A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN JACINTO ESTABLISHING A POLICY ON THE PROCE-
DURES FOR THE PURCHASE OF ITEMS NEEDED BY THE CITY
1 WHEREAS the City regularly purchases a myriad of items varying from bolts
and nuts to paint, pipe,"heavy equipment, camera films , etc. in amountsso that
2 the total price of a single purchase transaction does not exceed 54,000.00; and
3 WHEREAS the City Purchasing Agent continuously seeks vendors who sell the
City's needed items-zof standard quality at the lowest possible prices to save
4 the City's money; and
5 WHEREAS the City Purchasing Agent also attempts to purchase as many needed
items as possible from local merchants and thereby keep the City's expenditures

at home where the cost is less than ten percent (10'/10 above a purchase made
1 outside of the City and the total net cost to the City is still 'less than the
cost in transportation and time to acquire the item outside of the City.; and
81 WHEREAS it is apparent many standard quality items purchased locally are
9 being charged to the City conspicuously above normal market prices elsewhere; and
WHEREAS the City Purchasing Agent is torn between his duty to purchase quali-

ty items for the City at their lowest possible cost and his loyalty towards the
local merchants to keep expenditures within the City limits ; and

WHEREAS local merchants periodically' express resentment when out-of-town pur
12 chases are made by the City Purchasing Agent,
13 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Jacin
to goes on record to purchase all standard quality items needed by the City from
14 local merchants whenever available subject to the conditions hereinbelow stated;

BE IT FURTHER RESOLVED that the Purchasing Agent is instructed to seek the

lowest priced vendor in the City for items needed; and

FURTHER RESOLVED that the Purchasing Agent purchase needed items from the
i, local merchants when the price of the items is equal to or no greater than ten
1� ' percent ( 100%) above market price for said items available elsewhere since the net
19 cost to the City will still be lowest after considering the savings in cost of
transportation and time; and
20 FURTHER RESOLVED if local prices exceed the ten percent (10%) above market
21 prices elsewhere, the Purchasing Agent need not hesitate to seek the needed items
elsewhere whenever confronted with such high cost prices; and
22 FURTHER RESOLVED the Purchasing Agent send a copy of this Resolution to all
local merchants so that they may be aware of the City's position on patronizing
23 local merchants provided they reciprocate the spirit of this Resolution in which
24 it is adopted.
MOVED, PASSED AND ADOPTED at a regular adjourned meeting of the City Council

of the City of San Jacinto held the 20th day of April 1971 .
