Although no bonds were issued; the City levied special taxes on developed property to pay for the improvements on a pay-as-you-go basis. Revenue generated from annual special taxes on developed property from the 1988/89 to 1993/94 tax years was insufficient to complete the infrastructure in the developed area. The City and the Soboba Springs homeowner's committee agreed to form an Assessment District (AD 94-1), issue bonds and cease the levy of special tax A on property within the CFD. The special taxes collected from developed property and the proceeds of the bond sale will be used to complete the scheduled improvements. Although Special Tax A is no longer levied for the CFD, property within the CFD remains subject to Special Tax B. Special Tax B is levied to finance police and fire protection services for developed property within the boundaries of the CFD.
