1 ) RESOLUTION NO. 714
2 AUTHORING FILING OF APPLICATION WITH THE
UNITED STATES OF AMERICA FOR AN ADVANCE
3 TO PROVIDE FOR THE PLANNING OF PUBLIC WORKS
UNDER THE TERMS OF PUBLIC LAW 560, 83RD
41 CONGRESS OF THE UNITED STATES, AS AMENDED.
5 WHEREAS, The City of San Jacinto (herein called the
6 "Applicant") after thorough consideration of the various aspects of
7 the problem and study of available data has hereby determined that
8 the construction of certain public works, generally described as
9 The San Jacinto Civic Center is desirable and in the public interest
10 and to that end it is necessary that action preliminary to the

(. il' construction of said works be taken immediately; and
12 WHEREAS, under the terms of Public Law 560, 83rd Congress, f
13 as amended, the United States of America has authorized the making f
14 of advances to public bodies to aid in financing the cost of engin-
15 eering and architectural surveys , designs , plans, working drawings,
16' specifications or other action preliminary to and in preparation for
17 ,the construction of public works ; and
181 WHEREAS, the applicant has examined and duly considered such
19iact and the applicant considers it to be in the public interest and
201to its benefit to file an application under said act and to authorize
21 �other action in connection therewith;
22 ; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
23CITY OF SAN JACINTO, the governing body of said applicant, as follows :
24 ) 1 . That the construction of said public works is essential
25 'to and is to the best interests of the applicant, and to the end thatf
26 �such public works may be provided as promptly as practicable it is E
271desirable that action preliminary to the construction thereof be
28 !undertaken immediately;
29 � 2 . That the Mayor be hereby authorized to file in behalf of
30 �the applicant an application (in form required by the United States
31 :and in conformity with said act) for an advance to be made by the j

1 preparation for the above described public works, which shall con-
2 sist generally of The San Jacinto Civic Center;
3 3 . That if such advance be made, the applicant shall provid
4 or make necessary arrangements to provide such funds, in addition
5 to the advance, as may be required to defray the cost of the plan
6 preparation of such public works ;
7 4. The said Mayor is hereby authorized to furnish such
8 information and take such action as may be necessary to enable the
9 applicant to qualify for the advance;
10 5 . That the officer designated in the preceding paragraph

11 is hereby designated as the authorized representative of the appli-
12 cant for the purpose of furnishing to the United States such
13 information, data, and documents pertaining to the application for l
14 an advance as may be required; and otherwise to act as the author-
15 ized representative of the applicant in connection with this F
16iapplication.
