1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JACIN-
2 TO , A CALIFORNIA MUNICIPALITY, OPPOSING PROPOSITION NO. 14,
COMMONLY KNOWN AS THE WATSON AMENDMENT, ON THE GENERAL EL-
3 ECTION BALLOT TO BE HELD ON TUESDAY, NOVEMBER 7, 1972.
4 WHEREAS , as inadequate as the present tax structure may be, it is , never-
5 theless , far better than the situation the proposed Proposition No. 14 would
6 create should it be approved ; and
7 WHEREAS , the future of our local and state governments is in danger of fis
8 cal chaos should Proposition No. 14 be approved; and
9 WHEREAS , the city's property taxing authority, general obligation bond
1() selling capability , and general municipal taxing opportunities will be legally
11 and forcibly curtailed by Proposition No. 14; and
12 WHEREAS , the ad hoc service districts and school districts will become
13 legally stymied in their financial operations ; and
14 WHEREAS , relief from the tax burden is an absolute necessity, but cannot
15 be provided in the manner proposed in Proposition No. 14 without creating ir-
16 reparable damage to municipalities in their revenue acquiring methods and with-
17 out curtailing direly needed municipal services,
18 NOW, THEREFORE , BE IT RESOLVED that the City Council of the City of San
19 Jacinto is in opposition to the approval of Proposition No. 14 on the General
20 Election Ballot to be held Tuesday, November 7, 1972.
