1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JACINTO OP-
POSING THE ENACTMENT OF ASSEMBLY BILL NO. 2294 PRESCRIBING FIXED
2 LOT SIZES AND DEVELOPMENT STANDARDS WITHIN IIORILEHOME PARKS
3 WHEREAS Assembly Bill 2294 establishing and prescribing lot sizes and
other development standards within mobilehome parks has passed the Assembly tin-
4 der the sponsorship of John P. ouimby over the objections of the League of Cali-
fornia Cities and manv other cities including the City of Upland and is now pend-
5 ing in the Senate of the State of California; and
6 WHEREAS said Bill proposes an amendment to Section 13300 of the Health and
Safety Code of the State of California deleting the authority of the City to pro-
7 hibit specified parks , travel trailers or tent camps within all or certain zones
within the City and sets definite standards of lot sizes ., set backs and other de-
8 velopment standards within the mobilehome park which are not variable by the
City; and
WHEREAS the City Council of the City of San Jacinto has through years of
10 exoerience ascertained that the citizens of the city are exceptionally interestsc

in controlling the placement of trailer narks and that the taking of this contro
11 by a general state enactment would take substantial rights away from the citizen�
of the City without commensurate benefits; and

WHEREAS it appears to this City Council that it is of great improtance that
13 this B411 now pending before the Senate should be defeated and that all cities
should be advised of the infringement of the State in a matter which should be
14 substantially a matter of local concern;
15 NOW, THEREFORE , BE IT RESOLVED that this City Council strongly opposes the
restriction placed upon the Cit'v to prescribed lot sizes and other development
16 standards in mobilehome parks Within its City as a flagrant infringement of
local control without any overriding or redeeming state-wide concern; and

BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the
18 author of the Bill , Assemblyman John P. Ouiniby and the Senate Representative of
10 this District, Gordon R. Cologne.
