2 A RESOLUTION REQUESTING THE BOARD OF
SUPERVISORS OF RIVERSIDE COUNTY, STATE OF
3 CALIFORNIA, TO CONSIDER WITHHOLDING VARIANCES
AND ZONE CHANGES IN THE HEMET-SAN JACINTO
4 AREA UNTIL COMPLETION OF THE MASTER PLAN
STUDY OF THE HEMET-SAN JACINTO VALLEY.

6 WHEREAS, the definition of planning is considered "getting
ready for the next generation", and

WHEREAS, all Governmental agencies today realize that plan-
8 ning must be done to establish orderly development, and
9I WHEREAS, it is considered that good planning does not lead
to spot zoning, and
10 •
WHEREAS, good planning does lead to a creation of a higher
11: tax basis and greater economic intercourse, and
12 WHEREAS, business and industry and loaning agencies even
consider good planning and zoning as a prerequisite for top invest-
13 , ment purposes, and
14 WHEREAS, the County Board of Supervisors as an agency and
the City of San Jacinto as an agency are contracting with Ruhnau
15 � and Associates for Valley Wide Planning and economic st-sdies. .
16 , THEREFORE, BE IT RESOLVED by the City Council of the City of
San Jacinto in regular session on the .��` day of October, 1965,
17I that the Board of Supervisors of the County of Riverside and the
Planning Commission of the County of Riverside are hereby requested
18• to give intense thought and consideration to waiting for the final
reports and recommendations of the Planning Consultants, Ruhnau and
19i' Associates, concerning the Master Plan and future development of the
Hemet-San Jacinto Valley, before granting further variances, zone
20i changes or before given special consideration to subdivision appli-
cations, or subparcel applications in said area now reviewed by the
21I agencies of the County of Riverside, State of California.
22iBE IT FURTHER RESOLVED that the City Clerk of this City is
instructed to send a certified copy of this resolution to the Clerks
23 of the Board of Supervisors and of the Planning Commission of the
County of Riverside .
