2 A -RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JACINTO REJECTING ALL BIDS RECEIVED FOR THE
3 CONSTRUCTION;OF THE PUBLIC IMPROVEMENT OF CON-
STRUCTION OF A WATER LINE ON TIGER LANE AND A'
4 ' PORTION OF RAMONA BOULEVARD, AND DETERMINING
THAT THE IMPROVEMENTS CAN BE MORE ECONOMICALLY
5 CONSTRUCTED BY DAY LABOR AND BY PURCHASE OF
MATERIALS AND SUPPLIES ON THE OPEN MARKET.

7 This resolution is adopted with reference to the following
facts :

A. On February 6, 1973 , the City Council of the City of San
9 Jacinto, ordered that an, invitation for bids for construction of a
public works project known as an installation of water lines on
10 Tiger Lane and a portion of Ramona Boulevard to be published in
accordance with the provisions of Section 37903 of the Government
11 Code ,
12 B. Sealed bids for said project have been publicly ,opened and
examined and said City Council has declared the result of said bids`,
13 at its meeting of .March "13 , 1973 , at which time it rejected all
bids and: ordered that an invitation for 'bids of construction of then
14 same public works project by`.use of alternate materials be publish-
ed, in accordance with the provisions of Section 37903 of the
15 Government Code.
16 C. Sealed bids for said project a 'second time were publicly
opened and examined, and said city council has declared the result
17 of said bids at its meeting of May' 8, 1973 , two bids having been
received for the entire project in alternates A and B, the lowest
18 for Alternate A being $29, 911.04, and the lowest bid for Alternate
B being $32, 065 .92 .

D. . Said council determined by the affirmative vote of at leas
20 four of the five councilmen present at said meeting;, that the j
project can be performed more economically by 'day labor and by pur
211 chase of material and supplies at a` lower price on the open market.
22 NOW THEREFORE, BE IT RESOLVED by the City Council of the City
of San Jacinto, sitting in regular session this 8th day of May;,
23 1973 , as follows :
24 1. The council finds the foregoing facts to be true .
25 2 . The City Manager of the City of San Jacinto is instructed
( pursuant to the provisions of Section 37905 of the Government Code t
26 to cause the construction of the water lines on Tiger Lane and a
portion of Ramona Boulevard, described as alternate B in ; the said
27 -bids, to be performed by day labor and by purchase of materials andr
28 supplies on the open market .
ADOPTED THIS 8th day of May, 1973 , by the following' voted
