A JOINT RESOLUTION OF THE CITY COUNCILS OF THE CITY OF
HEMET AND THE CITY OF SAN JACINTO, CALIFORNIA, IN
SUPPORT OF ENHANCING TRANSPORTATION CORRIDORS INTO
THE SAN JACINTO VALLEY.
WHEREAS, Providing an adequate transportation infrastructure is essential to the
quality of life of a community; and
WHEREAS, This infrastructure needs to be planned and implemented to support
both current needs and anticipated future growth in the Valley; and
WHEREAS, The current major corridors providing access to the Valley (SR 74,
Ramona Expressway, and SR 79) all have constraints with their
existing design that preclude their ability to move significant additional
traffic in a safe and efficient manner; and
WHEREAS, Tlie improvement of these existing corridors and the development of
new corridors (with the needed right-of-way preservation) is therefore
essential to meet our infrastructure needs; and
WHEREAS, The construction of the Domenigoni Valley Reservoir is expected to
be a destination to about two million recreational users every year to
the Valley, and will create an immediate need for improved
infrastructure: and
WHEREAS, This Reservoir, the largest of its kind in California, is essential to the
future economic well-being of the Valley; and
WHEREAS, The City of Hemet and the City of San Jacinto realize the importance
of a multimodal transportation system to fulfill the future
transportation needs of both the Valley and the region, and support
the development of a San Jacinto Branchline rail corridor to the area.
WHEREAS, The City of Hemet and the City of San Jacinto both recognize the
need to make transportation a priority in the Valley, and pledge to
work in a cooperative manner toward that end, including the pursuit
of funding sources.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED AS FOLLOWS:
The City Councils of the City of Hemet and the City of San Jacinto pledge to work
cooperatively towards accomplishing the following transportation priorities:
1. The current alignment of SR 79 through the urbanized areas of both Cities
does not allow for future expansion or for the efficient movement of regional
traffic due to the adjacent land use constraints. Both Cities therefore
generally agree on the following concepts.
A. Relocate SR 79 to the western side of the Valley where a major
regional corridor can be planned and developed compatible with future
land uses. A preferred Ultimate Alignment would be located within
the corridor study area shown on the attached exhibit labeled "State
Route 79 Relocation Corridor Study Area". A specific alignment
would be determined in cooperation with Riverside County, Caltrans,
RCTC and other affected agencies.
B. It may be advantageous to adopt an Interim Alignment on existing
routes that would generally begin at the connection of Lambs Canyon
Road and proceed south on Sanderson Avenue, west on the Ramona
Expressway, south on Warren Road, and west on Newport Road
(along the new alignment) to connect to Existing SR 79 (Winchester
Road). The benefits and constraints of selecting an interim alignment
are to be studied in detail and discussed with the other affected
agencies. A preferred Interim Alingment is shown on the attached
exhibit labeled "Proposed Interim Alingment for SR 79".
C. The basic design concept for this corridor would be as a, six-lane
limited access corridor, with right-of-way preservation as indicated in
the attached exhibit labeled "Warren Road/SR 79 Realignment Right-
of-Way Cross Section".
D. Both Cities will continue to work together diligently with Caltrans,
Riverside County, RCTC and other affected agencies towards adopting
a Memorandum of Understanding addressing both Interim and
Ultimate alignments. The MOU should address specific alignments to
allow for right-of-way preservation, needed right-of-way width, access
spacing, design speed, and other functional aspects of the roadway.
2. There is a need to make improvements to Ramona Expressway both to
enhance capacity and safety between SR 74 and Interstate 215. The needed
improvements include the completion of the "gap" between 7th Street and
Cedar Avenue, which is a project of regional importance.
3. The extension of Newport Road to Interstate 215 as a continuous corridor
will also serve as a needed east-west route into the Valley and will provide
direct access to the Domenigoni Reservoir.
4. The operation of commuter rail service of a San Jacinto Branchline will
provide an important component of a multimodal transportation system into
the Valley.
