Zone 4 of the County Flood Control District of Riverside County is presently located within the two supervisorial districts of the Board of Super- 5 visors, the Third and Fifth Districts. 6 B. The portion of Zone 4 located within the Fifth Supervisorial District naturally composes a separate drainage sub-system district from the portion of 7 Zone 4 located vii thin the Third Supervisorial District, 81 C. A potential conflict exists for allocation of the funds raised in Zone 1 4 between the Third and Fifth Supervisorial District portions both of which have 1 great need for flood control improvements. 10 D. The majority of Zone 4 funds are raised by taxes levied upon the Third Supervisorial District portion thereof in whiCn the City of San Jacinto is 11 located, 12 E . This Council feels such funds should properly be allocated in the avecl where they will benefit the land taxed for the improvements and that this basic 13. principle of taxation can best be fulfilled by separating the portion of Zone 4 located in the Fifth Supervisorial District from that portion in the Third 14 i District. 15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Jacinto as follows -, 16 1 .
