per acre (1.0 AU
minimum, 10.0 AU maximum) for landscaping, street lighting, parks and street trees based
upon the fact that one acre of commercial/industri a] property is the equivalent of three single
family residences.
Railroad parcels are assessed 0.5 AU per acre (1.0 AU minimum, 5.0 AU maximum) for
street lighting only because street lighting causes a reduction in vandalism on railroad property
and increases safety at railroad crossings, but receive a reduced benefit compared to single
family residences because of the reduced activity on railroad tracks.
Churches and fraternal organizations are assigned 0.5 AU per acre (1.0 AU minimum, 4.0 AU
maximum) for each improvement because these parcels benefit from the improvements, but
at a reduced rate due to the periodic use of the property.
A summary of the Assessment Unit calculation for each land use code is shown in Exhibit II.
